Stabilizing accommodation for commune officials after merger

Implementing the Government's direction on prioritizing the arrangement and allocation of accommodation for commune-level cadres and civil servants after the merger of administrative units, ensuring stable life and work, currently all communes and wards in the province have appropriate, flexible and timely plans and policies, creating the best conditions to help cadres feel secure in their work.

Proactively review and grasp the situation

When the two-level local government comes into operation, it is inevitable that a number of cadres and civil servants will be mobilized and transferred to new communes to work far from their place of residence, and will face difficulties in accommodation. Based on the actual situation in the locality, the Party Committees and authorities in communes and wards have proactively surveyed the facilities and developed plans to support accommodation for cadres.

After the merger, Dong Tam commune's government was located in the old Dong Tien commune; the Party and mass organizations worked at the old Dong Tam commune headquarters; and the military and militia forces worked at the old Thuong Binh commune headquarters. Of which, the commune had 12 government officials who lived far away and could not travel during the day and needed housing. However, in the area where the government worked, the old Dong Tien commune, there was currently no accommodation available for rent. To arrange accommodation for the officials, the commune used 2 offices for the officials to stay in.

Mr. Dang Tien Cuong, Head of the Economic Department of Dong Tam Commune, shared: "When I arrived at the commune to work, I was informed about the expected accommodation and facilities arranged by the commune to meet my needs. I felt very secure to immediately start working."

In Khuon Lung commune, there are over 20 cadres living far away from home.

Within 40 - 50 km or more, most people have a need to rent a house. Understanding that need, the commune proactively reviewed the list of houses in the area to introduce to the staff. In particular, during the review process, the commune propagated and encouraged the owners of the houses to renovate the rooms, ensuring the best conditions for the staff to rent and not increasing the rent, helping the staff to soon stabilize their accommodation.

As one of the officials who needed to rent a house, Mr. Chang Van Long, Deputy Head of the Economic Department of Khuon Lung Commune, said that with support from the agency, he quickly rented a house at a reasonable price, having a stable place to live helped him feel comfortable and quickly adapt to the new working environment.

In Hong Thai commune, after the merger, 25 cadres were transferred to work. In order to create conditions for the new cadres to quickly stabilize their lives and start working, the commune proactively contacted to borrow the teachers' houses, functional departments and the principal's house of Da Vi Primary and Secondary Boarding School, and arranged for the specialized departments and the Party Committee's support department to work and live.

Comrade Ma Quy Don, Secretary of the Party Committee of Hong Thai commune, said: "The commune proactively arranged accommodation for cadres after the merger as soon as the merger decision was made, so when the transferred cadres arrived to work, they quickly stabilized their lives, felt comfortable and focused on their work."

People join hands to help

Quang Nguyen commune is not subject to administrative reorganization when merging. When the new government came into operation, the commune had 27 officials and civil servants assigned to work, all of whom lived 30 km or more away from home, and the communal housing area could not provide enough accommodation for the new staff. Accordingly, the commune stepped up propaganda and mobilized households with houses near the commune center not to use them, creating favorable conditions for the commune to arrange initial accommodation for the staff.
As soon as he got the information, the family of Mr. Hoang Van Hong, Quang Ha village, Quang Nguyen commune proactively contacted and lent the commune a 2-room, 2-wing stilt house with full amenities to serve the needs of eating and resting so that the commune could arrange for the cadres to live there. Sharing the reason for lending the house to the commune, Mr. Hong smiled: "Joining hands to help the commune stabilize the accommodation for the cadres is the right thing to do. The family's house is currently unused, so I lent it to the commune for the cadres to stay for free for the first 2 months. After everyone gets used to the new job and the area, if they need to move, they can move. If they want to rent a room, I will also rent it out."
With the help of Mr. Hong's family, the commune has arranged and stabilized accommodation for 10 cadres; some cadres were arranged to live with former cadres in the commune's collective housing area. For those who need to rent a separate place to live, the commune sent local cadres to help find a place to stay. Comrade Hoang Van Dung, Chairman of the People's Committee of Quang Nguyen commune, said: "With the initiative in arranging and assigning accommodation, currently the new cadres who have just arrived to work in the commune have all had stable accommodation, ready to complete their assigned tasks well."
Paying attention to solving accommodation for the team of communal cadres and civil servants is an urgent requirement. Up to now, the team of cadres living far away in the localities have basically stabilized their accommodation, feel secure in their work and keep up with the requirements of the work in the new period.
