Da Nang promotes the implementation of electronic medical records

Da Nang is accelerating the implementation of electronic medical records with the goal that by September 30, 2025, all hospitals in the area will implement electronic medical records.

Private health care "gets involved"

Recently, Sai Gon Tam Ky General Hospital organized a program to self-assess the electronic medical record system (Electronic Medical Record - EMR) according to the regulations of the Ministry of Health , with the participation and supervision of a working group from the Department of Health and Social Insurance of Da Nang City. This is an important step in the process of digital transformation of healthcare, aiming to completely replace paper medical records with a modern, transparent and safe electronic system.

The Department of Health has conducted a comprehensive assessment of the hospital's EMR system, focusing on the use and storage of electronic medical records instead of paper records; storage and transmission of medical images instead of printing films; and storage of test information instead of printing paper results.

In addition, the delegation also directly surveyed the information technology infrastructure, checked machinery, management software, data integration capabilities and connectivity with management agencies, and visited departments and rooms to assess the level of technology application in the medical examination and treatment process.

Mr. Vo Thu Tung, Deputy Director of the Department of Health, highly appreciated the strong investment in technical infrastructure, proactive development of business processes, training of personnel and synchronous operation of the system of Saigon - Tam Ky General Hospital. This is a step in the right direction, in line with the policy of digital transformation and administrative procedure reform in the health sector.

Ms. Dang Thi Kieu Hoa, Operations Director of Saigon - Tam Ky General Hospital, said that according to the assessment results, the EMR system at Saigon - Tam Ky General Hospital has fully met the conditions to continue implementing electronic medical records to replace paper records.

Ms. Hoa said: “The hospital is committed to continuing to improve the system, organize training and coaching for the entire medical staff to ensure proficient, safe and effective operation. We believe that electronic medical records will be an effective tool to help improve the quality of diagnosis and treatment, while bringing convenience, transparency and satisfaction to patients.”

It is known that the Department of Health has reviewed medical facilities according to the circulars of the Ministry of Health regulating the conditions for implementing electronic medical records. Previously, in June 2025, Vinh Duc General Hospital officially announced the application of electronic medical records, after being assessed by the Department of Health and Social Insurance to ensure the conditions.

Creating the foundation for a modern healthcare system

Recently, a conference to evaluate the implementation of electronic medical records was held by Da Nang C Hospital. Dr. Nguyen Trong Thien, Director of the hospital, said that the implementation of electronic medical records is an important step in the process of digital transformation of healthcare at the unit. The complete replacement of paper medical records will contribute to reducing procedures, improving the quality of medical data, ensuring data security and creating a solid foundation for connecting and sharing data with the national healthcare system.

Da Nang C Hospital is deploying electronic medical record software with requirements for entering records, managing inpatient and outpatient medical examination and treatment records, and managing pharmaceuticals; allowing payment and connection of health insurance information, hospital fee payment, testing management, imaging diagnosis, statistical management, reporting, etc.

According to the assessment of the Department of Science and Technology of the Ministry of Health, the electronic medical records at Da Nang C Hospital have all the required content, the testing software (LIS), diagnostic imaging (RIS-PACS) ensures 2-way data connection, the server room meets technical requirements, all medical staff with functions are provided with digital signature authentication, meeting the criteria according to the Ministry of Health's guidelines for implementing electronic medical records.

The implementation of electronic medical records brings practical benefits in many aspects. Patients will save time by not having to carry paper records, administrative procedures are simplified, and the risk of mistakes in prescriptions and tests is also minimized thanks to accurate and synchronized data storage. Not to mention, medical records are stored for life, patients can easily track their medical examination and treatment history via the application or website.

For medical staff, electronic medical records help quickly access the entire treatment history to provide more accurate treatment regimens. Support inter-specialty coordination, improve the effectiveness of consultation and treatment. At the same time, create a data source for scientific research, epidemiological analysis, and treatment quality assessment.

Electronic medical records are the premise for building a modern, transparent, people-centered healthcare system.
