Hanoi bans gasoline motorbikes from entering Ring Road 1 from July 2026: Quickly support people to change vehicles

According to the Prime Minister's new directive, Hanoi will ban gasoline-powered motorbikes in the beltway area 1 from July 1, 2026. Before this roadmap, experts say the city needs to soon have policies to support people to switch vehicles soon.

On July 12, Prime Minister Pham Minh Chinh issued a directive on urgent tasks to address environmental pollution.

The directive requires Hanoi to implement solutions so that from July 1, 2026, there will be no more fossil fuel motorbikes (gasoline vehicles) circulating in the beltway area 1.

The next roadmap is set as follows: From January 1, 2028, personal cars using fossil fuels will be restricted within beltway 1 and beltway 2; By 2030, the above regulation will be applied to all personal vehicles using fossil fuels within beltway 3.

Previously, Hanoi also had a resolution on piloting low emission zones (LEZ) in some areas of Hoan Kiem and Ba Dinh districts (old) from 2025.

"Need policies to support people"

Speaking with VietNamNet, Dr. Hoang Duong Tung, Chairman of the Vietnam Clean Air Network, assessed this as a necessary determination of the Government to reduce pollution.

"With this directive, the entire area inside Ring Road 1 can be considered a low-emission zone," said Mr. Tung.

However, Mr. Tung said that there is not much time left from now until July 1, 2026. Therefore, Hanoi must act urgently, step up propaganda and especially calculate plans to support people.

"I think there will be millions of motorbikes that will have to be converted. With such a large number, how should the city government consider supporting the people?", Mr. Tung asked.

He emphasized that, in addition to the car exchange programs of businesses, the State needs to have policies to directly support people.

Experts also noted that Hanoi needs to urgently plan and install public charging stations to meet demand and ensure safety.

At the same time, strongly developing public transport systems such as metro and electric buses is a fundamental solution to reduce pollution and encourage people to give up personal vehicles.
