The draft circular on Regulations on quality assessment of higher education institutions of the Ministry of Education and Training has many new points to promote a culture of quality assurance in a substantial way.

The Ministry of Education and Training has just announced a draft circular on Regulations on quality assessment of higher education institutions. The new draft makes important adjustments to update international standards, reduce administrative burdens for higher education institutions, and promote a culture of quality assurance in a substantive manner.
Only 2 levels left: Pass and Fail
Accordingly, the new set of standards is shortened from 25 standards and 111 criteria to 15 standards and 60 criteria, divided into 3 groups: strategy, system, and results. This streamlining helps eliminate duplication and focus on core requirements such as: vision, mission, development strategy, financial and human resource management, innovation, scientific research, labor market engagement, and community service.
Instead of the previous 7-level scale, the draft applies 2 assessment levels: pass and fail. In addition, a "conditional pass" mechanism is added for educational institutions to be recognized if they meet most of the criteria and have a specific improvement plan within a certain period of time.
In particular, the draft proposes two options for consultation, including one that identifies a number of conditional criteria - core criteria that must be met - to ensure that schools focus on system foundations and accountability to be compatible with the provisions of Circular No. 04/2025/TT-BGDDT on accreditation of training programs at all levels of university education.
Unlike the previous draft, which required the issuance of separate documents for separate guidance, this draft integrates all criteria assessment guidelines and 15 forms into appendices attached to the circular. This makes the document clearer in terms of law, creates consistency in application, and is convenient for both educational institutions and accreditation organizations.
2 cases of revoked inspection certificates
Notably, the draft adds cases of revocation of accreditation certificates, and clarifies the responsibilities of educational institutions, accreditation organizations and management agencies in post-assessment monitoring.
Specifically, the certificate of quality assessment of a university education institution that is still valid will be revoked if there is a violation in one of two cases. First, when the results of the assessment are recognized and the certificate of quality assessment of a university education institution is granted when the university education institution does not meet the conditions of the circular. Second, the university education institution during the assessment period does not meet the requirements for maintaining quality assurance conditions according to the conclusion of the competent authority.
The draft also has separate regulations for schools under the Ministry of Public Security and the Ministry of National Defense to ensure information confidentiality requirements. At the same time, other institutions must publicly disclose self-assessment reports and external assessment reports, contributing to improving transparency and accountability to society.
The new standards and criteria emphasize internal quality assurance (IQA), information management and continuous quality improvement. Educational institutions need to effectively operate data management tools and measure outputs, thereby better serving quality monitoring, evaluation and improvement.
This draft is expected to replace Circular No. 12/2017 of the Ministry of Education and Training on quality assessment of higher education institutions, after more than 7 years of application. See full information of the draft HERE .
