Fully accomplish the goals set forth in the Resolution of the 9th Congress
Presenting the political report at the Congress, comrade Giang Manh Khoi, Deputy Secretary of the Party Committee of the Institute, said that during the 2020-2025 term, the Party Committee of the Institute has led and directed the comprehensive and successful implementation of the goals and targets set out in the Resolution of the Congress. Many important targets were exceeded, notably the target of admitting new Party members exceeding the resolution by 20%. Party building work has had many positive changes; the organizational apparatus has been streamlined towards streamlining, operating effectively and efficiently; gradually improving the level of financial autonomy. The Institute's science and technology potential continues to be consolidated and developed. Research and technology transfer activities have achieved many practical results. Many science and technology products have been applied in practice, contributing positively to economic development, ensuring national defense, security and improving social life. The activities of mass organizations have been maintained in a disciplined and effective manner; The core role of party members in mass mobilization work is promoted; internal solidarity is strengthened, creating a driving force to promote the spirit of emulation and innovation to spread throughout the Institute.

The political report also pointed out some limitations and shortcomings such as: some scientific research results have not been effectively commercialized and have not been closely linked to market needs; the transition to an autonomous mechanism still faces many difficulties and obstacles; the implementation progress among units in the Institute is uneven; some affiliated Party cells are still confused and passive in implementing new policies, and have not promoted initiative and creativity in organizing and implementing tasks.
Model innovation, breakthrough development
The Congress identified the main goals, directions and key tasks of the Institute for the 2025-2030 term, which are to build a clean and strong Party Committee of the Institute; improve the leadership capacity and fighting strength of Party committees and Party cells at all levels. Lead the implementation of science and technology tasks well; take the growth target of enterprises as the output criterion for technology development, focus on developing science, technology and innovation potential to meet the requirements in the new situation. The Institute will strengthen scientific publication, technology transfer, international cooperation and commercialization of research products. Effectively implement the financial autonomy mechanism; improve the management capacity and brand value of the Institute through applying comprehensive digital transformation to the Institute.
Overview of the Congress.
In terms of direction, the Institute continues to improve the leadership capacity and fighting strength of the Party organization; promote the role of the political nucleus in implementing the political tasks of the unit; build a clean and strong Party organization in all aspects. Closely link Party building work with improving the quality of applied research, science and technology services, technology transfer, international integration and innovation of the organizational model towards autonomy, modernity and efficiency.
Targets for professional work: 100% of science and technology development tasks have the participation of enterprises in ordering or testing; of which, at least 60% of tasks have products used in enterprises and at least 30% have products with potential for commercialization; register at least 05 useful solutions or inventions each year and increase gradually each year; establish and maintain at least 10 cooperation relationships with enterprises or partners/year. Ensure the proportion of research staff with postgraduate degrees reaches ≥ 60%, of which the proportion of staff with doctoral degrees reaches ≥ 20%, by 2030; develop at least 01 science and technology enterprise under the Institute; ensure the proportion of non-state budget revenue accounts for ≥ 60% of the total revenue of the entire Institute; the financial autonomy ratio increases gradually each year.
The Institute has set out key tasks and breakthroughs: Step by step effectively implementing the autonomy mechanism according to regulations, ensuring the balance between development requirements and the internal capacity of the unit; developing a team of highly qualified scientific staff, building strong research groups to meet the requirements of tasks in the new situation; promoting international cooperation activities, linking technology transfer with domestic and foreign organizations to improve research, application and innovation capacity; enhancing the application of digital technology, implementing digital transformation in management, operation and scientific research activities, contributing to improving the operational efficiency of the Institute.
Specifically, innovating the research institute management model towards linking research with the market; strongly applying digital technology and artificial intelligence in research and management; developing interdisciplinary research groups; building 3-5 key science and technology products with high commercialization potential.
Become a technology leader
Speaking at the Congress, Deputy Minister Hoang Minh highly appreciated the orientations and targets set out by the Congress in the political report. The Deputy Minister emphasized that if implemented seriously, the Institute will have positive changes, meeting the requirements in the new context.

According to the Deputy Minister, the whole country is in the process of restructuring the apparatus with many major changes. The Institute needs to clearly define its role and direction of operations in accordance with the new development stage. When mentioning the Institute of Technology Application, it is necessary to mention specific products, organizations leading in applying policies and institutions, leading in modern technologies with high applicability. The Institute used to be the cradle of training high-quality science and technology staff, and at the same time, the origin of many entrepreneurs and large enterprises such as FPT, CMC... With such a glorious past, the Institute needs to inherit and promote.
In the current period, the Institute needs to closely follow reality, starting from the requirements of life to research and deploy technology. The requirement of high-speed socio-economic development requires science and technology to play a key role.
Deputy Minister Hoang Minh noted that the application of science and technology is not only a professional task but also an economic and market issue. Therefore, the Institute must both research and apply technology and provide consultancy and support for business models, technology transfer and product commercialization. The Institute needs to change its thinking, solve big problems from practice, and look at market realities.
Sharing about one of the current major challenges in research and product output, requires the Institute to have strong intermediary organizations, connecting units inside and outside the Institute, and effectively spreading technology.
The Deputy Minister expects that by 2027, the Institute of Technology Application will become a leading unit in terms of science and technology potential in key areas. The Institute needs to maintain a cohesive and interconnected organizational model; continue to promote itself as a proud highlight of the Vietnamese science and technology sector.
Speaking at the Congress, Secretary of the Party Committee of the Institute of Technology Application Hoang Ngoc Nhan affirmed that in the coming time, the Institute will focus on promoting the development of science and technology potential, actively participating in solving the country's major problems in this field.
