Multi-Efficiency Streaming
Son Vi border commune, one of the areas farthest from the provincial administrative center with a distance of over 300 km. To operate the 2-level local government, the commune has invested in and upgraded the transmission line system, television and terminal equipment to ensure stable connection with the provincial center. Chairman of Son Vi Commune People's Committee Sung Mi No said: The commune proactively coordinates with units such as VNPT , electricity, to ensure the transmission line is always smooth, especially in adverse weather conditions. On the day of announcing the merger of Ha Giang and Tuyen Quang provinces, more than 120 cadres and people attended online at the commune center. Through the screen, cadres, party members and people directly witnessed the solemn and meaningful atmosphere of the major political event and fully received the orientations and instructions from the provincial leaders, creating favorable conditions for concretizing into practical activities in the coming time.
Implementing the digital transformation strategy, in recent years, the deployment of the online conference system from the province to the grassroots level has effectively contributed to the direction and administration of Party committees and authorities at all levels; saving time and costs for organizing conferences and gradually building a modern administration. Many important conferences were held at the central bridge of the province, connecting to all communes, attracting thousands of cadres and party members to attend. Since then, the Party's guidelines and policies and the State's laws have been transmitted quickly, synchronously and widely to the grassroots level. The component indicators in administrative reform and the level of readiness to apply information technology of the province have continuously improved, increasing their rankings year by year. On the morning of June 30, the time of announcing the Resolution and Decision of the Central and local governments on merging administrative units, the online conference system successfully connected from the central bridge of the province to 124 communes and wards. Careful preparation helped the major event to be conveyed promptly, spreading a strong spirit of unity to the entire political system and people.
However, the implementation process still faces some difficulties. Director of VNPT Ha Giang Information Operation Center Trinh Trung Dung said: Some communes have unsynchronized equipment; VNPT's technical staff is not enough to be on duty at all connection points, while the team of staff in charge of information technology at the commune level is still confused in coordinating and handling incidents. Accompanying the locality, VNPT Group will continue to coordinate to organize training, guidance, and technical support for commune-level staff; inspect and urge units to operate the system effectively, and at the same time have a plan to upgrade the transmission line, ensuring the system is always stable and effective.
Smooth public services
On the third working day at the Public Administration Service Center of Ha Giang 2 Ward, the working atmosphere took place urgently, the requests for administrative procedures of the people were carried out smoothly and effectively. Ha Giang 2 Ward was established on the basis of rearranging administrative units including Minh Khai, Tran Phu, Ngoc Ha, Ngoc Duong wards and Phong Quang commune with an area of over 66 km2 serving nearly 33,000 people. From infrastructure, equipment, transmission lines to connection networks, all have been invested and upgraded synchronously. Ms. Nguyen Thi Thanh, Group 5, Ha Giang 2 Ward shared: "I came to redo some documents, before coming, I was quite worried because I did not know what difficulties and problems would arise after the merger, change of address, state agencies. But when I came here, I was happy because the staff guided me enthusiastically and thoughtfully, the procedures were carried out quickly, without wasting time waiting".
With the goal of building a digital government, taking people and businesses as the center of service, the Provincial People's Committee has promptly issued documents directing the implementation of administrative procedures (AP) when arranging and streamlining the organizational apparatus, requiring agencies and units to receive and handle APs in accordance with regulations, ensuring stability, continuity, smoothness, efficiency, and no interruption; reviewing and standardizing APs, establishing the process of handling APs on the Provincial AP Information System; implementing AP resolution regardless of administrative boundaries.
