All are answered in the Handbook on implementing decentralization tasks and assigning authority to the People's Committees at the commune level in the fields of culture, sports and tourism compiled by the National Culture Publishing House under the direction of the Minister of Culture, Sports and Tourism Nguyen Van Hung.
The handbook was launched by the Ministry of Culture, Sports and Tourism on the afternoon of August 13 in Hanoi .
“This is not just a professional document, but a state management initiative aimed at the grassroots, for the people,” Deputy Minister of Culture, Sports and Tourism Phan Tam affirmed at the handbook launch ceremony.
The handbook consists of 5 chapters, guiding the contents of tasks, procedures for performing decentralized tasks, and assigning authority to the People's Committee and the Chairman of the People's Committee at the commune level to perform a number of activities in the fields of culture, sports, tourism and information.
This is a practical support document specifically for commune-level cadres.
The handbook is compiled concisely, clearly, and closely follows the tasks assigned by the People's Committees at the commune and provincial levels.
The contents are all aimed at quick lookup and immediate application, from granting certificates for public electronic game service points to handling procedures related to libraries, festivals and many other cultural and sports activities.
“Publishing a handbook to effectively implement the two-level local government organization model, enhancing the efficiency, effectiveness, and performance of commune-level government as the closest level of government to the people, closely connected to the people, and directly organizing management and administrative work activities is an urgent requirement today,” said Deputy Minister Phan Tam.
Mr. Phung Huy Cuong, director - editor-in-chief of the National Culture Publishing House - said that in a short time, the publishing house urgently edited and printed 4,000 copies, promptly sending them to all 34 departments of culture, sports and tourism and 3,321 commune-level administrative units nationwide.
In particular, the publisher has published and released electronic publications at the addresses: sachdientu.vn and ebook.gov.vn or nxbvanhoadantoc.vn so that everyone can access easily and conveniently.
