Speaking to Thanh Nien Newspaper reporter, Associate Professor Dr. Nguyen Dinh Tu, Chief of Office of Ho Chi Minh City National University, said that for the past 4 years, Ho Chi Minh City National University has not been able to start construction of new projects and has had to repay the state budget nearly 2,000 billion VND.

Associate Professor, Dr. Nguyen Dinh Tu informed: "The development strategy of Ho Chi Minh City National University for the period 2021-2030, with a vision to 2045, aims to develop a green, friendly and modern urban area. However, at this time, no new constructions can be built because of 3 reasons that cannot be resolved."

The projects included in the construction planning of Ho Chi Minh City National University include common infrastructure (roads, water supply and drainage systems, etc.), buildings, classrooms, laboratories, etc. at member schools.

According to Mr. Tu, the first is the difficulty and problem in compensation and site clearance of the remaining 11% of the land area. It is known that as of June 2024, Ho Chi Minh City National University has reclaimed 573.07 hectares out of a total of 643.7 hectares, reaching 89.02%. The remaining 11% is concentrated in the area of Ho Chi Minh City University of Social Sciences and Humanities, University of Natural Sciences and Software Technology Park Phase 2.

"Some households have not shared or supported, deliberately delayed, resisted, and refused to cooperate with local authorities in the inventory work. The time has been prolonged, but the compensation policy for site clearance has changed. The previously estimated amount for site clearance has been used up due to the increase in compensation prices. If we continue to implement, we must adjust the total investment in the site clearance compensation package. But according to the new regulations, it is very complicated," said Mr. Tu.

The next two reasons are legal problems and delays in approving the 1/500 detailed planning and problems due to bidding regulations, especially for the system of specialized equipment serving research and development.

The representative of the National University affirmed that this greatly affects the teaching and scientific research of nearly 100,000 students and 6,000 teachers, affecting the development strategy of Ho Chi Minh City National University for the period 2021-2030, vision 2045 with the goal of developing the Ho Chi Minh City National University Urban Area to be green, friendly and modern.

In particular, there is a risk of delay and cancellation of the Vietnam National University Development Project - Ho Chi Minh City National University Sub-project (VUDP-HCM Project) when the project completion date is 2025.

Most recently, in the submission to the Prime Minister for approval of the Project to Develop Ho Chi Minh City National University into the group of leading highereducation institutions in Asia, Ho Chi Minh City National University continued to request authorization to appraise and approve detailed planning of component projects under the management scope of this unit.

"We propose that the Government and the National Assembly can give Ho Chi Minh City National University a special mechanism. For example, continue to authorize the Director to approve detailed 1/500 planning of projects under Ho Chi Minh City National University as before. At the same time, give the Director of Ho Chi Minh City National University the right to decide within a certain scope on equipment, machinery, and experimental equipment...", Mr. Tu shared the viewpoint of the leaders of Ho Chi Minh City National University.
