Resolutions cross high mountains, reach every house on the border

In the northernmost part of the country - Dong Van commune, the propaganda of the Party's resolutions has many unique features. The unique and creative features of the cadres here in the work of propagating the Party's resolutions to ethnic minorities, especially the Mong people, have brought the Party's resolutions to the people very closely, regularly, and deeply into daily life.

Passing the resolution with both voices

Dong Van has over 80% of Mong ethnic people living, many villages are far from the commune center, transportation is difficult, some places have to walk on trails to propagate the Party's resolutions. Currently, the youth force, young people go to work far away, at home are mainly the elderly and children. In villages with a large Mong population, people do not fully understand the common language. With this characteristic, immediately after operating the new commune-level government, Dong Van commune Party Committee directed the establishment of 6 groups to propagate the Party's resolutions. The group leaders are members of the Standing Committee of the Commune Party Committee, each group has from 3 to 5 members. The groups are tasked with coordinating with the Dong Van Regional Center for Culture, Information and Tourism to compile and distill the content from the resolutions of the higher-level Party Committees, the Party Committee, and the Standing Committee of the Commune Party Committee into concise, easy-to-understand, and easy-to-remember documents in common language and Mong. In particular, to compile the content of the resolutions from the common language into Mong documents, the cadres in Dong Van had to work very hard to read, understand, and master the resolutions, then translate and compile them not only into paper documents but also into audio files spoken in Mong language, very lively and attractive to listeners.

Comrade Hau Mi Sinh, an expert of the Dong Van Commune Party Building Committee, shared: “We coordinated with cadres and experts of the Dong Van Regional Culture, Information and Tourism Center to compile and translate from Mandarin to Mong. Audio files in Mandarin and Mong are sent to the Zalo groups of Party cells and villages. Party cell secretaries and village heads will send them to each Party member and household representative. Mong people who do not understand or cannot hear Mandarin can listen and understand the content of the resolution from the Mong language files that have been translated by cadres.”

Comrade Dinh Ngoc Thiet, Party cell secretary and head of Seo Sa Lung village, said that the village has nearly 100% Mong ethnic people living there. When the Party cell propagated documents and audio files compiled in both the common language and Mong language during Party cell activities and village meetings, the people were very excited and responded. The superiors compiled them systematically, concisely, easy to understand, easy to remember, so the Mong people could implement them more easily. Previously, before the commune was merged, the Party's resolution was also propagated in both Mong and common language, but not as systematically and methodically as now.

Officials take the path, resolutions reach the people's hearts

From 3:30 p.m., cadres and specialists from the Commune Party Building Committee and the Dong Van Regional Culture, Information and Tourism Center prepared documents and food to go to Kho Gia village, the farthest village of Dong Van commune, to propagate the Party's resolution.

Propagating the resolution in Dong Van is unique in that it is not done during the day like many other places, but mainly at night, when people have returned from their fields. The Party's resolution propaganda sessions often last until late at night. Comrade Sung Thi Say, Director of the Dong Van Center for Culture, Information and Tourism, carefully packed her documents and personal belongings and said: "This time we are going to propagate in the farthest village of the commune, where 90% of the Mong people cultivate and live on rocks, nearly twenty kilometers from the commune center. Some parts can be traveled by motorbike, but some parts have to be traveled on foot. When our group goes to propagate the Party's resolution, we have to prepare everything in advance to avoid disturbing the people." In addition to the equipment, documents and personal belongings brought along, the Center's mobile resolution propaganda team never forgets to bring rechargeable lamps to light the way when returning home late at night. “Many trips to propagate the resolution had to come back very late, sometimes arriving home at 1-2 am. We clung to each stone and went. Every time we went to propagate the resolution in ethnic minority areas, it was very touching to hear the people say: “The cadres have returned, remember to come back again” - Ms. Say said.

To bring the Resolution into people's lives, the Dong Van Regional Center for Culture, Information and Tourism established two teams: a mobile resolution propaganda team and a team to create videos and audio in the Mong language. The members of these two teams are all indigenous people, knowledgeable about the customs and practices of ethnic minorities, especially the Mong people. The two teams are responsible for coordinating with the Party Building Committee of the commune to compile and create dynamic propaganda materials with images and audio in the common language and Mong language to bring to each village.

The house of Mr. Ly Mi Sau, Kho Gia village is the place where Dong Van commune cadres propagate the Party's resolution. There is no magic, stage lights or tables and chairs arranged in rows, but only a microphone and a loudspeaker. The late nights of propagating the resolution here have become very close and familiar to the Mong households. The Mong people's eyes here seem brighter, attentively listening to each loud word spoken in both the common language and Mong language of the cadres. Mr. Ly Mi Sau said: "Hearing that there were cadres coming to propagate the Party's resolution, the households next to my house told each other to go home early from the fields to welcome the cadres. Listening to the resolution in Mong language, which was compiled by the cadres with sound and images, I remember it for a long time and understand it easily."

Bringing the Party's resolution to the people in Dong Van is a creative and enthusiastic journey of the cadres, but with the motto "Ready to rush in and sacrifice so that the resolution permeates life", the cadres here still do not mind the hardships every day to bring the light of the Party to shine on remote villages.
