(1) Cadres, civil servants, and public employees holding specialized positions in information technology management or information technology (including: Information technology industry or digital technology industry, digital technology, information technology application, digital transformation); network information security or information security, network security; electronic transactions and other positions related to digital transformation issued by competent authorities.

(2) Officers, professional non-commissioned officers, technical specialists and public security workers of the People's Public Security; officers, professional soldiers, defense workers and civil servants of the People's Army and people working in cryptographic organizations receiving salaries from the State budget specializing in digital transformation, network safety and security, ensuring national sovereignty in cyberspace and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security .

According to Article 3 of Decree 179/2025/ND-CP, the support level is stipulated as follows:

1. Subjects specified in Article 2 of this Decree are entitled to a support level of VND 5,000,000/month.

2. The support level prescribed in Clause 1 of this Article is paid with the monthly salary and is not used to calculate social insurance and health insurance contributions and benefits.

3. The support level prescribed in this Article shall apply until salary policy reform is implemented according to the policy of competent authorities.

Where does the funding come from?

Regarding the funding source for implementation with cadres, civil servants, and armed forces, the State budget will be guaranteed according to the current budget decentralization stipulated in the State Budget Law and other legal funding sources.

In case a public service unit self-insures its regular and investment expenses, the Government shall prescribe the funding for payment of support levels from the unit's revenue from its public service activities and other legal sources of revenue.

In public service units that self-insure regular expenses, the source of support payment comes from the unit's revenue from service activities and other legal sources.

In public service units, a portion of regular expenses are self-insured, and the funding for support is from the unit's revenue from public service activities, the State budget, and other legal sources of revenue.

The State budget will allocate funds based on the number of people working full-time in digital transformation and receiving salaries from the State budget assigned by competent authorities, if any.

On the other hand, public service units whose regular expenditures are guaranteed by the State budget have sources provided by the State budget./.
