The workshop is a forum for managers, scientists and representatives of science and technology organizations nationwide to review the Fund's activities in recent times; discuss and propose solutions to improve the quality of funding in the context of innovation in mechanisms and policies, especially after Resolution No. 57-NQ/TW of the Politburo was issued with the orientation of promoting the development of science, technology, innovation and digital transformation (ST&D).
Robust restructuring, laying the foundation for a modern operating model
In his opening speech, Associate Professor, Dr. Dao Ngoc Chien, Director of the Fund's Executive Board, affirmed the Fund's central role in funding basic research, applied research, technology development and promoting international cooperation. Improving the Fund's operational efficiency is not only an internal requirement but also contributes to creating a foundation for the sustainable development of national science and technology. In particular, from May 2025, the Fund will be reorganized on the basis of merging three units: the National Science and Technology Development Fund, the Office of State-level Key Programs and the Office of National Science and Technology Programs - creating a more focused, streamlined and professional science and technology funding institution.

Assessing the overall performance of the Fund over the past time, Dr. Pham Dinh Nguyen, Deputy Director of the Fund's Executive Board, said that each year the Fund sponsors an average of about 200 basic research projects along with many international cooperation and applied research projects. However, reality also shows many challenges such as: proposed projects are still scattered, there is a lack of connection between basic and applied research, there are not many interdisciplinary research groups, and research results with commercialization potential are not really clear.

Improve funding efficiency, improve financial mechanisms and evaluate results
Speaking at the Conference, Ms. Chu Thi Thuy Chung, Deputy Director of the Department of Planning and Finance ( Ministry of Science and Technology ), presented new contents in the financial management mechanism for science and technology research according to Resolution 57-NQ/TW, Resolution 193/QH15 and Decree 88/2025/ND-CP. The new policies aim to increase autonomy for the host organization, simplify administrative procedures and apply the method of spending according to output results.
Ms. Chu Thi Thuy Chung, Deputy Director of the Department of Planning and Finance, presented on the financial management mechanism for scientific and technological research.
In addition to the financial institutional framework, Dr. Tran Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, proposed a set of criteria for evaluating the effectiveness of applied research tasks in the direction of measuring the actual impact on socio -economic development. This approach will help the Fund's funding activities closely follow practical needs, reduce formality, and increase quantitative assessment.
Dr. Tran Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, presented a proposal for a set of criteria to evaluate the effectiveness of applied research tasks.
From the perspective of scientists who have been involved in the Fund's activities for many years, Prof. Dr. Phan Bach Thang (University of Health, VNU-HCM) and Prof. Dr. Le Van Canh (University of Technology, HCMC) shared their experiences in connecting basic and applied research, as well as solutions to promote international cooperation. These are important factors to enhance the practical value of research tasks funded by the Fund.

At the workshop, Mr. Nguyen Dinh Hung, National Fund for Science and Technology Development, presented the S&T task management system being deployed by the Fund. The system digitizes the entire management process from receiving, evaluating, signing contracts, periodic reporting, periodic evaluation, summary reporting to acceptance assessment of S&T tasks, integrating data for statistics, reporting, and summary. This is one of the key platforms contributing to improving management efficiency, increasing transparency and strongly supporting the Fund's operations, creating maximum convenience for the host organization and scientists.

In the coming time, the system will be expanded to serve the needs of managing S&T tasks at ministries, branches and localities, aiming to build a nationwide shared digital platform in the field of S&T.
The workshop continued with an open discussion chaired by the Fund's leadership. Participants discussed frankly issues such as funding orientation, evaluation methods, policy mechanisms to encourage international cooperation, as well as improving the capacity to organize and operate the funding system according to a streamlined and effective model.

The workshop received many practical contributions, demonstrating the interest and responsibility of the scientific community for the Fund's activities. This will be an important basis for the Fund to continue to perfect its organizational model, innovate its operating mechanism and improve funding efficiency in the coming time, aiming to become a dynamic, effective and internationally integrated S&T funding organization.
