Coverage rate reached 95.51% of the population
Statistics from Social Insurance Region I show that in the first 6 months of 2025, the number of people participating in health insurance (excluding armed forces) was 8,175,922 people, an increase of 197,951 people, an increase of 2.48% over the same period in 2024. The health insurance coverage rate reached 95.51% of the population (exceeding 0.01% compared to the assigned target for 2025).
It is estimated that by the end of June 2025, the expenditure on social insurance, health insurance, and unemployment insurance will be VND 43,272.8 billion, an increase of VND 5,783.9 billion, an increase of 15.43% over the same period in 2024. Of which, monthly pension and social insurance allowance expenditures will be VND 24,487 billion (the rate of expenditure through personal accounts is 99.04%); health insurance medical examination and treatment costs will be VND 14,279.8 billion.
Notably, implementing Project 06 of the Government , Social Insurance Region I has coordinated with departments and branches to carry out 4/25 administrative procedures in a timely manner, according to regulations. Specifically, it has carried out joint birth registration, health insurance cards for children under 6 years old for 184,476 cases; joint death registration, funeral allowance for 1,180 cases. There were 187 transactions to renew health insurance cards for households with reduced contribution levels on the Vietnam Social Insurance Public Service Portal, integrated on the National Public Service Portal. Unemployment benefits were settled on the National Public Service Portal to confirm and pay the unemployment insurance payment process for 128,666 workers receiving unemployment benefits. 7,693,138 people with health insurance cards in the city are synchronized, can use their citizen identification cards to go to medical examination and treatment; 560,706 cases were granted health examination certificates under Project 06...
According to Deputy Director of Social Insurance Region I Nguyen Cong Dinh, in the near future, when implementing the new content of Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance passed by the National Assembly on November 27, 2024, effective from July 1, 2025, the subjects participating in compulsory health insurance will be expanded. Along with that, the benefits of health insurance examination and treatment are increasingly guaranteed, combined with the quality of medical examination and treatment increasingly improved.
Preventing profiteering in the health insurance sector
Affirming the necessity, significance, benefits, and humanity of health insurance policies, especially family health insurance, Social Insurance Region I noted the responsibilities, obligations, and awareness of compliance with health insurance laws of employers and employees. Accordingly, Social Insurance Region I has been strengthening the identification of violations of health insurance laws; common forms of abuse and profiteering in the health insurance sector, combining inspection, examination, and handling of violations of the law in the health insurance sector.
In reality, due to the fact that some medical examination and treatment facilities are financially autonomous and the payment method is based on service fees, in addition, the number of out-of-province patients in Hanoi continues to increase due to the policy of connecting provinces in inpatient treatment, so the cost of medical examination and treatment under health insurance increases. The situation of inpatient hospitalization, prolonging the treatment period, and prescribing tests, diagnostic imaging, and technical services beyond the necessary level is increasingly common and complicated.
In the first 5 months of 2025, there were 5,703,404 medical examinations and treatments (equal to 105.9% compared to the same period in 2024), the cost of medical examinations and treatments under health insurance was 11,509.4 billion VND (equal to 115.5% compared to the same period in 2024). Through inspection and examination, the functional units requested to recover to the Health Insurance Fund 913.7 million VND due to medical examination and treatment facilities that had spent in violation of regulations.
In the coming time, on the one hand, proactively control the cost of medical examination and treatment under health insurance, monitor the use of the Health Insurance Fund at each medical examination and treatment facility, on the other hand, Social Insurance Region I will strengthen data analysis to promptly detect and warn of abnormalities in the frequency of medical examination and treatment, the rate of inpatient admission, test prescriptions, diagnostic imaging, prescription of drugs, medical supplies, multiple medical examinations and treatments, high costs...; refuse to pay for medical examination and treatment under health insurance that is not in accordance with regulations; strengthen prevention and combat of abuse of the Health Insurance Fund.
From July 1, 2025, there will be 4 new groups of subjects covered by health insurance by the State, including: Standing militia; people aged 75 and over who are receiving monthly survivor benefits; people aged 70 to under 75 from near-poor households who are receiving monthly survivor benefits; people receiving monthly social pension benefits according to the provisions of the law on Social Insurance; workers who are not eligible for pension and are not old enough to receive social pension benefits and are receiving monthly benefits according to the provisions of the law on Social Insurance.
The expansion of this target group shows that the social security system is increasingly comprehensive, fair and effective, truly people-centered. By expanding the target group to support the entire health insurance premium, the State helps people, especially the poor, the near-poor, the elderly and vulnerable groups, to have a "ticket" to ensure their health, ensuring that no one is left behind on the country's development path.
