Quarantine of imported animal products for food has just undergone remarkable changes, effective from July 1. The new adjustments related to sampling and testing promise to have a major impact on food import activities.

Recently, the Ministry of Agriculture and Environment issued a circular amending and supplementing a number of articles of Circular No. 25 of the Ministry of Agriculture and Rural Development issued in 2016 in the regulations on quarantine of terrestrial animals and animal products. The circular takes effect from July 1.

Accordingly, in the content of the imported animal products section, for animal products used as food, if they belong to the high-risk group, samples will be taken from each shipment to check and test for indicators according to regulations.

For the Salmonella and EColi (strain O157:H7) indicators, the Ministry of Agriculture and Environment has specific instructions when taking samples.

"Take samples of the first 3 batches for inspection and testing. If the results of all 3 batches meet the requirements, then take samples from 1 random batch for inspection and testing for every 3 subsequent batches. If a batch is found to not meet the requirements, take samples of the next 3 batches for inspection and testing," the ministry noted.

In addition, the animal quarantine agency at the border gate checks the actual condition of the goods, takes samples at the border gate, and issues a transport certificate (form 14b) for the owner to transport the goods to the animal product storage warehouse at the request of the owner.

In case the animal products cannot be sampled at the border gate, the border quarantine agency will conduct an inspection of the actual situation and take samples at the animal product storage warehouse at the request of the owner. And the owner is responsible for transporting and preserving the goods while waiting for quarantine.

Frozen animal products must be kept at the border gate until the inspection results meet the requirements.

Enterprises have grasped information and complied with new regulations in animal quarantine.

On July 1, the first day the circular took effect, Tuoi Tre Online recorded imported goods arriving at customs ports. Most businesses said they had grasped the information and were ready to comply with the new regulations on animal quarantine.

"New regulations to tighten animal quarantine, especially to eliminate animal products infected with EColi or Salmonella. At the same time, create a clean imported food market and filter businesses," said a business in Saigon ward, Ho Chi Minh City.
