Vietnam Atomic Energy Institute needs to create a breakthrough in thinking and master strategic technology

Speaking at the Congress of the Party Committee of the Vietnam Atomic Energy Institute (VINATOM), Deputy Minister of Science and Technology (MOST) Le Xuan Dinh emphasized that in the new development context, the Party Committee of the Institute needs to continue to promote the spirit of solidarity, innovate thinking, improve leadership capacity, and affirm its role as the leading research and development center for nuclear technology and NPT in Vietnam and the ASEAN region. The Institute needs to master core technologies and strategic technologies to meet the country's sustainable development requirements.

Promoting the effectiveness of Party building work

On the afternoon of June 24, 2025, the 15th Congress of the Party Committee of the Vietnam Atomic Energy Institute for the 2025-2030 term was held in Hanoi. Comrade Le Xuan Dinh, member of the Standing Committee of the Party Committee, Deputy Minister of Science and Technology attended and delivered a speech at the Conference.

The Congress of the Party Committee of the Vietnam Institute of Nuclear Energy for the 2025-2030 term is of special importance. This is an opportunity for the entire Party Committee to objectively and comprehensively review and evaluate the achievements in the past term, clearly identify the directions, goals and tasks in the new term. At the same time, select and elect the Party Executive Committee for the 2025-2030 term with sufficient qualities, capacity and prestige to lead and organize the successful implementation of the Resolution of the Congress.

Presenting the Political Report at the Congress, Comrade Tran Chi Thanh - Party Committee Secretary, Director of the Vietnam Institute of Nuclear Energy said that in the past term, the Institute's Party Committee has successfully completed the assigned tasks, maintained internal solidarity, and effectively promoted the leadership role in performing professional tasks and Party building work.

The subordinate Party committees proactively innovated leadership methods, promoted the sense of responsibility, strengthened ideological work, and contributed to internal stability. Party building work achieved many positive results, especially in the following aspects: organization, inspection and supervision, studying resolutions, training ethics, and improving the quality of Party cell activities.

Internal solidarity continues to be strengthened, especially in Party committees at all levels, playing an important role in directing the implementation of political tasks. Party member development has many positive changes, especially among young cadres. About 80% of Party organizations in the Institute have unified the leadership positions of the Party and the Government, contributing to improving the effectiveness of management and operation.

Mass organizations such as Trade Unions, Youth Unions, and Veterans Associations operate effectively, contributing to strengthening great solidarity, promoting emulation movements, supervising and mobilizing the masses to actively participate in unit building.

Building a strong team - Creating a foundation for sustainable development

During the 2025-2030 term, the Party Committee of the Vietnam Institute of Nuclear Energy has identified key goals and tasks to improve the effectiveness of professional work, build a strong Party organization and develop high-quality human resources to meet the requirements of sustainable development of the nuclear energy industry.

The Institute aims to effectively implement programs, topics, and projects at national, ministerial, and grassroots levels associated with sustainable development goals in the nuclear energy sector. Priority areas include: health, industry, agriculture , environment, and radiation safety.

The Institute also focuses on improving the quality of scientific research through promoting international publications, intellectual property registration, technology transfer and commercialization of research products. Along with that, it develops modern technical infrastructure, masters technology, and is ready to participate in future nuclear power programs.

One of the key solutions is to develop a plan to train professional staff according to the Strategy for developing the application of renewable energy, preparing resources for key projects in the period 2025-2030. The Institute will continue to perfect the research ordering mechanism, identify and assign scientific tasks close to practical needs, and coordinate with businesses to put research results into application.

Regarding political and ideological work and moral education for cadres and party members, the Party Committee of the Institute continues to strictly implement the Party's Directives and Resolutions, especially the Central Resolution 4 (term XII, XIII) on Party building and rectification. The focus is on promoting political, ideological, moral and Ho Chi Minh's style education, creating positive changes in the awareness and actions of cadres and party members.

Overview of the Congress.

Each party member will make a commitment to practice ethics and enhance personal responsibility. The Party cell is responsible for monitoring and evaluating the implementation results periodically. Grasping the ideology and psychology of cadres will be implemented regularly, contributing to maintaining internal solidarity.

To innovate the organization and personnel work and improve leadership efficiency, the Institute continues to focus on planning, training and fostering the staff, especially young staff and scientific management staff. Staff assessment work will be innovated in the direction of promoting professional capacity, political qualities and work efficiency. The goal is to build a team of leaders and managers at all levels with courage, deep expertise and a high sense of responsibility.

