Implementing Resolution No. 21-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on population work in the new situation, Thanh Hoa province has concretized its leadership and direction by issuing Plan No. 105-KH/TU, dated August 8, 2018 of the Provincial Party Committee on the Action Plan to implement Resolution No. 21-NQ/TW and Directive No. 24-CT/TU, dated February 20, 2020 of the Provincial Party Standing Committee on strengthening the leadership of Party committees at all levels in population work and development in the province in the new situation; Plan 284/KH-TU, dated June 23, 2025 of the Provincial Party Standing Committee on implementing Conclusion No. 149-KL/TW of the Politburo (13th tenure) on promoting the implementation of Resolution 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation.
Along with that, the Provincial People's Committee has issued specific documents for implementation. Improving population quality in this period is identified as a key task and has been focused on integrating and implementing by all levels and sectors; Population size has gradually stabilized and is under control; population quality has gradually improved.
Activities to improve population quality include: Improving the quality of the population of ethnic backgrounds in the community; strengthening counseling and providing population-family planning services for adolescents/youth; pre-marital health counseling and examination; expanding health care for the elderly; focusing on prenatal and newborn screening activities... Since then, it has contributed significantly to raising awareness of all classes of people about birth reduction, reproductive health care, care for adolescents, youth, the elderly, controlling gender imbalance at birth, gradually improving population quality.
With the active participation, coordination, and efforts in implementing population work of all levels, sectors, and the entire political system, and the consensus of all classes of people and international organizations, population work in recent years has achieved important results. Up to now, the annual birth rate in the province has reached 0.1‰; the natural population growth rate has always been kept below 1%, achieving the set target; the total fertility rate (average number of children per woman of childbearing age) of Thanh Hoa has decreased from 2.45 children/woman (2017) to 2.2 children/woman (2024), approaching the replacement fertility rate (the replacement fertility rate is 2.1 children/woman).
