Attending the announcement ceremony at 75 connecting points of communes and wards were comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee, leaders of departments, branches and sectors of the province; comrades of Deputy Secretaries of the Party Committee, members of the Standing Committee of the Party Committee, members of the Executive Committee of the Party Committee of newly established communes and wards; comrades of the Standing Committee, members of the Standing Committee of the District Party Committee, Town Party Committee, City Party Committee; Vice Chairmen of the People's Council, Vice Chairmen of the People's Committee of districts, towns, cities, communes, wards and towns (old); cadres, civil servants, public employees and party members, people of villages, sub-areas, residential groups and people in newly established communes and wards.


The announcement ceremony was held directly at the Provincial Conference Center, connected online with the bridge points at the centers of 75 communes and wards, and broadcast live on the STV channel of the Provincial Radio and Television Station, and rebroadcast on Son La Electronic Newspaper.

At the announcement ceremony, Comrade Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee, announced Resolution No. 1681/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Son La province in 2025. Accordingly, after the arrangement, Son La province will reduce from 200 communes, wards and towns to 75 commune-level administrative units, including 67 communes and 8 wards; of which 60 communes and 8 wards were formed after the arrangement and 7 communes did not carry out the arrangement.
At the same time, announce the decisions of the Provincial Party Executive Committee on ending the activities of district-level Party Committees; decisions on establishing Party Committees of communes and wards; decisions on appointing personnel of the Executive Committee, Standing Committee, Secretary, Deputy Secretary; decisions on appointing the Party Committee Inspection Committee, Chairman, Deputy Chairman of the Party Committee Inspection Committee of communes and wards.

At the ceremony, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee announced resolutions appointing leaders of the People's Council and People's Committee of communes and wards for the 2021-2026 term; announced Decision No. 1450-QD/TU on the establishment of the Provincial Vietnam Fatherland Front Committee and decisions to establish the Vietnam Fatherland Front Committee of communes and wards.

On behalf of the leaders of 75 communes and wards in the province, comrade Ha Trung Chien, member of the Provincial Party Standing Committee, Secretary of the To Hieu Ward Party Committee, expressed his determination: With the assigned responsibility, the collective leadership of the ward will promote the spirit of solidarity, proactiveness, creativity, quickly approach, master and successfully implement the tasks in the new model. Focus on leading, directing, concretizing the Party's guidelines and policies, the State's policies and laws into local practices; listen to people's opinions, promptly resolve issues raised from the grassroots, contribute to building a strong political system, promoting socio-economic development, maintaining national defense and security in the locality.

Speaking at the announcement ceremony, Minister of Health Dao Hong Lan suggested: The assigned and appointed staff of Son La province need to promote a sense of responsibility, affirm their mettle, intelligence and spirit of dedication, solidarity, dynamism, proactively adapt to new requirements, dare to think, dare to do, dare to take responsibility for the common good, and quickly catch up with new work.
All work under the authority of the two levels must be carried out smoothly, without delay or omission in order to better serve the people and businesses; at the same time, maintain the image and style of the cadres "from administrative service to serving the people". For places where the commune level lacks professional staff, the provincial level must promptly and fully arrange, strengthen, support and help to ensure smooth work. Effectively operate the Public Administration Centers at all levels to promptly resolve requests from organizations and individuals according to regulations; promote the application of information technology in performing administrative procedures. Do a good job of information and propaganda work on the correct policies of the Party, policies and laws of the State on the arrangement of administrative units at all levels, and effectively organize the 2-level local government model.

On behalf of the provincial leaders, speaking at the announcement ceremony, comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, respectfully thanked the Minister of Health for acknowledging and praising the achievements of the Provincial Party Committee in the past time, and at the same time giving very specific, profound, comprehensive and practical instructions and orientations for the province in the coming time.
The Provincial Party Secretary requested that Party committees and authorities at all levels continue to closely follow the leadership and direction of the Central Government and the province in organizing activities and operating the two-level administrative apparatus; strive to overcome difficulties, immediately start performing tasks, ensure synchronous, unified and effective operation of Party and State agencies and organizations in the political system from July 1, 2025. Boldly innovate working methods, promote digital transformation, reform administrative procedures; be closer to the people to promptly and quickly resolve work.
Party committees, authorities and organizations in the political system need to pay special attention to building a great solidarity bloc. In particular, the leader must be the center of solidarity, capable of mobilizing local internal strength, connecting the team, leading the Party organization and the political system to operate synchronously, unified, and act for a common goal.
Each cadre, party member, civil servant, and public employee must uphold the spirit of responsibility, set an example, and contribute; quickly approach the work; and proactively improve professional qualifications to meet the requirements of new tasks. Key cadres of communes and wards, especially those transferred from the province to the grassroots, need to strongly change their thinking and working methods, closely follow and grasp the locality to promptly resolve problems arising at the grassroots level.