The Party Committee of the Institute is determined to persistently implement the principle of democratic centralism in Party organization and activities. The work of inspection, supervision, criticism and self-criticism will be seriously and substantially implemented. At the same time, the quality of regular and thematic Party cell activities will be improved, promoting the development of new Party members, especially among young scientists.

Strengthen mass mobilization work and the close relationship between the Party and cadres, civil servants and workers, to promote collective strength in carrying out political tasks.

Regarding the role of organizations in building a dynamic and creative working environment, organizations such as the Trade Union, Youth Union, and Veterans Association continue to be oriented to operate in line with professional tasks, taking care of the material and spiritual life of cadres and members. Organizations at all levels will promote the role of supervision and social criticism, contributing to building a democratic, disciplined and creative working environment.

The political report clearly stated that the Institute set the following targets for the 2025-2030 term: 100% of cadres and party members study and fully understand the Party's resolutions and directives; admit 30-35 new party members, with priority given to young cadres and scientists; achieve at least 90 international publications/year, increase the number of recognized inventions and useful solutions; 100% of party cells complete their tasks well, of which at least 20% complete them excellently; 100% of grassroots party organizations meet the standards of being clean and strong; of which 15% meet the exemplary standards; ensure to improve income, material and spiritual life for cadres and civil servants of the entire Institute.

Positioning the mission in the new context

Speaking at the Congress, Deputy Minister Le Xuan Dinh requested Party committees and leaders of the Institute to uphold the spirit of responsibility, set an example, create breakthroughs in innovative thinking, determine political determination and resolutely implement major orientations, creating a new momentum for the entire industry.

The focus is on the Institute affirming its role as the leading research and development center in Vietnam and the ASEAN region on nuclear technology and renewable energy, gradually reaching international standards. At the same time, it focuses on mastering core technologies and strategic technologies, especially in research to create high added value from uranium, rare earths and products with great socio-economic impact.

The Deputy Minister especially emphasized the need to encourage breakthrough research, be willing to accept risks in science and technology; strengthen international cooperation to attract technology, capital, and high-quality human resources; and connect businesses to accelerate the application of research results into practice.

The Institute needs to promote the commercialization of research products, technology transfer and flexible operation according to an autonomous model equivalent to an enterprise. Along with that, it is necessary to perfect the organizational structure, develop a team of leading experts, improve research capacity, training and technical support for the whole country.

The Deputy Minister proposed to continue developing the facility in Da Nang into a leading center for research and application of renewable energy in the Central region, following the international research and development model. At the same time, upgrade key laboratories such as the Da Lat nuclear reactor and other technical facilities to international standards.

Regarding strategic orientation, the Institute needs to focus on researching, designing and mastering the technology of new generation reactors, such as the 10MW reactor at the Nuclear Science and Technology Research Center in Dong Nai and developing a small capacity modular reactor (SMR) model, serving the clean energy needs in the future.

The Institute is also assigned to complete and operate the national environmental radiation monitoring and warning network, and research to expand the network in line with the nuclear power development roadmap.

The Deputy Minister affirmed that the Institute needs to play a leading role in developing national policies and standards on nuclear energy, linked to the goal of sustainable development and green growth, aiming to contribute 10-20% of the total national electricity output from nuclear sources.

Another important task is to promote comprehensive digital transformation in management, from research and implementation to finance, administration and support for state management in the field of renewable energy, ensuring efficiency, transparency and resource optimization.

Along with that, the Institute needs to strengthen communication, raise social awareness about the role, applications and potential of nuclear power, and create consensus in research and implementation of nuclear projects.

The Executive Committee of the Party Committee of the Vietnam Institute of Nuclear Energy for the 2025-2030 term was launched.

Regarding Party building, the Deputy Minister requested the Party Committee of the Institute to continue to consolidate a strong Party organization, enhance the leadership capacity, fighting strength of grassroots organizations and the quality of Party members. Special attention should be paid to developing new Party members from intellectuals and young cadres with good qualities, abilities and dedication.

The Deputy Minister emphasized the need to promote the exemplary role of cadres and party members, especially leaders; strengthen close ties with the masses, build solidarity, unity and spread positivity throughout the Institute.

Finally, the Institute needs to seriously implement the Party's regulations and State laws on preventing and combating corruption and negativity; at the same time, continue to perfect the streamlined organizational structure, operate effectively and efficiently, and meet the development requirements in the new period.
