The VKIST Party Congress for the 2025-2030 term took place in the context of the country facing new conditions and challenges, especially the birth of Resolution No. 57-NQ/TW of the Politburo and the Law on Science , Technology and Innovation about to be issued to remove institutional "bottlenecks", creating momentum for strong development of science, technology, innovation and digital transformation. The Party Committee determined that VKIST is in a favorable position to take the lead and set the goal of becoming one of the pioneers in transferring and commercializing technologies formed from S&T tasks using the state budget, gradually establishing cooperative relationships in scientific research and technology development with advanced research institutes in countries with developed science, technology, innovation and digital transformation.
Assoc. Prof. Dr. Phuong Thien Thuong, Deputy Secretary of the Party Cell, Deputy Director of VKIST Institute, on behalf of the VKIST Institute Party Committee for the 2020 - 2025 term, presented the full text of the Political Report at the Congress. The report highlighted the operational results of VKIST Institute for the 2020 - 2025 term; the directions, goals and tasks of the VKIST Institute Party Cell for the 2025 - 2030 term.
The political report stated: During the 2020 - 2025 term, the Party building work of the Party Cell has always received the attention and close direction of the Party Committee of the Ministry of Science and Technology, and the dedicated guidance on professional matters of the Party Building Committees and the Office of the Party Committee of the Ministry. The collective Party Cell of the Institute has always been unified and focused on effectively implementing the tasks according to the set plan in the following aspects: Scientific research, political and ideological education, Party building organization, leadership of mass organizations... The Party Cell of VKIST Institute has operated seriously and effectively in accordance with the Party Charter and current regulations, under the direct leadership and direction of the Party Committee of the Ministry of Science and Technology . The Party Cell has always focused on promoting the sense of responsibility, collective intelligence and the pioneering role of the Party members. The Party Cell maintains the tradition of solidarity and high unity in ideology and action, creating an important internal strength in directing, operating and organizing the effective implementation of training tasks, scientific research, development cooperation and building a clean and strong Party organization. Since its establishment in 2022, the VKIST Party Cell has always been assessed by the Party Committee of the Ministry of Science and Technology as having fulfilled its tasks well.
The report also emphasized that in the 2025 - 2030 term, the VKIST Party Cell will continue to promote its role as the political core, comprehensively leading all aspects of the Institute's work, especially in orienting development strategies in accordance with the Institute's specific functions and tasks as a center for applied research and technology transfer based on the international cooperation model between Vietnam and Korea. The Party Cell will continue to focus on building a clean and strong Party organization in all aspects; innovating leadership methods; improving the leadership capacity, fighting strength of the Party organization and the quality of Party members; ensuring the successful implementation of the Institute's political tasks in the strategic transition period. Strive to turn VKIST into an advanced and effective applied research organization, operating according to the open innovation model, capable of solving the "big problems" of the country through the application, transfer and commercialization of technology, making practical contributions to the cause of industrialization and modernization of the country.
Deputy Minister of Science and Technology Bui The Duy gave a speech at the Congress.
Speaking at the Congress, Comrade Bui The Duy, alternate member of the Party Central Committee, member of the Party Standing Committee, Deputy Minister of Science and Technology, acknowledged the achievements of the Party Cell and highly appreciated the careful, serious and responsible preparation of the Congress. He emphasized: "We are facing an unprecedented time for the country to develop science and technology". According to the Deputy Minister, the birth of Resolution No. 57-NQ/TW of the Politburo and related legal documents is opening up a period of institutional breakthrough, creating unprecedented opportunities for research institutes, including VKIST. The Deputy Minister affirmed that the Party and State have placed great trust and expectations on the intellectual community, clearly demonstrated through the special attention of General Secretary To Lam and the Steering Committee of Resolution 57.
