General Secretary To Lam attends the 1st Congress of Nghia Tru Commune Party Committee

On July 13-14, the Party Committee of Nghia Tru commune (Hung Yen) held its first Congress for the 2025-2030 term with the participation of 230 official delegates representing 1,541 Party members. General Secretary To Lam attended and spoke at the Congress.

Attending the Congress were comrades: Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee; comrades leading a number of central agencies, leaders and former leaders of Hung Yen province.

At the Congress, delegates discussed and contributed opinions to the draft documents of the 20th Hung Yen Provincial Party Congress and the documents of the 14th National Party Congress; discussed and voted to approve important contents stated in the Political Report of the Commune Party Executive Committee and the Review Report of the Commune Party Executive Committee for the 2020-2025 term submitted to the Congress.

Nghia Tru Commune Party Committee was established on the basis of merging 3 Party Committees of Long Hung Commune, Nghia Tru Commune and Vinh Khuc Commune. Nghia Tru Commune Party Committee has 1,541 Party members, operating in 47 Party cells; of which, 1,497 are official Party members, 44 are probationary Party members, and 739 Party members have been awarded Party badges.

During the 2020-2025 term, the implementation of the Party Congress resolutions of the communes was carried out in conditions with opportunities and advantages, as well as many difficulties and challenges. With the spirit of solidarity, innovation and creativity, the Party Committees and people in the commune have strived to achieve important results in many fields. The economy has developed sustainably; socio-culture has improved; political security and social order and safety are stable; infrastructure has been gradually invested synchronously and modernly; budget revenue exceeded the set target. In 2025, the average income per capita is 152 million VND; the revenue value per hectare of cultivated land is 316 million VND. The commune has no more poor households; the rate of near-poor households is below 0.2%.

The Congress has resolved on the direction, goals and tasks for the 2025-2030 term, which are to be determined to build the Party Committee of Nghia Tru commune and a clean and strong political system; promote the tradition, will, aspiration and strength of great national unity; promote innovation, digital transformation, associated with urban development, trade, services, tourism and high-quality agriculture; maintain national defense and security; determined to build a rich, civilized commune and become an ecological, smart and modern urban area, basically meeting the ward criteria by 2030.

In which, the specific targets: Average economic growth rate from 13-15%/year. Economic structure: agriculture 5%, industry-construction 45%, trade, services, tourism 50%. Revenue value per hectare of cultivated land is 350 million VND. Total average income per capita/year reaches 200 million VND. Total budget revenue in the area is 2,200 billion VND. Maintain no poor households, reduce the rate of near-poor households to below 0.15%. Strive to attract 2-3 million tourists/year. Urbanization rate reaches over 51%, basically meeting the standards of wards under the province. During the term, strive to admit 150-170 party members. Administrative reform indicators are ranked among the top in the province.

Speaking at the Congress, General Secretary To Lam highly appreciated the Party Committee of the commune for seriously and thoughtfully preparing and organizing the Congress; in which the Political Report clearly demonstrated the openness, innovative thinking, fighting spirit and high political determination. The General Secretary emphasized that the Congress had identified quite comprehensive goals for the coming term, but it is important that those goals must be built into an action program and implementation plan with specific time frames. Along with that, it is necessary to maintain a stable political environment, a safe and healthy social environment; promote the vanguard and exemplary role of Party members, the spirit of active innovation and creativity among all cadres, Party members and people to promote rapid and sustainable socio-economic development, and continuously improve all aspects of people's lives.

Suggesting some contents on directions and tasks, the General Secretary stated that the Party Committee needs to affirm the role of the commune in the new development space. After the merger, the commune has a larger natural area, a larger population, a more diverse economic scale, and is located in the expanded development corridor of the capital, at the junction between urban and rural areas. Therefore, the commune needs to promote its advantages, striving to become a model of urban development associated with ecological agriculture and new rural services.

To focus on economic development, the commune needs to take advantage of the suburban area, plan reasonably, carry out urbanization associated with the development of high-quality services, form urban support service areas, central logistics services for agriculture, gradually standardize urban infrastructure, towards becoming a ward. Develop high-quality specialized agriculture; plan concentrated production areas according to smart agriculture models, ecological agriculture, and experimental agriculture associated with VietGap standards. The commune needs to focus on restructuring the labor force, increasing people's income in parallel with economic restructuring; strengthen vocational training, develop digital skills, business skills for people, encourage agricultural startups, and on-site creative services.

The General Secretary requested the Party Committee and the communal government to focus on building a modern, transparent, intelligent and effective governance system; promote administrative reform to best serve the people's needs. Innovate management thinking in the direction of a constructive government. Communal cadres have comprehensive capacity, are close to work, and are close to the people. Build a clean and strong communal Party Committee in all aspects; innovate leadership methods in a scientific, close, disciplined and disciplined manner; strengthen Party cell activities, improve the quality of Party members and the capacity of Party cells to act; do a good job of developing new Party members, especially among the young workforce. Continue to strictly implement the Central Committee's resolutions and conclusions on Party building and rectification; effectively implement Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo to build a contingent of cadres with enough heart, vision, talent and credibility, and practice what they preach.

Immediately after the Congress, the new Party Committee urgently concretized the Resolution of the Commune Party Congress into programs and plans with a clear roadmap and specific assignments. Organize the commune apparatus in a streamlined, efficient, close-to-the-people, and for-the-people direction. Review the commune's spatial development plans in the direction of integration with the provincial planning and closely follow the planning of the Capital region, ensuring harmonious and sustainable development, with a long-term development vision until at least 2045. Proactively mobilize resources to promote production and business development in the area but resolutely preserve the environment, absolutely not trading the environment for development.

At the Congress, delegates heard the announcement of the Decision of the Hung Yen Provincial Party Committee Executive Committee on the appointment of members to the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Nghia Tru Commune Party Committee for the 2025-2030 term. Accordingly, the Commune Party Committee Executive Committee consists of 26 comrades, and the Commune Party Committee Standing Committee consists of 9 comrades.
