Lieutenant General Tran Minh Duc, Director of the General Department of Logistics and Technology chaired the meeting. At the meeting, delegates reviewed the 75-year tradition of building, fighting and growing of the Army Logistics sector.

Speaking at the meeting, Lieutenant General Tran Minh Duc stated that exactly 75 years ago, on July 11, 1950, President Ho Chi Minh signed Decree No. 121, stipulating the organization of the Ministry of National Defense - the General Command, including 3 agencies: the General Staff, the General Department of Politics, the General Department of Supply (later the General Department of Logistics). The establishment of the General Department of Supply is a historical milestone, marking an important development step of the Army and the Army Logistics sector - the agency for managing, equipping, providing for the Army and producing national defense.

Over the past 75 years, officers and soldiers of the Army Logistics sector have overcome countless difficulties, challenges, hardships and sacrifices; ensuring timely logistics for the armed forces to fight and win, contributing with the entire Party, people and army to write heroic and glorious pages of history for the nation, defeating invaders, winning and maintaining independence, freedom and unification of the Fatherland.

Major General Do Nang Tinh, former Deputy Director of the General Department of Logistics, Head of the Liaison Committee of the Traditional Association of the General Department of Logistics, spoke.

Lieutenant General Tran Minh Duc emphasized: “We will never forget the images of military medics braving bullets to treat wounded soldiers; oil soldiers carrying gasoline over mountains, carrying gasoline on their backs to bring gasoline to the battlefield; convoys of trucks without windshields crossing Truong Son carrying the desire for peace and unification... Those are images, miracles, writing the legends of generations of officers and soldiers of the Army Logistics sector; becoming symbols of strength, will, and pride for today's and future generations.”

With outstanding achievements in the cause of national liberation, national defense consolidation, construction and protection of the Fatherland, over the past 75 years, the Army Logistics sector has had 166 collectives and 157 individuals awarded the title of Hero of the People's Armed Forces, Hero of Labor; tens of thousands of collectives and individuals have been awarded Orders and Medals of various types. The General Department of Logistics has been awarded by the Party and State: Gold Star Order, Ho Chi Minh Order, First Class Independence Order... and many other noble awards.

Implementing Resolution No. 05 of the Politburo, Resolution of the Central Military Commission on adjusting the organization and staffing of the Army for the period 2025-2030 and the following years; on January 24, 2025, the Minister of National Defense signed a Decision on merging the General Department of Logistics and the General Department of Engineering and reorganizing them into the General Department of HC-KT. This is a major event of historical significance for the Logistics and Engineering sector in the process of construction and development with many important contributions to the construction, combat and growth of our Army.

Reporting on some outstanding results since the merger, Lieutenant General Tran Minh Duc said that immediately after the merger and reorganization, the General Department of Personnel and Technical has actively and proactively advised the Central Military Commission and the Head of the Ministry of National Defense; directed and guided agencies and units throughout the army to ensure timely logistics and technical support for training, combat readiness and emergency missions. Especially important political events of the country such as: Ensuring logistics and technical support for the implementation of mission A50; participating in humanitarian assistance and earthquake relief in Myanmar; merging and dissolving to establish local military agencies associated with the implementation of two-level local government and currently implementing mission A80...

Direct and ensure good regular logistics and technical support; organize the creation of sources and purchase of logistics materials, weapons and technical equipment according to plan; promote increased production; effectively implement the work of ensuring and maintaining synchronous and solid weapons and technical equipment for the entire army to perform tasks; improve the technological capacity of facilities repairing and inspecting strategic-level weapons, ammunition and technical equipment.

The work of building the sector has been promoted with good quality; proactively developing plans to implement strategies on military and national defense work to ensure timeliness and effectiveness; promoting the implementation of projects and programs of the HC-KT sector. Up to now, 100% of the targets on logistics and technical work identified in the Resolution of the Congress for the 2020-2025 term have been completed.

The internal construction work of the General Department has made steady progress; Party organizations have well organized Party Congresses for the 2025-2030 term, which were conducted with an enthusiastic, united, democratic and successful atmosphere.
