
Attending the conference at the Lam Dong Provincial People's Committee bridge point were representatives of leaders of departments and branches: Health; Agriculture and Environment; Ethnicity and Religion; Science and Technology; Home Affairs; Culture, Sports and Tourism; Finance; Industry and Trade; Provincial Oriental Medicine Association, Pham Ngoc Thach Traditional Medicine Hospital, Bao Loc Traditional Medicine Hospital.
At the Conference, Minister of Health Dao Hong Lan reported on the results of 5 years of implementing Decision No. 1893/QD-TTg dated December 25, 2019 of the Prime Minister on the Program for developing traditional medicine and pharmacy, combining traditional medicine and pharmacy with modern medicine and pharmacy by 2030 with the common goal of comprehensively developing traditional medicine and pharmacy, enhancing the combination of traditional medicine and pharmacy with modern medicine and pharmacy to protect, care for and improve people's health in the new situation.
With the efforts of all levels and sectors, traditional medicine and pharmacy work has achieved some encouraging achievements: The system of basic traditional medicine and pharmacy facilities has been invested in and upgraded; the traditional medicine and pharmacy network at the grassroots health level has been increasingly consolidated and developed; the quality of medicinal herbs and medicinal ingredients is guaranteed, traditional medicine is diverse and highly effective; medical examination and treatment services in the field of traditional medicine and pharmacy are increasingly rich and diversified, and quality is improved...
Some provinces have implemented traditional medicine activities well at the grassroots level: Thua Thien Hue, Hai Phong, Binh Duong, Dong Nai, Binh Dinh, Lam Dong, Tien Giang...
However, most of the goals set out in the Program have not been achieved; the tasks assigned to the Ministry of Health have not been completed. Although traditional medicine hospitals have invested in upgrading infrastructure and equipment, they have not really attracted patients to come for medical examination and treatment; the training framework for traditional medicine is not suitable for reality; investment in resources for traditional medicine is not commensurate with the role and importance of traditional medicine in public health care; the development of traditional medicine is still not commensurate with its inherent potential and strengths.
The report also stated that the ratio of traditional medicine beds/total number of general hospital beds, the number of traditional medicine departments or traditional medicine groups of provincial and specialized hospitals, the ratio of communes implementing examination and treatment using traditional medicine, and the ratio of communes implementing health insurance in examination and treatment of traditional medicine have not met the set targets.
The rate of medical examination and treatment using traditional medicine and combining traditional medicine with modern medicine from the central to communal levels has not yet reached the target.

The work of preserving medicinal plants has maintained a network of gene conservation in 7 ecological regions. Surveyed and identified the number of medicinal plant species that need to be preserved in the national parks: Cat Ba, Cat Tien, Bach Ma, Bu Gia Map, Pu Mat, Nui Chua, Vinh Cuu Nature Reserve. Developed and issued over 150 technical procedures for cultivation, care, and processing of 40 medicinal plant species as a basis for organizations and individuals to refer to.
Preserve and conserve 1,531 genetic resources of 884 medicinal plant species in 7 medicinal plant gardens of units inside and outside the health sector. Preserve seeds of 200 species in cold storage; preserve in vitro 15 species that are rare or have development potential. 100% of the genetic resources preserved are initially assessed; 30% of the genetic resources are assessed in detail for growth and development indicators.
Modern techniques (molecular biology) have been applied to evaluate some genetic resources for genetic diversity; nearly 30 medicinal plant species have been selected and focused on research to serve the breeding work.
A number of large medicinal plant growing areas have been basically formed. Currently, there are 17 enterprises investing in cultivating 106 medicinal plants and have been granted GACP-WHO standard medicinal plant certificates with an area of 21,800 hectares.
The Ministry of Health has issued many documents related to the management of medicinal material quality. Investment in resources for traditional medicine is not commensurate with the role and importance of traditional medicine in public health care.
The goal in the coming time is to comprehensively develop traditional medicine and pharmacy, diversify types of services, strengthen the combination of traditional medicine and pharmacy with modern medicine and pharmacy; create a clear change in the work of inheriting, preserving and strongly developing traditional medicine and pharmacy; strengthen the management of the quality of medicinal herbs and traditional medicines to improve the quality of examination and treatment with traditional medicine and pharmacy to serve the work of protecting, caring for and improving people's health and serving tourism; consolidate and develop the traditional medicine and pharmacy network and the Vietnam Oriental Medicine Association.
Key tasks and solutions include: Party committees, authorities, and socio-political organizations at all levels continue to thoroughly grasp and strongly propagate to Party committees, authorities, socio-political organizations, and professional associations the position and role of Vietnamese traditional medicine in protecting and caring for people's health, considering this one of the political tasks in implementing the economic development goals of the country, localities, and units, ensuring consistent direction in terms of expertise and profession from the central to local levels.
In addition, continue to improve the system of drafting legal documents on traditional medicine and pharmacy in association with the two-level government; innovate the management system and provide traditional medicine and pharmacy services to contribute to increasing budget revenue; develop high-quality human resources; strengthen information and communication work on traditional medicine and pharmacy; socialize traditional medicine and pharmacy. Promote the development of medicinal herbs, focusing on medicinal plants with high economic value, link the development of medicinal herbs with economic development, hunger eradication and poverty reduction, especially in mountainous areas and ethnic minorities; proactively and actively integrate and improve the effectiveness of international cooperation, strengthen promotion, bring Vietnamese traditional medicine and pharmacy to countries around the world...
Speaking at the conference, Deputy Prime Minister Le Thanh Long requested that Party committees, authorities, and socio-political organizations at all levels continue to thoroughly grasp and strongly promote the role and position of traditional medicine in protecting and caring for people's health. Continue to perfect the legal system on traditional medicine, innovate the management system and provide traditional medicine services to contribute to increasing budget revenue.
Increase investment in resources for the traditional medicine management system from central to local levels. Develop high-quality human resources, strengthen socialization of traditional medicine. Promote the development of medicinal materials; proactively and actively integrate and improve the effectiveness of international cooperation, enhance promotion and bring Vietnamese traditional medicine to countries around the world.
