Transfer medical centers and district hospitals to the Department of Health
On June 23, 2025, the Ministry of Health issued Circular No. 20/2025/TT-BYT guiding the functions, tasks and powers of specialized health agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones under provinces and centrally run cities, effective from July 1, 2025.

According to the Circular, the Ministry of Health requires the Chairman of the Provincial People's Committee to transfer the health center under the District People's Committee to the Department of Health for management to organize the provision of services according to the inter-commune and inter-ward areas; continue to maintain the commune, ward and town health stations, regional polyclinics (if any) under the current health center or arrange the old commune-level health stations into a new commune-level health station and have health points in the old communes to serve the people until there are new instructions from the Ministry of Health.
To specify Circular No. 20/2025/TT-BYT of the Ministry of Health and Official Dispatch No. 6161/UBND-TH dated June 27, 2025 of the People's Committee of Nghe An province on the policy of arranging local medical facilities according to the two-level local government model, on July 3, 2025, the Nghe An Department of Health issued Official Dispatch No. 2813/SYT-TCCB on ensuring activities when implementing the two-level local government model to units in the health sector.
Then, on July 4, 2025, Nghe An Department of Health continued to issue Official Dispatch No. 2823/SYT-NVY on instructions for implementing health sector activities in two-level government organizations to the People's Committees of communes and wards, medical centers, medical practice establishments, and health stations of communes and wards in the province.
Nghe An Department of Health stated: Regarding the organizational structure, the provincial and district-level health service units remain the same. For hospitals and district-level health centers, the Department of Health continues to manage to ensure the organization of health service provision (public service) according to inter-commune and ward areas. Health centers are responsible for guiding and implementing activities on preventive medicine, population, food safety, etc. for health stations under the management of health centers.

Maintain the current commune, ward and town health stations under the health center to serve the people until the project to rearrange public health service units in Nghe An province is approved by the Provincial People's Committee.
It is expected to arrange 457 old commune-level health stations into 130 commune-level health stations according to the new commune-level administrative unit and have medical points (under the main commune health stations) at the old commune health stations to serve the people, especially in mountainous areas and large areas, creating favorable conditions for people to access health care services.

Regarding medical examination and treatment and disease prevention, the Department of Health requires units to coordinate with the Social Insurance of Region VII and the Inter-district Social Insurance to continue to implement and maintain medical examination and treatment under health insurance at medical examination and treatment facilities in Nghe An province; continue to implement medical examination and treatment contracts under health insurance with medical stations in the province according to the instructions of the Department of Health on registration for initial medical examination and treatment and transfer of patients between medical examination and treatment facilities under health insurance in Nghe An province.
The Department of Health also requested units to strictly implement the instructions to avoid disruption or impact on the provision of medical services in the locality until new instructions and directions are available.
Calculation to add staff to new medical station
At present, Nghe An has 7 district hospitals, 20 medical centers (9 medical centers without beds) and 460 medical stations. Nghe An Department of Health has oriented management, guidance and direction for district hospitals and medical centers for inter-commune and ward areas.

For example, Vinh City Medical Center provides specialized and technical services on preventive medicine and population according to regulations for 6 wards: Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc and Cua Lo; directly manages, directs and guides the activities of 33 medical stations located in 6 wards. Vinh City General Hospital directly guides the medical examination and treatment activities and health insurance medical examination and treatment for 33 medical stations located in 6 wards.
Basically, the directions and instructions of Nghe An Department of Health are very clear. The roles, functions and tasks of the units have not changed compared to before. And after these directions and instructions, all medical centers and medical stations in the area have clearly defined their tasks and can work with peace of mind...

The Center has directed specialized departments and medical stations to continue to enhance their responsibility in monitoring and preventing epidemics; strengthen vaccination work, carefully prepare for the Vitamin A supplementation campaign; maintain internal solidarity; promote the effective application of information technology in performing professional tasks; strengthen communication work on new policies and new documents of the Party, State and the industry; be proactive in advising the new commune-level government after the merger, in order to ensure that grassroots medical work is increasingly strong and effective.
The district health center has also conducted an inspection of pharmaceuticals and medical equipment at health stations. This inspection aims to assess the current situation, promptly guide and support the stations to improve the efficiency of management and use of drugs and equipment, and better meet the needs of medical examination and treatment for people in the new period.

Through understanding, medical centers and health stations all agree with the policy of rearranging public health service units in the area, but also request Nghe An province to base on the instructions of the Ministry of Health to build the functions, tasks and powers of new ward and commune health stations and health points; soon issue a project to rearrange public health service units based on the reality of the localities.
The Department of Health needs to soon calculate and direct the implementation of transferring, supplementing and balancing human resources so that health stations and medical points are eligible to sign health insurance examination and treatment contracts. In particular, it is necessary to increase the number of doctors and pharmacists at new ward and commune health stations and medical points.../.
