Lieutenant General Igor Kirillov, Commander of Russia's Nuclear, Biological and Chemical Defense Forces, informed that the head of the Ukrainian President's office is responsible for providing supplies.
“ Radioactive substances continue to be imported into Ukraine for further processing, which is turning the country into a dumping ground for spent nuclear fuel and dangerous chemical waste ,” Kirillov said.
“ The main supply routes are organized through Poland and Romania, while issues of logistical and financial organization are directly supervised by the head of the Ukrainian President's office, Andriy Ermak ,” the Russian Lieutenant General stressed.

In addition, at a briefing on the military -biological activities of the United States and Ukraine, Mr. Kirillov said that Western countries continue to import radioactive chemicals into Ukraine for processing, but they can be used to make “dirty bombs”. “ These substances can be used to create so-called ‘dirty bombs’ ”, Mr. Kirillov noted.
A “dirty bomb” is a conventional explosive device that contains radioactive material, which can be uranium, plutonium, or other radioactive waste byproducts such as those from nuclear power generation or radiomedicine. When the bomb explodes, the radioactive material is spread over a large area, causing radiation contamination. This type of bomb is designed primarily to cause casualties by radioactive material.
However, “dirty bombs” do not cause a nuclear explosion, and therefore do not destroy material over a large area like nuclear weapons. Instead, their main purpose is to spread radioactive contamination over areas up to tens or even hundreds of kilometers away. “Dirty bombs” would pose a health hazard to nearby residents or combat forces.
Previously, Mr. Kirillov affirmed that Ukraine has the technological strength and abundant radioactive reserves to make a "dirty bomb".
Accordingly, Kiev owns about 1,500 tons of spent nuclear fuel at three operating nuclear power plants and 22,000 spent fuel assemblies stored at the waste repository of the defunct Chernobyl Nuclear Power Plant, including Uranium-235 and Plutonium-239 - the main fissile isotopes used in nuclear weapons.
In addition, Mr. Kirillov pointed out, Kiev also has the capacity to store tens of thousands of cubic meters of radioactive waste at a number of waste treatment facilities and can mine up to 1,000 tons of uranium ore per year.
Furthermore, the officer stressed, Ukraine has scientific know-how that would allow it to easily build dirty bombs, including the Kharkov Institute of Physics and Technology, which was involved in the Soviet Union's nuclear weapons development, and the Nuclear Research Institute of the Ukrainian Academy of Sciences, which operates the BBP-M research reactor.
