The conference was broadcast live to 34 provinces and centrally-run cities, connecting with communes, wards, and special economic zones.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that this conference will review and discuss the socio-economic development situation in the first 6 months of the year, propose key tasks and solutions to strive to achieve the highest growth target of over 8% as directed by the Party, State, National Assembly , Government, especially General Secretary To Lam.
The Prime Minister stated that since the beginning of the year, we have been carrying out many breakthrough, strategic, and fundamental tasks, both short-term and long-term: implementing the revolution to reorganize the apparatus and reorganize the country has been proceeding smoothly despite many difficulties; the Government has proposed that the Politburo issue four important Resolutions, including Resolutions 57, 59, 66, and 68-NQ/TW - the four pillars; currently, the Government is drafting and submitting to competent authorities Resolutions related to education and training, health care, and culture.

Thus, we will have major orientations from the Politburo to enter a new era - the era of the nation's rise to civilized and prosperous development. When the situation changes, the tasks, organizations, people, and cadres must change.
The Prime Minister pointed out that since the beginning of his term, there have been many difficulties and huge challenges such as the Covid-19 pandemic, conflicts, wars, geopolitical competition, trade competition, supply chain and production chain disruptions causing difficulties for domestic production; severe natural disasters, climate change, etc.

However, looking back on the past, we are also proud and confident that under the leadership of the Party, regularly and directly led by the Politburo and the Secretariat, headed by former General Secretary Nguyen Phu Trong and now General Secretary To Lam, the whole country has maintained macroeconomic stability, controlled inflation, promoted economic growth, ensured major balances of the economy; ensured the labor market; controlled public debt, government debt, public debt, foreign debt; maintained independence, sovereignty, territorial integrity, political stability, social order and safety, people's lives have improved, each year higher than the previous year... ensuring the basic goals set by the Party.

This is a very commendable achievement, through which we can see lessons such as grasping the situation, responding flexibly, promptly and effectively. From there, we can continue to lead, direct and operate to overcome difficulties with the spirit of the more pressure, the more effort. The Central Committee, the National Assembly and the Government have determined that this year we must achieve a growth rate of 8% or more. Recently, under the great efforts of the entire political system, the first two quarters of the year achieved a growth rate of 7.52%, ensuring the given scenario.

However, from now until the end of the year, there are still many difficulties, especially internal difficulties of the economy. Therefore, we must analyze, discuss, and evaluate to find solutions to restructure the economy, transform the growth model, find the most optimal structure and model in the international context, as well as the internal economy of our country, which is a developing economy, in transition, with a modest scale and high openness. Therefore, there must be solutions to handle and restructure traditional growth drivers such as consumption, export, investment; promote new growth drivers such as green growth, circular economy, digital economy, etc.

The Prime Minister emphasized that the entire political system must act. If there is no action, no synchronization, no professionalism, and no direction, there will be no combined strength. Therefore, at this conference, the Government gave a specific figure that the whole country needs to achieve a growth rate of about 8.3-8.5% in 2025, creating a solid foundation for achieving double-digit growth in the 2026-2030 period, thereby achieving the two strategic development goals for the 100 years.
We have to discuss whether the remaining two quarters can achieve a growth rate of 8.3-8.5%? What must be done to achieve this target? From there, we must identify growth pillars and growth drivers; the entire political system must participate; ministries, branches, agencies, economic groups, economic sectors, including the private economic sector, must all make efforts and move forward to achieve a growth rate of 8.3-8.5% this year. The above target creates momentum, creates force, and creates momentum for the 2026-2030 period to achieve double-digit growth.

The Prime Minister requested to analyze and evaluate the world context to find solutions. What immediate and long-term solutions are needed for the economy? How to restructure the economy, transform the growth model according to the new spirit and new situation, thereby untangling bottlenecks, removing difficulties and obstacles, especially promoting growth drivers; from there, how should provinces, cities, communes, wards and special economic zones also grow? How to exploit the country's growth resources? According to the Prime Minister, only by ensuring economic growth can we have the potential to strengthen national security and defense.

The Prime Minister emphasized that we need to be unanimous, determined, and united in our perception and actions to ensure the goals set by the Party and the National Assembly. The Prime Minister hopes that delegates will study carefully and contribute quality opinions that go straight to the core issues. After this meeting, the Government will have a new Resolution on assigning growth targets to localities.
