Overview of the conference on guiding the implementation of decentralization and delegation of authority in the field of science and technology organized by the Ministry of Science and Technology on the morning of June 23 in Hanoi
The conference was held to remove difficulties and obstacles for localities in the process of implementing tasks that have been decentralized and delegated by the Central Government and was connected online to 63 Departments of Science and Technology nationwide.
The Conference was attended by leaders of functional units under the Ministry and representatives of 26 relevant agencies and units according to Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP recently issued by the Government on decentralization and delegation in the field of state management of the Ministry of Science and Technology.
Speaking at the conference, Deputy Minister Bui Hoang Phuong emphasized that in recent times, the Ministry of Science and Technology has actively advised and submitted to the Prime Minister for promulgation the two important decrees mentioned above. After the Government issued these documents, ministries, branches and localities organized conferences to disseminate and guide their implementation. However, due to limited research time, some specific contents in the fields of science and technology, innovation and digital transformation have not yet been fully grasped by local departments and branches.
"Today's conference is an opportunity for the Ministry of Science and Technology to directly guide and answer questions, and listen to recommendations from the grassroots. Certainly, during the implementation process, the Departments of Science and Technology will encounter many difficulties, so close coordination between the Ministry and localities is essential to ensure the implementation of decentralization and delegation of authority in accordance with regulations, promptly and effectively," Deputy Minister Bui Hoang Phuong affirmed.
To support localities in implementing the project smoothly, the Ministry of Science and Technology has directed two large technology enterprises, VNPT and Viettel, to develop artificial intelligence (AI) tools to support answering related information. These AI systems have been initially put into use, although they are not yet complete, but will become increasingly intelligent thanks to the process of adding practical data.
In addition, the Ministry of Science and Technology has also set up two hotline numbers to receive, guide, and promptly answer questions that the AI system cannot handle. The direct point of contact and support is the Legal Department (Ministry of Science and Technology) with the participation of leaders of units with decentralization and delegation of authority to localities.
Deputy Minister Bui Hoang Phuong requested all units under the Ministry that have content related to decentralization and delegation of authority to proactively review, report and organize training programs to support localities. At the same time, the Departments of Science and Technology need to actively study the contents of Decree 132 and Decree 133, master the regulations and administrative procedures to effectively implement assigned tasks.
Deputy Minister of Science and Technology Bui Hoang Phuong gave a speech at the Conference on guiding the implementation of decentralization and delegation of authority in the field of science and technology.
"These are documents that were developed in a short period of time, with a large amount of work, so there may be contents that have not been fully mentioned. Therefore, it is recommended that Directors, Deputy Directors and professional staff of the Departments of Science and Technology seriously study and promptly provide comments so that the Ministry can submit to the Government for adjustment and supplementation when necessary. If they are not reported promptly, when the official regulations come into effect, the adjustment will be difficult," the Deputy Minister emphasized.
The Deputy Minister also noted that from July 1, 2025, the two-tier government model will be officially implemented nationwide. This is an important time that requires localities to have a firm grasp of the new regulations to avoid confusion in the process of performing their tasks.
It is expected that around mid-July 2025, the Ministry will organize more thematic meetings with localities to continue to remove difficulties and obstacles. At the same time, if necessary, the Ministry will send working groups directly to localities to provide support.
At the end of the Conference, Deputy Minister Bui Hoang Phuong requested units under the Ministry and localities to continue to closely coordinate and be proactive in reviewing, researching, implementing and promptly responding to difficulties and problems to ensure that decentralization and delegation of authority in the fields of science and technology, innovation and digital transformation are implemented uniformly and effectively nationwide./.
