The People's Committee of Ha Tinh province has issued a decision approving the investment policy for a social housing project in Tran Phu ward (formerly Thach Trung ward, old Ha Tinh city) with a total investment of more than VND 2,381 billion. This is one of the social housing projects with the largest scale and total investment ever in the area.

The expected land area is about 6.2 hectares, including 5 social housing buildings 15 floors high with about 1,520 apartments and 1 commercial apartment building 15 floors high with about 273 apartments. The expected population upon completion is over 7,000 people.
The project is expected to create a significant housing supply for target groups such as low-income people, workers, young civil servants, etc. in urban areas; contribute to balancing the real estate market, creating a driving force to promote urban development in a sustainable and harmonious direction.
According to the approval decision, the project has a duration of 50 years from the date of land allocation and lease. The project implementation progress shall not exceed 5 years from the date the investor is officially selected.
The People's Committee of Ha Tinh province assigned relevant departments and branches to closely coordinate in implementing legal procedures to select investors with sufficient financial capacity and experience in implementing the project, ensuring compliance with the urban development orientation in the coming period.

Immediately after the decision approving the investment policy was issued, the Ha Tinh Department of Construction publicly announced the project information on the provincial electronic information portal to invite interested investors to submit their application documents to be assigned as investors according to regulations. The application receiving period lasts 30 days, from July 7, 2025 to August 6, 2025.
The social housing project in Tran Phu ward is one of the key projects to concretize the Project "1 million social housing apartments for low-income people and industrial park workers" in the period of 2021 - 2030 according to Decision No. 338/QD-TTg of the Prime Minister .
According to the assigned target, by 2030, Ha Tinh aims to complete 3,700 social housing units, of which 1,500 units will be deployed in the 2021-2025 period and 2,200 more units will be added in the 2026-2030 period.
Interested investors send a request for assignment to the investor to the Ha Tinh Department of Construction with the following documents:
1. Document requesting handover to investor.
The content of the proposal document must fully state the investor's information, an explanatory report on the conditions for assigning the investor, financial capacity, experience, progress, project implementation time and the investor's commitment.
2. Documents proving the fulfillment of the conditions for handover to the investor as prescribed in Clause 1, Article 5 of Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government .
3. Documents proving the priority criteria specified in Clause 2, Article 5 of Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government (if any).
Time for submitting documents: 30 days from the date of public announcement of the investment policy approval document on the Provincial Electronic Information Portal (from July 7, 2025 to August 6, 2025).
