Provincial Party Committee: Solidarity, innovation, breakthrough

The 2020 - 2025 term ended with many outstanding marks, affirming the comprehensive leadership core of the Party Committee of Tuyen Quang Provincial People's Committee. The achieved results not only create a solid foundation for the new development stage but also clearly demonstrate the spirit of solidarity, discipline, and innovation - the decisive factor creating the success of the first term in the context of merging administrative units and streamlining the apparatus.

Comprehensive Impression

Established on the basis of merging the Party Committees of the People's Committees of Tuyen Quang and Ha Giang provinces, the Party Committee of Tuyen Quang Provincial People's Committee entered its first term in the context of the whole province implementing the two-level local government model and streamlining the administrative apparatus. This is a favorable condition but also poses many challenges, requiring political courage, solidarity, and innovation in thinking and action of the entire political system.

The economy continued to grow steadily with an average 5-year GRDP growth rate of 8.01%/year. The economic scale and GRDP per capita both increased compared to the first year of the term. State budget revenue met and exceeded the annual estimate; breakthroughs such as infrastructure development, tourism, and commodity agriculture and forestry had clear changes. The infrastructure of transport - urban - information technology is increasingly synchronous and modern, gradually creating a foundation for comprehensive digital transformation.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Secretary of the Provincial People's Committee Party Committee, Chairman of the Provincial People's Committee inspected the plan to evacuate people from areas at risk of landslides in Pa Vay Su commune.

In particular, the forestry economy stands out with the largest area of FSC-certified planted forests in the country. New rural areas are being vigorously implemented, gradually improving the quality of life of the people. Key products such as Shan Tuyet tea, oranges, grapefruit, specialty rice, etc. are increasingly gaining a foothold in the market thanks to the application of science and technology .

Industry and services have seen many improvements. Industrial clusters have been planned and invested in synchronously, contributing to attracting businesses and shifting the labor structure. Tourism and trade have developed in a green and sustainable direction, forming the foundation for a key economic sector in the future.

The cultural and social fields have seen many changes: the healthcare and education networks have been reorganized to be streamlined and effective; the health insurance coverage rate is high; cultural institutions have received investment attention. Ethnic, religious and social security policies continue to be implemented synchronously and effectively in ethnic minority areas. National defense and security are maintained; administrative reform, anti-corruption, and petition handling are enhanced. Foreign affairs, investment promotion, and international cooperation have been expanded, gradually forming the image of a government serving and accompanying businesses.

Strengthening Party building, tightening administrative discipline

Throughout the term, the Provincial People's Committee Party Committee has always adhered to the policy of "taking Party building as the key", strengthening political, ideological, ethical, organizational, inspection and supervision work. Studying and following Ho Chi Minh's ideology, ethics and lifestyle is closely linked to the implementation of Central resolutions, especially Conclusion 21-KL/TW and Regulations on exemplary responsibility of cadres and party members, creating changes from awareness to action throughout the system.

The quality of Party cell activities has been gradually improved; Party member development has received due attention, with the annual rate of new admissions reaching over 3%. The evaluation and classification of Party organizations and Party members has been more substantive; many Party committees have promoted a sense of responsibility, innovated leadership methods, assigned breakthrough tasks, and created an environment for cadres to demonstrate their capacity and mettle.

Inspection and supervision work has been strengthened in both breadth and depth. During the term, Party committees at all levels have inspected and supervised thousands of Party organizations and Party members; strictly handled Party members who violated the law, thereby contributing to maintaining discipline, improving the leadership capacity and fighting strength of Party organizations.

The Provincial Party Committee organized the Closing Ceremony of the political theory training course for new party members at the location where the Coal Mine Party cell was established.

Mass mobilization activities have many innovations, going into depth, promoting the role of criticism, supervision and linking with the patriotic emulation movement, skillful mass mobilization. Thereby, strengthening people's trust in the leadership of the Party and the administration of the government.

From Lessons to Future Strategy

From the results of the past term, the Provincial Party Committee has drawn important lessons. First of all, it is necessary to maintain the principle of democratic centralism, promote the comprehensive leadership role of the Party, especially the heads of Party committees, agencies and units. Solidarity and unity within the Party Committee are the decisive factors for success; closely follow reality, concretize breakthroughs and key tasks into specific action programs, with roadmaps and solutions suitable to actual conditions.

Proactively adapt to changes, promote internal resources, take advantage of external resources for comprehensive development; closely link economic development with cultural and human development, ensure social security, national defense - security and environmental protection. Build a team of cadres with sufficient qualities, capacity, prestige, courage, dare to think, dare to do, dare to take responsibility for the common good.

Entering the 2025 - 2030 term, the Provincial Party Committee clearly identified the development direction: Building a creative government, strong digital transformation, rapid and sustainable development. Three breakthroughs were identified as: Developing synchronous infrastructure; promoting digital transformation and innovation; improving the quality of human resources, especially leaders and managers at all levels. The Party Committee also set a leadership goal that by 2030, the province's GRDP would reach 164,800 billion VND; state budget revenue would reach 16,000 billion VND; the rate of trained workers would reach 72%, poor households would decrease by 3 - 4%/year...

On the journey to realize the aspiration of building a fairly developed Tuyen Quang with a high average income in the midland and mountainous region of the North, firmly standing with the whole country in the era of national development, the Provincial Party Committee and People's Committee continue to promote the tradition of solidarity, pioneering innovation, and determined to lead the successful implementation of the Resolution of the first term Party Congress.
