Affirming the role of the core in creating national science and technology development
Reporting at the Congress, comrade Dao Ngoc Chien, Party Secretary, Director of the National Science and Technology Development Fund, said that during the 2020-2025 term, the Party Committee of the National Science and Technology Development Fund has promoted its role as a political nucleus, led the agency to unite, overcome many difficulties in the process of reorganizing, perfecting mechanisms and implementing tasks; completed 100% of the contents set forth in the Resolution of the Congress for the 2020-2025 term.
After merging the three units, the Party Committee played a leading role throughout the transition process, ensuring uninterrupted implementation of national science and technology programs; quickly perfecting the organizational structure; and simultaneously issuing new or amending more than 40 procedures and forms to synchronize the professional system towards openness, professionalism and transparency.
During the 2020-2025 period, the Fund has organized the selection, funding and management of more than 2,500 S&T tasks under various programs; of which more than 1,500 tasks have been accepted. Every year, it organizes about 600-700 expert councils, mobilizing 4,000 scientists to participate in the evaluation, showing the expansion of scale and depth in task management.
In particular, the Fund has promoted the application of digital technology in the entire operation process, from receiving documents, selecting, accepting, to final payment. Since 2023, the Fund has deployed electronic document management software throughout the process; forming an open task database to serve statistics and connect research results. With the number of invoices being more than 8,000 sets of task documents - this is a fundamental step, not only helping to improve operational efficiency but also creating an open database to serve statistics, lookup, connect and share research results in the scientific community. Thereby, clearly affirming the position and role of the national science and technology funding center, as the focal unit implementing many strategic and key programs.
During the past term, the Fund's Party Committee also actively implemented the Central Committee's resolutions, innovated leadership methods, strengthened ideological work, and built strong internal solidarity. Mass organizations such as the Trade Union and the Youth Union operated effectively, creating a spreading influence throughout the unit.

Enhancing national science and technology coordination and funding capacity
Continuing to promote the achieved results, in the 2025-2030 term, the Party Committee of the National Science and Technology Development Fund clearly identifies the key goals and tasks of building a strong Party organization. Continue to improve the leadership capacity and fighting strength of the Party Committee; promote the central role in orienting, coordinating and funding national science and technology; build a clean and strong Party organization, a professional and effective development agency, highly adaptable to the requirements of digital transformation, international integration and innovation.
The Party Committee of the Fund sets a goal of making a positive contribution by 2030 to bring Vietnam into the group of 03 leading countries in ASEAN in terms of the index of the number of international publications/billion USD of GDP calculated by purchasing power parity, and the group of 04 leading countries in ASEAN in terms of the H-index; Increase the number of applications for patents and plant variety protection certificates in Vietnam by 15%/year; Ensure increased attraction of investment funds from the business sector for Vietnam's technology development so that research tasks funded by the Fund make practical contributions to domestic technology development. At the same time, promote international connections and cooperation with organizations that sponsor science and technology research in developed countries to attract financial resources and highly qualified science and technology human resources to solve issues of concern to Vietnam; Maintain effective cooperation with 05 current partners (FWO - Belgium; DFG - Germany; UKRI - UK; SNSF - Switzerland; FOSTED - Laos), expand cooperation with at least 02 new partners (expected ARC - Australia; RSF - Russia).
In addition, strive for an annual disbursement rate of ≥ 95%; promote at least 30% of the value of S&T and innovation results determined when contributing capital, cooperating, associating with businesses or establishing enterprises; provide minimum funding support for 50 enterprises implementing strategic technology development projects; organize the implementation of at least 3,500 S&T tasks nationwide; fully operate the S&T task management system using digital technology, ensuring transparency, tracing and reducing administrative procedures with 100% of the Fund's funding and support management processes carried out on a digital platform; propose and advise on the issuance of at least 5 new policies or important amendments related to funding mechanisms, allocation mechanisms and evaluation of the effectiveness of S&T tasks, etc.

Realizing the "development creation" mindset
Speaking at the Congress, Comrade Phuong Tuyen - Member of the Party Executive Committee of the Ministry of Science and Technology, Deputy Head of Steering Group No. 3 acknowledged and highly appreciated the achievements of the Fund's Party Committee in the past term and the orientations and targets set out by the Congress in the political report. He requested the Fund's Party Committee to continue to promote its comprehensive leadership role, build a strong Party organization in terms of politics, ideology and ethics; concretize the spirit of Resolution 57 and the new Law in funding and supporting research and innovation activities; strengthen innovation in the Fund's operating model towards transparency, efficiency, and international standards, contributing to improving the capacity of science and technology, innovation and national digital transformation... He believes that with "development creation" and aspirations to rise, the Fund will continue to reap even greater achievements, making positive contributions to the Ministry and the development of the country's science and technology in the new period.
Comrade Phuong Tuyen - Member of the Party Executive Committee of the Ministry of Science and Technology, Deputy Head of Steering Group No. 3 gave a speech directing the Congress.
Receiving the direction, comrade Dao Ngoc Chien affirmed: This Congress is not only an important political milestone but also a strategic driving force for the Fund to make a breakthrough, gradually affirming its central role in the national research and innovation funding ecosystem. The Fund's Party Committee will continue to make unceasing efforts, promote internal strength, innovate leadership thinking, and successfully implement the goals set for the 2025-2030 term. Thereby, improving the capacity to fund and coordinate national science and technology; aiming to build a strong and modern Party organization.
