President Luong Cuong: Gia Lai needs to build solidarity and unity within the entire Party

(GLO)- On the morning of August 25, at the Party Central Office, Comrade Luong Cuong - Politburo member, President chaired a working session with the Standing Committee of Gia Lai Provincial Party Committee to give opinions on the draft documents and personnel plan to be submitted to the 1st Congress of Gia Lai Provincial Party Committee, term 2025-2030.

Attending the working session on behalf of the Politburo 's Working Group were comrades: Phan Dinh Trac - Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; and leaders of central ministries, departments and branches.

On the side of Gia Lai province, there were comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; and comrades in the Standing Committee of the Provincial Party Committee.

In the spirit of President Luong Cuong's guidance, at the working session, on behalf of the Standing Committee of Gia Lai Provincial Party Committee, Secretary of the Provincial Party Committee Ho Quoc Dung reported on the preparation work and draft documents and personnel plans of the Gia Lai Provincial Party Committee to be submitted to the 1st Congress of Gia Lai Provincial Party Committee, term 2025-2030.

Regarding the preparation for the Congress, after the two-level local government officially came into operation from July 1, the Standing Committee of Gia Lai Provincial Party Committee closely followed Directive No. 45-CT/TW dated April 14, 2025 of the Politburo "on party congresses at all levels towards the 14th National Congress of the Party" of the Politburo to focus on leadership, direction, and implementation to ensure progress and requirements.

At the same time, establish and perfect 3 sub-committees to serve the Congress; deploy the development and completion of the draft Political Report, draft Executive Committee Review Report, draft Congress Resolution; develop personnel plans for the Executive Committee, the Provincial Party Standing Committee, and the Provincial Party Committee Inspection Committee for the 2025-2030 term.

As of August 25, 139/139 Party Committees under the Provincial Party Committee have successfully organized their congresses for the 2025-2030 term; at the same time, delegates were allocated to attend the 1st Gia Lai Provincial Party Congress for the 2025-2030 term to the affiliated Party Committees with 450 official delegates. According to the registration, the 1st Gia Lai Provincial Party Congress for the 2025-2030 term is expected to be held in early October 2025.

The draft Political Report submitted to the 1st Congress of Gia Lai Provincial Party Committee consists of 3 main parts, carefully prepared, crystallizing collective intelligence and demonstrating the strategic vision for development of Gia Lai province in the new development era. In particular, the title of the Political Report clearly shows the viewpoint, goals, and development orientation to build Gia Lai into a well-off province of the country.

Regarding the results of 5 years of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, despite facing many difficulties and challenges, the Party Committees of the two provinces of Gia Lai (old) and Binh Dinh before the merger have achieved important and quite comprehensive results in all fields with many outstanding highlights; achieving and exceeding most of the main targets set out in the Resolution.

Of which, Binh Dinh province completed and exceeded 21/22 targets, Gia Lai province (old) completed and exceeded 14/23 targets.

During the 2025-2030 term, the Provincial Party Committee has determined the general goals as follows: Building a clean and strong Party Committee and political system; ensuring national defense, security and social security; promoting the tradition, strength of great national unity, will and aspiration to rise up; promoting the development of science, technology, innovation, digital transformation, green transformation, private economy; building Gia Lai province to develop rapidly and sustainably, becoming a center for processing industry, manufacturing, renewable energy, high-tech agriculture, services, tourism, semiconductor chips, artificial intelligence (AI); striving to make Gia Lai province a fairly developed province and together with the whole country firmly enter a new era of development.

At the same time, the Provincial Party Committee clearly identified five growth pillars, including: Focusing on developing processing and manufacturing industries; creating breakthroughs in developing renewable energy and green industries, semiconductor industries, and artificial intelligence (AI); developing high-tech, sustainable agriculture; developing tourism to truly become a spearhead economic sector based on the advantages of the sea, mountain ecology, and cultural heritage; developing port-logistics services; and developing fast and sustainable urban areas.

Along with that, 4 breakthroughs are identified: Innovating the construction and perfecting institutions and policies associated with building a streamlined and strong 2-level local government apparatus with an efficient, effective and effective public service; promoting the development of science, technology, innovation and digital transformation; promoting the development of high-quality human resources to serve the economic development of the province; focusing on investing in building synchronous infrastructure to create development breakthroughs.

The Provincial Party Committee has set out 4 groups of tasks and solutions to implement 30 main targets in various fields. In particular, the growth rate of gross regional domestic product (GRDP) in the 2025-2030 period strives to reach 10-10.5%/year; by 2030, GRDP per capita will reach 6,300-6,500 USD; the poverty rate will be lower than the national average; and the forest coverage rate will be over 46.5%.

In addition, every year, over 90% of grassroots party organizations complete their tasks well or better; the rate of new party members admitted each year reaches 3% or more compared to the total number of party members...

The personnel plan for the Executive Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Inspection Committee for the 2025-2030 term is prepared in accordance with the spirit of Directive No. 45-CT/TW of the Politburo and the Central Committee's directives and conclusions on personnel work.

Concluding the working session, President Luong Cuong acknowledged and highly appreciated the preparation work of the Gia Lai Provincial Party Committee Standing Committee for the 1st Provincial Party Congress, term 2025-2030; ensuring compliance with the spirit of Directive No. 45-CT/TW of the Politburo and closely following the documents and instructions of the Central Committee.

Basically agreeing with the draft documents submitted to the congress, the President requested the Gia Lai Provincial Party Committee to promote the spirit of solidarity and high unity within the entire Party Committee to lead and direct the successful implementation of the targets and tasks set out in the 2025-2030 term.

Along with that, the Provincial Party Committee needs to exploit the potentials and advantages of the new development space; in which, promoting the development of agriculture, forestry, industry, applying artificial intelligence (AI) and developing tourism to promote socio-economic development.

Along with that, the President also requested the Gia Lai Provincial Party Committee to ensure national defense and security, carry out foreign affairs well; build a peaceful, friendly, cooperative and developed border with Cambodia. At the same time, build a 2-level local government apparatus that is streamlined, strong, close to the people; especially the commune level must be truly strong.

Regarding the personnel plan for the 2025-2030 term, President Luong Cuong basically agreed and noted that the Standing Committee of Gia Lai Provincial Party Committee needs to focus on training and fostering a team of capable and responsible cadres to meet the requirements of tasks in the new situation.
