The Ma River dike (section through Sam Son ward) under package No. 6, Component Project No. 9 to renovate and supplement the dike system of Thanh Hoa province in the period of 2021 - 2025 has been basically completed.
According to information from the Irrigation Department (Department of Agriculture and Environment), the province currently has 1,008km of river dykes, of which 315km are level I to level III dykes. Through review and assessment, currently, of the 315km of level I to level III dykes, 222.7km are concreted; 77.2km are asphalted; 13.82km are graded; only 1.9km of earth dykes remain. However, there are still 100.5km/315km of dykes with elevations lower than planned; 46.9km of dyke surface is still narrow, not ensuring a minimum width of 6m or more.
Also according to the review, of the 693km of dikes below level III, there are currently about 547,058km of dikes that ensure flood protection according to the design elevation. The remaining 145.942km of dikes do not ensure flood protection according to the design elevation, of which 57.31km of dike surfaces are small, not enough for the minimum width (under 3.5m)...
In addition to developing plans and identifying key locations in 2025, the province has proactively coordinated with central ministries and branches to pay attention to and prioritize capital allocation to invest, upgrade, maintain and repair many locations and dive routes, ensuring prevention and mitigation work, minimizing damage caused by natural disasters. According to the review of the Irrigation Department, as of July 2, there are still 41 dike projects under construction in the province, serving flood and storm prevention and control work. Of which, 15 projects have completed 80% or more, 19 projects have completed 30% - 80%, and only 7 projects have completed less than 30%.
The Management Board of Thanh Hoa Agricultural and Rural Development Construction Investment Project was assigned to implement component project No. 9 to renovate and supplement the dike system in Thanh Hoa province in the period of 2021-2025 and Hoang Khanh Pumping Station Project. In the context of many difficulties, especially the situation of increasing prices and scarcity of construction materials, the investor has directed and guided contractors to remove obstacles and difficulties, mobilized the highest level of means and human resources to focus on project construction.
In particular, Component Project No. 9 to renovate and supplement the dike system of Thanh Hoa province in the period of 2021-2025 includes 3 packages, on a length of 23.5km with a total investment of over 244 billion VND from the Central budget, and has been implemented since the end of December 2024. As of July 2, 2025, Package No. 6 to construct 3km of the right dike of Ma River in Quang Phu and Sam Son wards has been completed. Package No. 8 to construct 9.5km of the left and right dike of Lach Truong River has completed more than 80% of the project volume. Particularly, Package No. 7 to construct the left and right dike of Len River with a length of about 11km, the contractor has completed the construction of the dike cross-section to ensure flood protection elevation with 10.2km; completed the construction of 7km of wave-breaking wall, and poured concrete on 6km of dike surface.
Mr. Pham Hong Son, Head of Project Management Department 2, Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board, said: In the context of many difficulties, contractors have mobilized the highest resources to implement the projects. Up to now, the progress of all 3 packages is guaranteed according to plan, only about 800m of dike in package 7 has not been implemented because the local government has not yet handed over the clean site for construction.
Hoang Khanh Pumping Station (Hoang Giang Commune) is under urgent construction.
Meanwhile, at the Hoang Khanh Pumping Station Project on the Ma River dike in Hoang Giang Commune, the construction unit is urgently implementing the project items according to plan. Deployed since the beginning of the year, up to now, the project has completed the concrete of the culvert body and entrance; completed the culvert body filling to the flood control elevation and installed the sluice gate and valve gate. The pumping station house, the manufacturing of pumps, equipment, electrical systems, etc. are also being urgently completed.
Identifying natural disaster prevention and control as the top priority task, despite the context of streamlining the organizational apparatus and the huge workload, before the time of operating the 2-level local government, districts, towns and cities in the province have focused on directing and soliciting contractors to speed up the construction progress of works and projects in general and dike works in particular. From July 1 to now, after the organization and apparatus were completed, the management boards of construction investment projects in the areas have quickly started their tasks, promptly directed and urged contractors, and prevented interruptions and delays in construction works.
At the Thach Thanh Area Construction Investment Project Management Board, Director Nguyen Duc Luan said that up to now, all three dike projects under construction since 2024 in the old Thach Thanh district, including: Project to handle landslides on the right bank of the Buoi River in Thach Dinh commune; Project to urgently handle landslides on the right bank of the Buoi River in Dinh Hung village, Thach Dinh commune and Project to prevent landslides on the left bank of the Buoi River, Thanh Hung commune (now Kim Tan commune) have all been completed. These projects are all due to urgent needs in natural disaster prevention, ensuring safety for about 3.2km of the Buoi River dike.
In the context of many difficulties, ensuring the progress of the construction of dike projects according to plan has required great efforts from both investors and contractors. However, to ensure the progress and quality of the project, meet the needs of natural disaster prevention and control, as well as disbursement of public investment capital, both contractors and investors hope that the province will soon resolve difficulties in construction materials...
