The national airport system will be adjusted to better suit the development requirements in the new period. Notably, Mang Den and Van Phong airports will be included in the planning study, according to the report recently sent by the Ministry of Construction to the Prime Minister.
The Minister of Construction has just signed Document No. 68/TTr-BXD to the Prime Minister , requesting approval of the task of preparing and adjusting the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.
According to the content of the Proposal, this planning adjustment aims to study the addition of Mang Den airport (new Quang Ngai province) and Van Phong airport (new Khanh Hoa) to the national airport system. At the same time, the planning will also be reviewed and updated with other contents if necessary, in accordance with the socio-economic development situation and practical requirements.
The main contents of the planning adjustment include: Analysis of natural and socio-economic conditions in areas where new airports are expected to be established;
Study technical factors to choose airport location;
Forecasting transport demand; assessing impacts on airspace, designing flight methods; determining capacity and types of aircraft expected to be operated;
Orientation of land use scale and role and function of each airport.
The time for preparing and adjusting the planning is expected to last about 3 months, from the time the task is approved by the Prime Minister. The Ministry of Construction is the agency in charge of organizing the planning adjustment, responsible for implementing the steps in accordance with the provisions of law.
The report also clearly states that during the implementation process, the Ministry of Construction is allowed to proactively adjust the content and research tasks to ensure the quality and progress of the planning.
At the same time, ministries, branches and People's Committees of provinces and centrally-run cities are required to closely coordinate with the Ministry of Construction according to the assignment of the Government and the Prime Minister.

Vinh International Airport planning capacity of about 14 million passengers/year
Previously, the Prime Minister issued documents No. 9663/VPCP-CN (dated December 30, 2024) and 3926/VPCP-CN (dated May 7, 2025) agreeing in principle to study and add Mang Den and Van Phong airports to the master plan, and at the same time assigned the Ministry of Construction to implement the adjustment and submit it to the Prime Minister for consideration according to regulations.
The most recent adjustment of the National Airport System Master Plan took place in early April 2025, in which Gia Binh Airport was added to the international airport system with an expected design capacity of 5 million passengers/year in the 2021-2030 period and 15 million passengers/year in 2050.