Regarding VKIST, the Deputy Minister assessed that this is a pioneering model, built with the participation of many international experts, with the mission of testing an innovative, flexible mechanism, overcoming traditional barriers. Breakthroughs in mechanisms such as assigning ownership of research results to the institute, allowing self-determination of tasks, finance, resource autonomy, accepting risks in research... have been gradually realized.
The Deputy Minister especially emphasized the spirit of action in the 2025 - 2030 term: "faster, more drastic, setting higher goals", and at the same time suggested that the Institute's Party Cell needs to specify the development orientation by: Perfecting the operational model and internal institutions of VKIST in the spirit of Resolution 57; Building a Technology Transfer Center according to the international model, capable of linking with professional and effective enterprises; Promoting the implementation of topics belonging to 11 strategic technology groups of Vietnam in 2025 according to Decision No. 1131/QD-TTg dated June 12, 2025 issued by the Prime Minister, building at least one central-scale laboratory to spread to enterprises.

At the Congress, Associate Professor, Dr. Vu Duc Loi, Party Cell Secretary and Director of VKIST Institute also proposed some specific targets as follows:
Strive for 100% of cadres, party members and employees in the Institute to thoroughly understand the Party's guidelines and policies, the State's policies and laws, especially resolutions and directives on science and technology development and innovation; Raise awareness of VKIST's role and responsibility in the cause of industrialization and modernization of the country and in the strategic cooperative relationship with Korea.
Perfecting mechanisms, policies and operating models, striving to bring VKIST into the top 30 development research institutes in Vietnam, including 02 research fields in the top 10 research institutes in these fields.
Strive for the Party Cell to be a "Strong and Clean Party Organization"; The Party Cell will successfully complete its tasks throughout the 2025 - 2030 term.
Strive for 100% of Party members in the Party Cell to be classified as "Party members who complete their tasks well", with at least 15% of Party members completing their tasks excellently.
Train and admit 5-7 outstanding masses into the Party.
Building a strong VKIST ecosystem with a wide cooperation network, gathering about 200 prestigious domestic and foreign partners, including universities, research institutes and enterprises, creating a combined strength for research, development and technology transfer activities.
Build a team of at least 05 leading experts in the Institute's research fields, and develop a network of over 100 domestic and foreign experts as the core to participate in scientific research activities, solving the "big problems" of the country.
Strive to increase the number of scientific publications in prestigious journals by at least 10% per year.
Strive to increase at least 20%/year in the number of patent applications and patent protection certificates.
Achieve a minimum rate of 10% of research results being put into commercial exploitation.
Party members vote to elect the VKIST Institute Party Committee for the 2025 - 2030 term.
Party members vote on important issues of the Congress.
The Congress conducted the election of the Party Cell Executive Committee for the new term. Based on the provisions of the Party Charter and the Party Election Regulations of the 13th Party Central Committee, 03 comrades were elected to the VKIST Institute Party Cell Executive Committee for the 2025 - 2030 term, including: Comrade Vu Duc Loi was elected by the Congress to hold the position of Party Cell Secretary; Comrade Phuong Thien Thuong was elected to hold the position of Deputy Party Cell Secretary and Comrade Nguyen Thi Huyen, Party Cell Executive Committee member. At the same time, the Congress also elected a delegation to attend the 7th Congress of the Science and Technology Party Committee.
The Party Committee of VKIST Institute for the 2025 - 2030 term was introduced to the Congress.
In his closing speech, comrade Vu Duc Loi, Director of VKIST Institute, emphasized: "The VKIST Institute Party Congress is an important turning point for the Party to shape a new vision, affirm its comprehensive leadership role, promote the spirit of solidarity - intelligence - innovation, contributing to building VKIST Institute into a key applied research unit, a locomotive in the development process of Vietnam's industry".
The VKIST Institute Party Congress for the 2025 - 2030 term ended successfully, demonstrating the sense of responsibility, solidarity and high determination of all cadres and party members in developing the Institute to make a positive contribution to the development of the country.
