Supplementing many policies to develop supporting industries
Decree 205/2025/ND-CP amending and supplementing a number of points and clauses of Article 5 on policies to support technology application and transfer for the production of supporting industrial products.
Accordingly, organizations and individuals conducting applied research, technology transfer, innovation and improvement activities to produce supporting industrial products in the List of supporting industrial products prioritized for development shall enjoy incentives and support from the National Technology Innovation Fund, the National Science and Technology Development Fund, the National High-Tech Development Program, incentives and support for technology transfer and other incentives and support according to current regulations.
The Decree also provides support for technology application and transfer activities to produce supporting industrial products in the List of supporting industrial products prioritized for development supported by the Supporting Industrial Development Program. Specifically, support is provided for up to 50% of the investment costs for machinery and equipment, sample products, design, software, training, hiring of consultants, inventions, transfer of intellectual property rights, industrial property, and testing of results for cooperation projects on applied research and technology transfer between enterprises and scientific and technological organizations.
Support up to 70% of the cost of implementing activities and tasks to improve the quality and quantity of experts and consulting units in the field of technology application and transfer.
Regarding the policy of training human resources for supporting industries , Decree 205/2025/ND-CP supplements Point c, Clause 1, Article 6. Accordingly, students with excellent academic results, lecturers, researchers, experts, managers, technicians, and technical workers are supported with funding for domestic and foreign training and development in techniques and technologies for manufacturing supporting industrial products from the Supporting Industry Development Program and other human resource training programs and projects.
More policies to support the development of supporting industries
In addition, Decree 205/2025/ND-CP adds Article 6a, Article 6b, Article 6c after Article 6:
Article 6a. Support for environmental protection
Investment projects in developing supporting industrial parks, zones and industry clusters are given incentives and support in environmental protection according to the provisions of law on environmental protection.
Investors in projects to produce priority supporting industrial products for development in the List of priority supporting industrial products for development specified in Appendix I issued with this Decree shall be supported in accordance with the provisions of the law on environmental protection.
Article 6b. Legal assistance
Enterprises producing supporting industrial products in the List of supporting industrial products prioritized for development specified in Appendix I issued with this Decree shall receive legal support in accordance with the provisions of the Law on Support for Small and Medium Enterprises.
Article 6c. Support for testing, inspection, appraisal and quality certification
Enterprises producing products in the List of priority supporting industrial products for development specified in Appendix I issued with this Decree are supported with funding from the Supporting Industrial Development Program as follows:
1. Support up to 50% of the costs of testing, appraisal, inspection, consulting on product quality certification, building and publishing basic standards; costs of certifying quality management systems.
2. Support up to 50% of the cost of renting laboratories for testing, inspection, appraisal and certification of the quality of supporting industrial products.
3. Support up to 50% of the cost of testing, inspection, appraisal and certification of product quality at the testing, inspection, appraisal and quality certification system of state management agencies.
4. Support up to 50% of the cost of testing measuring equipment samples; costs of inspection, testing, and calibration of measuring equipment and measurement standards; costs of granting quantitative marks of products in accordance with technical measurement requirements.
5. Support up to 50% of costs for brand recognition, copyright registration, intellectual property and barcode application.
6. Support up to 50% of costs for testing and inspection of new patented goods and products.
Incentive policies for projects producing supporting industrial products in the List of priority supporting industrial products for development
Decree 205/2025/ND-CP also amends Article 12 on incentive policies for projects manufacturing supporting industrial products in the List of priority supporting industrial products for development.
Regarding tax incentives, the project enjoys incentives according to tax laws and implementing guidelines.
At the same time, the project is exempted from or has reduced land and water surface rents according to the provisions of the law on land; and enjoys other investment incentives according to the provisions of the law.
The Decree takes effect from September 1, 2025.
