On the morning of July 3, the Legal Committee of Nghe An Provincial People's Council held a meeting to review a number of draft resolutions and reports expected to be submitted to the 31st Session of the 18th Provincial People's Council, term 2021 - 2026, in the legal field; including regulations on fees and charges for performing administrative procedures through online public services in the province.

Attending the review meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; and leaders of a number of provincial departments, branches and sectors.
Comrade Pham Thanh Chung - Standing Member, Head of the Legal Committee of the Provincial People's Council chaired the review meeting.
Expected 6 types of procedures will not collect fees through online public services
Examining the draft resolution regulating the collection of fees and charges for performing administrative procedures through online public services in Nghe An province, the meeting participants basically agreed with the content of the draft submitted by the Department of Finance - the drafting agency.

This is a legal regulation under the authority of the Provincial People's Council to ensure compliance with the provisions of the Law on Promulgation of Legal Documents 2025, the Law on Fees and Charges 2015 and other legal documents, along with the actual conditions of the locality; creating a unified basis for departments, branches, localities, organizations and individuals in the province to implement; at the same time, to encourage people and businesses to use online public services.

Accordingly, of the 9 types of fees and charges under the authority of the Nghe An Provincial People's Council previously issued on collection levels, this draft resolution presents 6 types of administrative procedures through online public services (submitting documents in the electronic environment) at 0% of the collection level according to the resolutions previously issued by the Provincial People's Council (meaning no fees or charges are collected).

6 types of fees include:
+ Fee for appraisal of projects, reports on exploration, assessment of reserves, exploitation and use of underground water; fee for appraisal of dossiers and conditions for practicing underground water drilling; fee for appraisal of projects on exploitation and use of surface water and seawater;
+ Fees for selection and recognition of mother trees, parent tree gardens, and seed forests;
+ Business registration fee;
+ Civil status fee;
+ Fee for granting Work Permits to foreign workers working in Nghe An;
+ Construction permit fee in Nghe An province.

There are 3 types of fees that are kept at the same collection level according to the resolutions issued by the Provincial People's Council, meaning that the collection level when submitting documents through online public services (electronic environment) is 60% compared to the form of direct submission at the public administrative service center.
Including appraisal fee for environmental impact assessment report; appraisal fee for issuance, re-issuance, adjustment of Environmental License; appraisal fee for environmental improvement and restoration plan; fee for providing information on secured transactions using land use rights, assets attached to land and registration fee for secured transactions; appraisal fee for application for Certificate of land use rights; fee for exploitation and use of land documents and fee for issuance of Certificate of land use rights, house ownership rights, assets attached to land in the province.

Conducting the review of the draft resolution on regulations on content and expenditure levels for organizing recruitment and reception of civil servants and public employees; civil servant promotion exams, and consideration of promotion of professional titles of public employees in the province; the Provincial People's Council's Legal Committee requested the Department of Home Affairs - the agency in charge of drafting the resolution to review and adjust the layout and presentation format of the document; at the same time, absorb the opinions of the meeting participants to continue studying, adjusting and supplementing.

Review of 8 reports in the legal field
The Legal Committee of the Provincial People's Council also reviewed draft thematic reports of the Provincial People's Committee on the implementation results of the first 6 months of the year and tasks and solutions for the last 6 months of 2025, and submitted them to the regular mid-year meeting of the Provincial People's Council in 2025.
Including reports on administrative reform work; reports on results of corruption prevention and control; reports on results of citizen reception, handling of complaints and denunciations of citizens; reports on ensuring traffic safety; reports on the fight against crime and law violations; reports of the Provincial People's Procuracy; reports of the Provincial People's Court; reports of the Provincial Civil Judgment Enforcement Department.

The issue that the meeting participants were interested in suggested that the drafting agencies, in their reports, need to clearly identify key tasks and propose specific solutions to both overcome existing problems and limitations, especially those that have been raised in many sessions of the Provincial People's Council; at the same time, meet the requirements of operation, management and implementation of tasks according to the two-level government.

Specifically, regarding administrative reform reports, it is necessary to innovate the way of thinking and reporting in the spirit of self-criticism and criticism, ensuring the principle of "clear people, clear work"; which agencies and units have done well and which have not done well need to be frankly stated in the report.
In particular, it is necessary to clearly analyze the causes of the decline in administrative reform indexes and public administrative management efficiency indexes and propose specific solutions; at the same time, invest in facilities and equipment, arrange human resources, train and improve the capacity of cadres and civil servants to effectively perform administrative reform tasks according to the 2-level local government model.

Regarding the report on the work of receiving people, handling complaints and denunciations of citizens; the Legal Committee of the Provincial People's Council requested the Provincial Inspectorate to proactively research and advise on solutions to resolve prolonged and complicated petitions and cases; at the same time, improve the quality of inspection when receiving inspection tasks from departments, branches and district-level units.

Regarding the report on traffic safety work in the province, the Provincial People's Council's Legal Committee requested the drafting agency, the Department of Construction, to pay attention to solutions to overcome shortcomings in traffic infrastructure and unreasonable or damaged signs and directions...
Through the review of draft resolutions and specialized reports in the legal field by the Provincial People's Committee, the Provincial People's Council's Legal Committee requested the departments and branches in charge of drafting to continue and supplement the contents that the meeting participants commented on to complete the documents to be sent to the Provincial People's Council within the prescribed time.
