Ho Chi Minh City discusses 2-level local government after 3 days of operation

On the morning of July 4, the Ho Chi Minh City People's Committee held a meeting on the socio-economic situation in the first 6 months of the year; key tasks and solutions for the last 6 months of 2025. This is the first socio-economic meeting of the new Ho Chi Minh City, with many discussions on the operation of the 2-level local government apparatus. Comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee and Vice Chairmen of the Ho Chi Minh City People's Committee, co-chaired.

Smooth operation after 3 days of operation

The leader of the People's Committee of Saigon Ward said that in the first 3 days of operation, the ward established departments, centers, affiliated public service units, and completed its personnel.

Saigon Ward Public Administration Service Center received 303 administrative procedure files, of which 256 were submitted in person and 47 were submitted online. The Center returned results for 311 files (including files transferred from the old District 1).

The Ward People's Committee has worked with the Ward Police, Military Command, and neighborhoods to ensure that no work is missed or the area is left vacant.

The leader of Saigon ward said that the feedback from people and businesses in the first days was quite positive, the ward continued to listen, be open-minded, and continuously review to rectify and improve the quality of service to people.

Meanwhile, Secretary of the Con Dao Special Zone Party Committee Le Anh Tu said that the special zone has basically completed its organizational structure. In 3 days, the Public Administration Service Center received 32 applications, mainly in person. The reason for not having any online applications is that they are currently re-issuing digital signatures.

The Secretary of the Con Dao Special Zone Party Committee made a number of recommendations to the city's departments and branches, including sending doctors and medical experts to support.

The leaders of Can Gio commune also informed that the preparations and implementation of activities of the two-level local government were carried out carefully. The agencies and units have operated stably to receive and return documents to the people within the prescribed time.

People in the commune are very excited, confident and expect the service of the new local government.

Discussing at the meeting, comrade Pham Thi Thanh Hien, Director of the Ho Chi Minh City Department of Home Affairs, said that in early July, the city focused on perfecting the organization and government apparatus to operate according to the new model.

The Department of Home Affairs will advise the Ho Chi Minh City People's Committee to provide the best support for 168 wards, communes, and special zones to complete shared information technology systems such as: document management, Portal 1022, and administrative procedure settlement.

The Department also focuses on understanding the thoughts and aspirations of civil servants, especially the difficulties in moving between localities, to arrange and assign jobs suitable to family circumstances, personal abilities and strengths, and the needs of agencies and units.

Director of the Digital Transformation Center Vo Thi Trung Trinh said that in the past 3 days, the administrative procedure settlement system recorded the receipt of 60,277 records, of which 17,744 were online and 42,527 were in person in all fields. Administrative procedures arising at the commune level were 28,236 records (of which 10,186 were online and 18,047 were in person).

According to comrade Vo Thi Trung Trinh, to serve the operation of two-level local government, network operators do not have bandwidth limits, so the transmission line is stable.

The current problem affecting operations is the IT infrastructure in wards and communes. According to him, there should be a plan to invest in IT infrastructure for wards, communes and special zones.

In addition, the settlement of administrative procedures is interconnected through many systems of ministries to resolve. Among them, some systems are not yet operating stably.

The Digital Transformation Center has received reports of difficulties in looking up information on civil status, businesses and some other operations. The Center has worked with ministries to make this operation smoother in the future.

Director of the Department of Science and Technology Lam Dinh Thang stated that in the last 6 months of the year, efforts will be made to popularize fiber optic cable to 100% of households; cover 5G network to 100% of locations with high demand; check to eliminate mobile signal depressions at 100% of communes. At the same time, maintain fixed and mobile broadband speed infrastructure on par with advanced countries.

Challenging growth target for new HCMC

Besides the operation, the growth target of the new Ho Chi Minh City was also discussed by delegates.

Comrade Nguyen Khac Hoang, Head of the Ho Chi Minh City Statistics Office, said that international organizations forecast that our country's growth will be 0.2% lower than at the beginning of the year, due to the tariff policy.

According to him, Ho Chi Minh City has only collected about 36.4% of the country's budget, and its GDP accounts for about 25% of the country's. With such a scale, 1% growth of Ho Chi Minh City is about 17,200 billion VND, equivalent to the scale of some provinces and cities that have not been reorganized. Therefore, the growth of 7.49% in the first 6 months of the year is a very hopeful number.

However, to complete the target assigned by the Government and the People's Council, in the last 6 months of the year, Ho Chi Minh City must grow by at least 10%.

According to the analysis of the statistics industry, public investment in the past 6 months reached 32.9%, which is relatively good compared to previous years, but the remaining 6 months, having to disburse more than 11% each month, is still very challenging.

The leader of the Ho Chi Minh City Statistics Department noted that the consumer price index is very high at 4.44% in the first 6 months of the year, the highest in the past 3 years, almost reaching the 5% threshold set by the National Assembly. The price increase has a great impact on purchasing power, production, and economic growth.

In June, the number of newly established enterprises increased the most since the beginning of the year. However, in general, in the first 6 months, the ratio of 10 enterprises entering the market, 9 enterprises withdrew from the market, proving that the investment and business environment still has bottlenecks, requiring specific solutions to remove them.

“Based on the advantages of the three localities, all levels and sectors need to have new growth targets based on their own advantages to promote. At present, price stabilization is an issue that needs attention, avoiding some people taking advantage of the fight against counterfeit goods and new tax policies to increase prices,” said comrade Nguyen Khac Hoang.

Agreeing with the above analysis, Director of the Ho Chi Minh City Institute for Development Studies Truong Minh Huy Vu continued to propose a "green channel" to quickly handle infrastructure projects; cut administrative procedures to clear the market.

At the same time, attract strategic investors early, form complexes to catch the investment wave. Along with that, promote social security, stabilize prices to minimize negative impacts when the consumer price index increases.

Regarding this, Director of the Department of Industry and Trade Bui Ta Hoang Vu said that in the last 6 months of the year, the market stabilization program will continue to be promoted and promotions will be organized. At the same time, the progress of projects to develop exhibition centers, contact domestic and international investors, support small and medium enterprises in digital transformation, trade promotion, and organize fairs at home and abroad will continue.

Regarding industrial development, comrade Bui Ta Hoang Vu said that with the industrial driving force from Binh Duong and Vung Tau (old), the new Ho Chi Minh City will have a large land area for industrial development (45,000 hectares).

To clarify, Head of the Management Board of Ho Chi Minh City Export Processing and Industrial Zones (Hepza) Le Van Thinh said that this July, the project to convert 5 existing export processing zones and industrial zones, including Tan Thuan, Tan Binh, Hiep Phuoc, Cat Lai, Binh Chieu, will be completed. The goal is to propose targets and criteria to attract high-tech industries, improve labor productivity, added value, etc.

The Management Boards of the Export Processing and Industrial Zones of the three localities also discussed and agreed to continue planning land areas of 13,000-13,200 hectares by 2030 to serve industrial development...

According to Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung, Ho Chi Minh City currently has only 64/67 export processing zones and industrial parks in operation, of which Binh Duong accounts for 50%, and it is necessary to study and arrange them effectively.

Meanwhile, a representative of local businesses, Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex Binh Duong, expressed his belief that the merger of the three localities would create a huge breakthrough.

According to Mr. Hung, in the past time, Becamex has been assigned many important tasks by the leaders of Binh Duong province in developing local infrastructure. He hopes that the new Ho Chi Minh City government will continue to trust Becamex in particular and businesses in assigning tasks, so that the business sector can contribute to the new Ho Chi Minh City to make a breakthrough. Because the resources from businesses are very large.
