Issuing electronic Social Insurance Books to people

Electronic Social Insurance Books will be issued to employees and citizens when participating in social insurance (SI) no later than January 1, 2026 according to Decree No. 164/2025/ND-CP, dated June 29, 2025 of the Government regulating electronic transactions in the field of SI and the National Database on Insurance.

To facilitate social insurance participants in monitoring, updating, and transacting on social insurance regimes and policies, the Government has clearly stipulated in Decree No. 164/2025/ND-CP dated June 29, 2025 that from January 1, 2026 at the latest, the Social Insurance Book will be issued by the Social Insurance agency to each employee and citizen when registering to participate in social insurance in the electronic environment and has the same legal value as a paper Social Insurance Book.

The electronic social insurance book is created by the Ministry of Finance by electronic means, encoded according to regulations, containing full information like the paper social insurance book, including identification code; basic personal information; specific social insurance payment process; and information on enjoying and resolving social insurance regimes...

At the same time, it is integrated with the level 2 VNeID electronic identification account of individuals participating in social insurance and stored and regularly updated in the electronic data management warehouse of organizations and individuals on the Administrative Procedures Information System of the Ministry of Finance, the National Public Service Portal after individuals and organizations successfully carry out electronic transactions in the field of social insurance.

The utilities on the VssID and VNeID applications allow social insurance, health insurance, and unemployment insurance participants to easily look up information anytime, anywhere.

Electronic Social Insurance Books for participants under the management authority of the Ministry of National Defense and the Ministry of Public Security have the same information as paper Social Insurance Books, created, integrated, and managed by the Ministry of National Defense and the Ministry of Public Security on electronic identification accounts according to regulations of the Minister of National Defense and the Minister of Public Security, and ensure regulations on protecting state secrets in the fields of national defense and security, social order and safety.

Regarding procedures, the transaction of social insurance records from paper to electronic form will be simplified, faster and more convenient. When agencies, units, organizations and individuals have completed transactions in the electronic environment in the field of social insurance according to regulations, they do not have to use other methods because they have been recognized as having completed the corresponding procedures.

Participants have full information to perform social insurance transactions on VNeID level 2 linked to the electronic social insurance book without having to supplement or present paper documents for comparison because after completing the transaction, the document components have been encrypted or shared with national databases and specialized data according to regulations.

In case the electronic social insurance records and documents have attached components in paper form, the agencies, organizations and individuals participating in electronic transactions in the field of social insurance must convert them into electronic form. The conversion from paper records and documents to electronic records and documents and electronic records and documents to paper records and documents shall be carried out in accordance with the provisions of law on electronic transactions and data.

VssID-Social Insurance application fully integrates data and information of social insurance participants.

Also according to Decree No. 164/2025/ND-CP regulating electronic transactions in the field of social insurance and the National Database on insurance, there are 7 groups of information such as: Basic personal data; citizen contact information; household information; social insurance information; health insurance information; unemployment insurance information; information about employers.

Using the electronic Social Insurance Book is a new step forward in the 4.0 technology revolution and digital transformation of the Social Insurance industry, helping employees and people easily and conveniently access, look up information, monitor the payment process, enjoy social insurance, health insurance, unemployment insurance, medical examination and treatment history anytime, anywhere through the VssID-Social Insurance Number or VNeID application on mobile phones or computers, and can use the image of the Health Insurance card on the application for medical examination and treatment.
