Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission , Permanent Deputy Head of the Agency and Comrade Tran Thi Hien, Deputy Head of the Central Inspection Commission, Secretary of the Agency's Party Committee co-chaired the Conference.
Attending the Conference were members of the Central Inspection Commission; Standing Committee of the Party Committee, Trade Union, Veterans Association, Youth Union; all leaders, cadres, civil servants, and employees of departments and units under the Central Inspection Commission at 4 locations in Hanoi, Ho Chi Minh City, Da Nang and Can Tho .
Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission presented a report at the Conference.
In the first 6 months of the year, the Agency advised the Committee to complete a large amount of work, many difficult and unprecedented tasks, notably: For the first time, advising the Committee to submit to the Politburo and the Secretariat to issue regulations and implement the policy that the Chairman of the Inspection Committee at the provincial and communal levels is not a local person. Advised the establishment of 19 Inspection Teams to promptly urge, guide, and remove obstacles and difficulties in implementing the Resolution, contributing to the synchronous implementation of the Central Resolution and early implementation into life. Advised the establishment of Working Groups to grasp the situation, regularly monitor the decentralization, delegation of power, and determination of authority of the Standing Committees of the Party Committees of ministries and branches; Many findings and comments of the Working Group were promptly reported to Party and State leaders, actively contributing to the completion and promulgation of 28 Decrees on decentralization, delegation of power and assignment of authority of ministries and branches in the spirit of "thorough decentralization, delegation of power and assignment of authority" and "Local decision, local action, local responsibility".
Regular supervision work has gradually shifted from a passive to a proactive state, focusing on warning and preventing violations, leaving no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach; orienting the construction of a consistent and synchronous Inspection Sector from the Central to the grassroots level, ensuring a streamlined, strong, effective and efficient operation, focusing on improving the effectiveness of inspection and supervision right from the Party cell.
The Inspection Sector is the first unit in the Party Committee to complete 18 core business processes for inspection, supervision, and Party discipline, as a basis for restructuring, implementing inspection, supervision, and Party discipline enforcement in the digital environment; synchronously deploying 06 core platform software to connect data and systems.
Conference delegates
Regarding the internal construction work of the Agency, the arrangement and streamlining of the organization and apparatus of the Agency has been completed, operating effectively and efficiently in accordance with the spirit of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee; successfully organizing the Congress of the affiliated Party cells for the 2025-2027 term, the Congress of the Agency's Party Committee for the 2025-2030 term. The awareness of the majority of the agency's cadres and civil servants about the requirements and key tasks of inspection and supervision work in the new situation has been gradually raised; there have been remarkable steps in shifting from passive to proactive status, shifting the focus of inspection and supervision work to prevention and warning of violations early and from afar. The Central Inspection Commission is exemplary, taking the lead among the Party committees in digitizing records and documents; Building application software that is deployed synchronously and consistently with the active participation of departments and units towards implementing "data-based monitoring and data-based inspection".
The policies and regimes for cadres, civil servants and employees are promptly paid attention to, focused on and resolved by the Agency's leaders, ensuring their rights; emulation and reward work is promptly implemented to encourage, motivate and replicate typical examples in work, individuals and groups with positive contributions and outstanding achievements in inspection and supervision work.
The conference assessed the results achieved in the first 6 months of the year, pointed out some shortcomings, limitations and causes; thereby agreeing on the direction and key tasks for the last 6 months of 2025.

Speaking at the Conference, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, highly appreciated the results achieved by the Central Inspection Commission in the first 6 months of 2025; at the same time, emphasized a number of contents that need to be focused on in the last 6 months of the year and the coming time in accordance with the direction of the General Secretary: Continuing to strongly innovate thinking, methods, and ways of organizing inspection and supervision work in the direction of creating a strong change in both thinking, awareness and action towards focusing on early warning and preventing violations right from the grassroots level, not allowing small violations to accumulate into serious violations; ensuring that resolutions, directives, and conclusions of the Central Committee, the Politburo, and the Secretariat are implemented promptly, effectively, in the right direction, and in accordance with regulations. Focus on performing well the inspection and supervision work to serve the organization of Party Congresses at all levels towards the 14th National Congress of the Party.
Regularly disseminate and raise awareness among officials and civil servants of the Agency on shifting the focus of inspection and supervision work from focusing on inspection and handling to preventing and warning of violations early and from afar; shifting from a passive state to a proactive one to grasp the situation throughout the Agency, between departments and units to ensure synchronization, uniformity and uniformity. Manage cadres to strictly implement the internal rules, regulations and working regulations of the Agency; improve the quality of situation grasping and regularly monitoring party organizations and party members under the monitoring scope of local departments in leading, directing and organizing the implementation of resolutions, conclusions and directives of the Central Committee, the Politburo and the Secretariat, especially when implementing the two-level local government model from July 1, 2025; strictly implement the regime of periodic and ad hoc reporting on the local situation; develop tools to evaluate the effectiveness of situation grasping and regular supervision of local departments and local cadres; Evaluate staff capacity and work efficiency according to job position.
Comrade Nguyen Duy Ngoc requested to focus on training, professional guidance, building a team of cadres with strong political will, professional expertise, legal knowledge, effective use of digital technology, must be "exemplary of exemplary" in terms of moral qualities, dare to think, dare to do, dare to take responsibility; coordinate with the Ho Chi Minh National Academy of Politics to establish a Center for training and fostering cadres of the Party Inspection Sector; update documents on training in inspection and supervision skills closely following the competency framework of inspection cadres.
Promote comprehensive digital transformation, resolutely and synchronously deploy tasks to meet the requirements of "data-based monitoring and data-based inspection" in the Agency and the entire Inspection Sector; urgently complete and operate digital software and applications; digitize documents, build a database for inspection and supervision work; strongly apply technologies such as artificial intelligence (AI) and big data; ensure data safety and security.
Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee awarded the Second Class Labor Medal to Comrade Nguyen Ngoc Son, Deputy Director of Department of Area VI.
At the Conference, the leaders of the Central Inspection Commission awarded the Second and Third Class Labor Medals to former leaders of the departments and units of the Agency for their outstanding achievements during their work, contributing to the cause of building socialism and defending the Fatherland; awarded the Prime Minister's Certificate of Merit to 01 comrade; awarded the Head of the Agency's Certificate of Merit to 08 individuals with outstanding achievements during their work, contributing to the overall achievements of the Agency.
