Ministry of Culture, Sports and Tourism: Emulation and reward work must be practical, based on achievements, work, people and timeliness.

The emulation and reward work is always implemented by the Ministry of Culture, Sports and Tourism in strict compliance with the provisions of the Law on Emulation and Reward and related guiding documents; the emulation and reward work is substantive, based on achievements, work, people and is timely; the work of considering titles and awards is carried out in accordance with procedures and legal regulations.

According to the assessment of the Ministry of Culture, Sports and Tourism, the emulation and reward activities of the Ministry have always closely followed the patriotic emulation spirit of President Ho Chi Minh. The Ministry has done a good job of propagating the patriotic emulation ideology of President Ho Chi Minh as well as the Party's guidelines, policies and laws of the State on emulation and reward work; promoted the study and following of Ho Chi Minh's ideology, morality and style and launched the Ministry's emulation movements annually according to the theme.

The Ministry of Culture, Sports and Tourism proactively develops and organizes the launching of patriotic emulation movements to carry out tasks and solutions for socio-economic development in general and the key tasks of the Industry in the annual working year; develops implementation plans and responds to movements launched by the Government and the Prime Minister or integrated into professional programs and activities in the field of work; organizes the launching of emulation movements by topic and on an ad hoc basis.

The practical content of the movement aims to strive to successfully achieve the assigned goals and tasks. Therefore, it has created positive changes in the awareness, attitude and actions of cadres, civil servants and workers in the whole Industry.

Heads of agencies and units direct and organize the implementation of emulation work to meet the requirements of the new period, serving well the tasks of the units. From the beginning of the year, the Ministry of Culture, Sports and Tourism has guided agencies and units under the Ministry, the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism to launch and register emulation covenants, organize well the emulation summary, and draw experience in directing and organizing emulation movements.

The Ministry of Culture, Sports and Tourism seriously implements and regularly issues documents to direct units in the Culture, Sports and Tourism sector to disseminate the Law on Emulation and Commendation; advises and directs agencies and units under the Ministry to implement the Law, Decrees, Circulars and professional guidance documents of the Central Emulation and Commendation Committee on emulation and commendation work.

Emulation and reward work is always carried out in strict compliance with the provisions of the Law on Emulation and Reward and related guiding documents; emulation and reward work is substantive, based on achievements, work, people and timeliness; consideration of titles and awards is carried out in accordance with procedures and legal regulations.

The Emulation and Reward Councils at all levels and the officers doing emulation work have gradually improved the quality of their activities in a streamlined and effective manner.

The emulation bloc of ministries, branches of Science - Culture - Society held a conference to summarize emulation and reward work in 2024.

Regarding the activities of the Emulation and Reward Councils at all levels and the activities of emulation clusters and blocks, the Ministry of Culture, Sports and Tourism said that for the emulation movements of the Central Emulation and Reward Council, the Prime Minister launched them, the Ministry of Culture, Sports and Tourism deployed the movements according to the Ministry's plan, and at the same time guided the implementation of each emulation movement content; assigned agencies and units to conduct preliminary and final summaries and select groups and individuals with outstanding achievements in emulation movements to commend and reward according to instructions.

The Ministry of Culture, Sports and Tourism also regularly integrates the implementation of movement content into the performance of professional tasks, as well as programs and directive documents for each specific field.

During the period from 2021 to 2025, the Ministry of Culture, Sports and Tourism participates in the emulation bloc of ministries and branches of Science - Culture - Society. The Ministry always fully participates in emulation covenant activities, work deployment resolutions, and preliminary and final summaries of emulation and reward work of the bloc.

  Summary of emulation and reward work in 2024 Emulation bloc of ministries, branches Science - Culture - Society

In 2023, the Ministry of Culture, Sports and Tourism, as the Head of the Emulation Bloc of ministries, branches of Science - Culture - Society, fully implemented the activities and was highly appreciated by the members of the Bloc for its many innovations and creativity in the organization method.

