For the first time, Vietnam has a fixed standard for calculating bus fares.

The Ministry of Construction has just issued a Circular regulating the economic and technical characteristics of fixed-route passenger transport services by road.

This is the first time the construction industry has issued a separate legal document for this type of transportation service, to clarify the technical and economic characteristics and serve more effective management and operation.

The Circular applies to passenger transport businesses by car on fixed routes and related agencies, organizations and individuals. Vehicles are divided into two types: Seated vehicles and sleeper buses, with the condition that they must use cars with 8 seats or more (excluding the driver's seat). Vehicles must operate on a defined route, with the starting and ending points at licensed bus stations. Service quality is assessed based on the type of vehicle, passenger support equipment installed on the vehicle as well as preferential policies for passengers.

It is expected that clearly defining the economic and technical characteristics of fixed-route passenger transport services will remove many difficulties and obstacles.

Units of calculation are divided according to each mode of transport. Accordingly, for seat buses: Calculated by seat for one passenger/km, or by leg, or by entire route. For sleeper buses: Calculated respectively by bed for one passenger/km, leg, or entire route.

According to the drafting agency, the issuance of the Circular is not intended to require transport businesses to adjust fixed-route fares. This document only serves as a basis for units to calculate, evaluate business efficiency and build prices appropriate to their operating capacity.
