On September 3, the Department of Education and Training of Ho Chi Minh City sent a notice to departments, branches, sectors, unions, units, organizations, enterprises... about implementing the Directives and Resolutions of the Party and State on practicing thrift and combating waste.
The most important highlight of the document is the policy of not accepting congratulatory flowers in any form at the opening ceremony of the 2025-2026 school year from agencies, organizations, businesses, parents and individuals. Schools are required to proactively and widely announce this policy to all relevant parties.
The Department also requires schools to limit decoration with fresh flowers in areas such as stages, podiums, and school gates. The document clearly states: "Only use flowers in places that are truly necessary to create highlights, ensuring aesthetics without being ostentatious or wasteful."
Not only does it focus on saving, the new policy also aims at profound human values. The document of the Department of Education and Training emphasizes accompanying and sharing the difficulties of people in the mountainous provinces, the Northern midlands and the North Central region that have been severely affected by storms No. 4 and No. 5.
The Department of Education and Training of Ho Chi Minh City encourages organizations and individuals to convert their congratulations into practical contributions to the school's scholarship fund or join hands to support flood victims.
Previously, some schools had also pioneered this. Many schools announced that they would not accept congratulatory flowers, but would instead convert them into scholarships to give to students in difficult circumstances.
