"Blue Shirts" contribute to the operation of the two-level government

More than 140 volunteer teams with over 2,000 union members and young people spread out across the province from central wards to remote communes to support people and authorities in implementing public administrative services, affirming the pioneering spirit of young people in contributing to the effective operation of the two-level government from the very beginning.

At 7:00 a.m. on July 7, joining the atmosphere of the youth volunteer teams of the Provincial Youth Union, 8 members of Hoang Su Phi commune in green volunteer shirts were present at the Commune Public Administration Service Center. Each person had a job, some directly welcomed people, poured water, and brought people to handle administrative procedures; some guided people to perform online public services on smartphones. Other members quickly supported the staff of the Public Administration Service Center to print, take notes, look up file codes; clean the headquarters campus, rearrange the facilities...

Union member Lu Seo Tien, Hoang Su Phi commune shared: “We arrived at the headquarters early, cleaned the premises, and were ready to welcome the people. As a remote area, many people are not yet proficient in technology, so we support people in accessing online public services such as submitting electronic documents, looking up results, registering for electronic identification accounts; providing instructions on non-cash payment methods... I am honored to be able to contribute to supporting the people in the first days of operating the two-level government.”

Sharing the joy and pride of contributing a part of her youth to support the operation of the two-level government and provide online public services at the grassroots level, union member Nguyen Thao My, Bach Xa commune, excitedly said: “After the administrative boundary merger, the volume of documents and work was high, and many citizens came to ask questions and do administrative procedures. Therefore, I proactively registered to participate in the support. We were also trained and guided to better understand what we need to do at the Commune Public Administration Service Center.”

For people who come to do administrative procedures, the support of youth volunteers has helped them complete the procedures faster, saving time. Ms. Vu Thi Minh Hai, Ha Giang 2 Ward shared: “I came to do the procedures for transferring land use rights, I am old, filling out the documents is difficult and time-consuming. Thanks to the help of the youth union members, support in filling out information and enthusiastic guidance, I quickly completed the procedures, submitted the application, and just waited for the day to receive the results.”

Identifying this as a key activity to accompany the government and people in the context of rearranging administrative units according to the 2-level local government model, the Youth Union of communes and wards has divided volunteer teams into 3 main groups: Supporting officials and civil servants to perform administrative tasks such as editing electronic population records, entering system data, arranging records; instructing people to use VNeID, updating identity information, declaring records online on the Public Service Portal, synchronizing personal data according to the new address...

“The Provincial Youth Union Standing Committee has instructed the Youth Union units to focus on closely following the requirements of local Party committees and authorities, promptly identifying practical needs in each administrative unit after the merger to deploy focused and key activities, linked to the locality and supporting cadres and civil servants at the Public Administration Service Centers of communes and wards with specific issues. In particular, priority is given to communes and wards with large areas, large populations, large volumes of administrative procedures or places that still face difficulties in digital transformation. With the spirit: Youth must be a pioneering, creative force, ready to take on new tasks, together with the youth of the whole country, Tuyen Quang youth are ready and actively participate in the key tasks of the country, contributing their youth to realize the goal of building a modern, effective, efficient administration, serving the people better" - Secretary of the Provincial Youth Union, Duong Minh Nguyet affirmed.