Regarding the activities of the Emulation and Reward Council of the Ministry of Culture, Sports and Tourism, in the period of 2021 - 2025, the Ministry of Culture, Sports and Tourism always focuses on improving the quality of the Emulation and Reward Council of the Ministry in the direction of streamlining, efficiency, reducing the number of members, and at the same time increasing the collection of written opinions of relevant agencies and functional units on collective and individual records proposed for rewards. Innovating the method of appraisal, excerpting the content of achievements, and organizing meetings of the Emulation and Reward Council accordingly.

If in 2021, the Emulation and Reward Council of the Ministry of Culture, Sports and Tourism was established with 24 members, by 2023, the Emulation and Reward Council of the Ministry of Culture, Sports and Tourism will be established with 09 members. The Chairman of the Council is the Minister; the Standing Vice Chairman of the Council is the Director of the Department of Organization and Personnel; the Vice Chairman of the Council is the Chief of the Ministry's Office and the Council members are the heads of a number of state management advisory agencies under the Ministry. Although the number of Council members has decreased, the evaluation and review of commendation proposals still ensures quality and efficiency. In necessary cases, the agency performing the permanent duties of the Emulation and Reward Council of the Ministry will have a document asking for opinions from specialized Departments and Offices before organizing the Council meeting.

The Emulation and Reward Council of the Ministry of Culture, Sports and Tourism performs the tasks and powers prescribed in Clause 3, Article 48 of Decree No. 98/2023/ND-CP, advising the Minister on: launching emulation movements; evaluating the results of emulation movements and rewards; advising on preliminary and final summaries of emulation and rewards; recommending and proposing policies and measures to promote patriotic emulation movements in each year and each period; inspecting and supervising emulation movements and implementing policies and laws on emulation and rewards; deciding to award emulation titles and forms of rewards according to its authority or submitting to competent authorities for rewards.

In order to effectively implement the activities of the Ministry's Initiative Council and Emulation and Reward Council, the Ministry of Culture, Sports and Tourism has issued the Regulations on the operations of the Ministry's Initiative Council and Emulation and Reward Council to ensure compliance with the provisions of the 2022 Law on Emulation and Reward and documents guiding the implementation of the Law. At the same time, it directs agencies and units under the Ministry to review and rebuild the Regulations on the operations of the Initiative Council and Emulation and Reward Council at the grassroots level.

Accordingly, the agencies and units under the Ministry have established grassroots Emulation and Reward Councils to operate in accordance with assigned functions and tasks; advise leaders of units in developing emulation plans, organizing and launching emulation movements, selecting emulation titles, and forms of rewards to ensure objectivity, fairness, and compliance with regulations.

Regarding the activities of emulation clusters and blocks and the Emulation and Reward Council of agencies and units under the Ministry, based on the characteristics of position, function, task, nature of work, scope of operation of the organization, the standing agency of the Ministry's Emulation and Reward Council shall submit to the Minister a decision to establish emulation blocks including agencies and units under the Ministry and emulation clusters including the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally run cities.

Every year, the Emulation Blocks and Emulation Clusters launch, sign emulation covenants, summarize and review the emulation movements launched by the Ministry; Propose directions and tasks for organizing emulation movements, develop targets, contents and measures to implement emulation movements, build new models, typical advanced models in the Emulation Blocks and Clusters; Evaluate, review and honor collectives with outstanding or outstanding achievements in the Emulation Blocks and Clusters in descending order and report to the Ministry's Emulation and Reward Council for consideration and submission to the Minister for awarding emulation titles and forms of rewards according to authority or submitting to competent authorities for consideration and rewards.

The activities of the emulation blocks/clusters of the Culture, Sports and Tourism sector over the years have been more effective and of higher quality with many diverse forms; many blocks and clusters have proactively and actively organized cross-checks and learned from emulation and reward experiences of other units. Many emulation blocks and clusters have developed emulation criteria suitable to their own characteristics, creating fairness and equality in emulation and emulation scoring.

The emulation blocks and clusters develop an action plan, a criteria table with a specific scale and sign an emulation agreement at the beginning of the year; organize a preliminary review of the first 6 months of the year to evaluate the results achieved, point out difficulties and limitations, draw lessons, learn good and effective practices; organize a summary of emulation evaluation, propose rewards at the end of the year.
