Smooth credit policy operations after merger
At the headquarters of the People's Committee of Nam Ha Commune, Lam Ha, on the days when the two-level local government officially came into operation, the staff of the Lam Ha Social Policy Bank Transaction Office were always busy supporting people coming to make transactions. Here, the unit posted information on policy credit programs, publicized interest rates, outstanding debts, as well as addresses, hotline numbers, and procedures for handling work fully, promptly, and in accordance with regulations.
Under the guidance of the Lam Ha Social Policy Bank staff at the transaction point, the activities of disbursement, debt collection, interest collection; receiving savings deposits from members and residents; paying commission fees to the Savings and Loan Group Management Board (TK&VV)... took place safely and effectively, bringing satisfaction to the majority of people.
According to Mr. Bach Van Truong, Director of the Lam Ha Social Policy Bank Transaction Office: Currently, the Lam Ha Social Policy Bank Transaction Office operates under a model without the District-level Social Policy Bank Board of Directors with 17 transaction points. In order to effectively perform the assigned functions and tasks, the Transaction Office has directed the transaction points to continue to effectively implement Directive No. 39 of the Secretariat on improving the effectiveness of social policy credit in the new period; Decision No. 05 of the Prime Minister on the Development Strategy of the Social Policy Bank to 2030.

Along with that, well implement the lending plan for assigned policy credit programs and credit programs according to the Resolution of the Provincial People's Council, ensuring that 100% of other policy subjects with needs and conditions are able to borrow capital and access services provided by the Social Policy Bank. Continue to promote the application of financialeducation , effectively deploy Mobile Banking services to customers to implement the Prime Minister's National Strategy on Digital Transformation by 2025 and the Banking Development Strategy.
In addition, the unit has done a good job of reviewing poor households, near-poor households, households escaping poverty, households with average living standards and beneficiaries as a basis for implementing social security policies; including preferential credit policies implemented by the Vietnam Bank for Social Policies.
Target close to people, timely capital access
At the first transaction session at Xuan An transaction point, Ham Thang ward, the Transaction Office assigned staff to coordinate with 4 socio-political organizations (Women's Union, Youth Union, Veterans Association, Farmers' Association) and leaders of Savings and Credit Groups to be present in full to prepare for the transaction. The facilities are guaranteed, the work of disbursement, debt collection, interest collection, savings acceptance... is organized scientifically, conveniently, quickly, satisfying the people.
Ms. Pham Thi Ngoc Yen, Chairwoman of the Women's Union of Ham Thang Ward, said that the Union is currently managing 18 savings and credit groups with 884 members and a total outstanding debt of more than 32 billion VND. Transaction activities are still maintained according to the old schedule, without any disruption after the merger.

"We will regularly grasp the loan needs of members, propose the Social Policy Bank to disburse to support women in economic development, business and stable life. The Association also closely follows the area, visits borrowers after disbursement, urges interest payment, savings, and limits overdue debt," Ms. Yen informed.
At the transaction points of Phu Trinh (Phan Thiet ward), Phu Tai, Phong Nam (Binh Thuan ward)..., transaction activities also took place smoothly and conveniently. Ms. Pham Thi Bay, head of the Savings and Credit Group of Xuan Phu village (Binh Thuan ward) happily said: "Immediately after the merger, streamlining the apparatus and operating the local government according to the new model, all activities in the locality remained stable, without any problems. In particular, the number of members of the Savings and Credit Group in my locality increased to 55 members with a total outstanding debt of 2.9 billion VND".
To ensure that transactions are not congested, the Transaction Offices of the Social Policy Bank have specifically announced the procedures and points to note to the heads of the Savings and Credit Groups. At the same time, the transaction points are still maintained at the old commune and ward People's Committee headquarters, in order to create the most favorable conditions for people to access loans, while limiting long-distance travel, helping to deploy policy credit promptly and effectively.
Launching "Savings Month to join hands for the poor", Lam Dong Provincial Bank for Social Policies has received organizations and individuals registering for savings.
According to Mr. Ly Khau Nghia, Deputy Director of the Lam Dong Provincial Social Policy Bank, and Director of the Binh Thuan Provincial Social Policy Bank Transaction Office: With the motto of making documents at home and disbursing at the transaction point, the provincial Social Policy Bank system continues to promote the model of transaction points at the grassroots level, which is a unique feature of the Social Policy Bank. This model has been and is being effective, helping poor households and other policy beneficiaries to promptly access preferential capital from the Government, saving travel costs and creating convenience in the borrowing process.
It is known that after the merger of provinces (Lam Dong, Binh Thuan, Dak Nong), the total number of Savings and Credit Groups in Lam Dong is 6,460, with an average of 2.7 billion VND/45 members per group. The Lam Dong Provincial Bank for Social Policies Branch currently has 1 headquarters, 27 transaction offices and 329 commune transaction points in 124 communes, wards and Phu Quy Special Zone. The entire system has 6,460 Savings and Credit Groups, serving nearly 290,000 customers with preferential loans, with outstanding loans ranking 4th nationwide.
