Deployed from the beginning of 2022 in 6 communes and towns of the old districts including: My Loc, Dong Loc town (Can Loc); Ich Hau, Thinh Loc (Thach Ha); Ky Phong, Ky Xuan (Ky Anh), the project has a total implementation cost of 240,000 EUR (equivalent to over 6 billion VND; of which, Bread for the World Organization sponsored 185,000 EUR and Ha Tinh Provincial People's Committee matched 55,000 EUR).
The project focuses on hazardous groups such as poor women, unemployed youth, and those who intend to migrate for work. In addition to communication activities to raise awareness, the project pays special attention to supporting livelihoods, helping many members stabilize their lives and gradually take control of their future right in their homeland.


In Phu Ich village, Dong Kinh commune (formerly Ich Hau), Ms. Le Thi Hong (70 years old) once thought of going to the South to work as a maid after her husband and son died early, leaving behind a young teenage grandchild. In 2022, the project provided her with a pregnant breeding cow. After more than 3 years, the mother cow gave birth to 4 litters, of which in addition to 1 calf transferred to another household according to project regulations, the remaining 3 brought her 34 million VND. Without having to leave her hometown, Ms. Hong had a stable livelihood to raise her grandchild. Also in Phu Ich village, Ms. Ho Thi Quyen (56 years old) was provided with breeding cows from the project. After 3 years, she had a herd of 6 cows. From a poor household, her family has now become stable and economically independent.
Ms. Nguyen Thi Loan - an officer of the Office of the Vietnam Fatherland Front Committee and Vice President of the Women's Union of Dong Kinh Commune said: "The project not only helps thousands of people in the area raise awareness about human trafficking and safe migration, but so far 38 poor women members have been supported with the cow breeding livelihood model. Thereby, contributing to stabilizing life and having a sustainable livelihood."

Phase 1 of the project awarded 150 breeding cows to 150 households in 4 old communes of Ky Phong (now Ky Xuan commune), Ich Hau (now Dong Kinh commune), My Loc, Dong Loc town (now Dong Loc commune), organized training on livestock farming techniques, established 4 cooperative groups for households to support each other in developing the model. In addition, 2,040 breeding chickens along with feed and veterinary medicine were awarded to 40 households in the old Ky Xuan commune (now Ky Xuan commune) and the old Thinh Loc (now Loc Ha commune). After receiving support for the chicken livelihood model, many families have re-raised their flocks and developed broiler farming, achieving an average income from the model of 13-17 million VND/household/year.

In addition, supporting livelihoods to help women and poor and near-poor households gradually stabilize their lives, the important purpose of the project is to communicate and raise awareness among people and women's union members about human trafficking and illegal migration... With the motto of taking propaganda as the root, in just over 3 years, Ha Tinh Women's Union at all levels has organized more than 264 small-scale communication sessions in various forms in 44 villages and schools in the area, attracting over 13,000 people to participate. At the same time, 6 "Safe Migration" clubs with nearly 200 members have been established and effectively maintained.
Assessments from the survey conducted by the Bread for the World delegation in Vietnam and Laos at the end of 2024 clearly show that 91% of respondents clearly understand the concept of human trafficking, 95% understand the tricks and ways to protect themselves, while 98% rate the communication activities as practical and useful. These impressive numbers not only show the effectiveness of communication but also reflect the clear change in people's awareness brought about by the project.



From the obvious effectiveness of phase 1, the Bread for the World Organization agreed and the Provincial People's Committee approved the Provincial Women's Union to implement the project phase 2 (2025-2027), in 9 old communes, now 7 new communes including: Ky Anh, Ky Khang, Can Loc, Tung Loc, Gia Hanh, Hong Loc, Mai Phu. It is expected that the Provincial Women's Union will start implementing it at the end of July 2025.
The project will continue to aim to raise awareness, promote anti-trafficking actions, support livelihoods and expand community communication and counseling models for people. At the same time, women's unions at all levels also identify the important task of effectively maintaining existing models, continuing to integrate communication on safe migration into union work programs, especially career guidance for students, supporting women to start businesses...
Thereby, creating many opportunities for women in vulnerable areas to raise awareness, increase power, and access sustainable livelihoods.
