The Deputy Director of the Hanoi Department of Health had an interview with Hanoi Moi reporters about this content.
- Sir, Hanoi currently has more than 2.1 million children, including 14,475 children in special circumstances according to the Law on Children. These are vulnerable children who need special attention. What direction has the city given to ensure attention for children in general and children in special circumstances in particular?
- Since the end of March 2025, the City People's Committee has issued Plan 83/KH-UBND to implement the Month of Action for Children in 2025. This is the basis for departments, branches, especially the Department of Health, as well as People's Committees of districts, towns to proactively develop plans and targets to focus resources and strive to complete the goals in 2025.

Implementing Plan No. 83 of the City People's Committee, on April 8, 2025, the Department of Health issued Plan No. 1554/KH-SYT to organize the implementation of the Month of Action for Children in 2025.
In the plan, the Department of Health clearly identifies: Ensuring that all children, especially children in special circumstances, at risk of falling into special circumstances, children in difficult areas, ethnic minority areas, and mountainous areas are cared for and supported in many forms; ensuring that 100% of children in special circumstances receive policy support according to Resolution No. 25/2022/NQ-HDND of the City People's Council on the occasion of International Children's Day June 1 and the Month of Action for Children.
On May 28, 2025, the Department of Health advised the City People's Committee to successfully organize the launching ceremony of the Month of Action for Children with the theme "Prioritizing resources to complete goals for children". At the launching ceremony, the Central and City leaders awarded 100 scholarships and 290 gifts to children. The total value of gifts at the launching ceremony was 279 million VND. After the ceremony, 4 response activities took place, attracting nearly 200 children to attend, including children in special circumstances.
- How are children in special circumstances in the city specifically cared for, sir?
- Children enjoy full benefits of the central government and special policies of the city. Every month, the city organizes social allowance payments for over 13,000 children in special circumstances with an amount of over 11.6 billion VND.

On the occasion of International Children's Day, implementing Resolution No. 25/2022/NQ-HDND dated December 8, 2022 of the City People's Council, 100% of children in special circumstances according to the Law on Children were given gifts from the city budget, at a rate of 500,000 VND/child, with a total cost of more than 7 billion VND. Also on the occasion of June 1, leaders of the City People's Committee and the Department of Health visited and presented gifts to 7 public facilities caring for and nurturing children in special circumstances under the Department with a total value of 77 million VND.
On June 1, General Secretary To Lam visited and presented gifts to children at Nguyen Dinh Chieu Secondary School and Xa Dan Secondary School. On this occasion, city leaders also presented gifts to children at the two schools with a total value of 42 million VND.
During the Month of Action for Children, the Social Work Center and the City Children's Support Fund actively mobilized support from organizations, individuals and groups to organize meaningful support programs and activities for children with a total budget of more than 2.4 billion VND, and 1,082 children in special and difficult circumstances were supported, helping children have the opportunity to develop comprehensively and rise up in life with a total value of more than 2.2 billion VND.
- In response to the Month of Action for Children, the Department of Health has directed 100% of medical centers in districts, towns and cities to simultaneously organize screening and examination for congenital heart disease for children in the area. What are the results of this work, sir?
- From May 19 to May 22, 2025, Hanoi Heart Hospital coordinated with the Center for Social Work and the Hanoi Children's Support Fund to organize free congenital heart disease screening for more than 12,000 children at 30 kindergartens in 4 districts of Phuc Tho, Thach That, Phu Xuyen and Thanh Oai. Through screening, 185 children suspected of having congenital heart disease were detected. After a basic examination, on May 25, 2025, the suspected children were brought to Hanoi Heart Hospital for consultation. Children requiring surgery will be supported by the hospital and the Children's Support Fund.
Also during the Action Month for Children, the Department of Health directed districts, towns and cities to simultaneously organize the Vitamin A supplementation campaign from June 1 to June 2, 2025, combined with deworming for children. Weighing and measuring activities were organized from June 1, 2025 to June 7, 2025. As a result, the number of children aged 6 to under 36 months who received Vitamin A during this period was 385,248/385,661 children surveyed, reaching a rate of 99.87%; the number of children who were on the go was 16,723; a total of 401,971 children received Vitamin A. The rate of weighing and measuring in the whole city reached 97.4% (all districts and towns met the target of >95%).
In addition, the Department of Health also focuses on preventing abuse, accidents, injuries, especially drowning for children during the summer. Communication activities, training, providing knowledge and skills to prevent child abuse; prevent accidents and injuries for children are focused on in many forms. Units review and supplement warning signs, prohibition signs, and directional signs at locations at risk of accidents and injuries, organize swimming lessons and safety skills in the water environment.
