This morning, June 27, 2025, with a high number of votes in favor (441 votes, reaching 92.26%), the National Assembly officially passed the amended Law on Renewable Energy. This high consensus demonstrates Vietnam's strong determination to institutionalize the Party's guidelines and policies and the State's policies in the field of renewable energy. The law will officially take effect from January 1, 2026.
Results of the National Assembly voting to pass the Law on Energy (amended).
The Law on Nuclear Energy consists of 12 chapters and 73 articles (a reduction of 20 articles, equivalent to more than 20% of the number of articles compared to the 2008 Law), with content focusing on four policy groups: Promoting the development and socialization of nuclear energy application; Ensuring radiation safety, nuclear safety and security, decentralization in state management; Facilitating nuclear inspection activities; Managing radioactive waste, spent radioactive sources and spent nuclear fuel, responding to radiation incidents, nuclear incidents, and civil liability for nuclear damage.
The 9th session of the 15th National Assembly passed the Law on Atomic Energy (amended).
The Law on Nuclear Power (amended) clearly establishes the process of managing nuclear power plants from approving policies, determining locations, construction, testing, operation and termination of nuclear power plants; Ensuring radiation safety and nuclear safety, nuclear security, and at the same time improving the capacity of the national nuclear safety management agency; Creating a legal basis for the application of standards and regulations of foreign partners and the IAEA; Having breakthrough policies on training and developing human resources, especially the force implementing the Ninh Thuan 1 and 2 nuclear power plant projects in the future.
In the context of Vietnam moving towards restarting the nuclear power program, the amendment of the Law on Nuclear Energy has created a solid, synchronous legal corridor, consistent with international standards, which is a prerequisite for a new development phase of peaceful nuclear energy applications. This is the foundation for Vietnam to continue receiving technical support, human resource training and nuclear infrastructure development from the IAEA, aiming at the goal of developing safe and sustainable nuclear power, consistent with the adjusted Power Plan VIII and the national energy development orientation.
