A location where the roadbed has been completed but the road surface has subsided at the repair project of damaged roadbed, road surface and drainage system, section Km 4 - Km 19 of Provincial Road 226
The investment objective is to repair damaged roadbed, road surface and drainage system in section Km 4 - Km 19, Provincial Road 226, Binh Gia town - Van Mich section, to overcome the damage and degradation of the road, protect the structure of the project, improve the operating capacity and ensure traffic safety on the route.
Regarding the scale of construction, based on the current status of the old road surface, repair and expand the road surface to a width of 5 m and complete the drainage system and traffic safety system within the project.
Accordingly, the project has a total investment of nearly 40 billion VND, capital from the provincial budget, the investor is the Department of Construction, the winning contractor is the joint venture of Vietnam Road Maintenance and Upgrading Technology Joint Stock Company - Ha Tinh Road Construction Joint Stock Company No. 1, construction time is 120 days from the date of the investor's notice of commencement.
In particular, the repair of damaged roadbed and road surface is carried out according to the following process: the old roadbed areas that have sunk and formed potholes are compensated with crushed stone; cold scraping and regeneration is carried out. The total road surface area treated with cold scraping and regeneration in place is more than 71.7 thousand square meters. The entire construction site is deployed on the old roadbed.
Reporters of Lang Son Newspaper and Radio and Television Station surveyed the entire route on June 29, 2025. Although the construction period had expired, the construction unit had basically completed the foundation and road surface from Km 4 - Km 15 and about 700 m at Km 19. At some locations of the old road that were severely damaged within a 3 km radius that had not been constructed, the contractor had compensated for the sagging areas with crushed stone and 2x4 cm stone, but only 1 excavator and 1 car were operating.
Notably, in the section from Km 4 to Km 15, where the road surface has been completed, we recorded 9 locations where the road surface has sunk and cracked on the roadside; one location where the embankment has not been completed, causing traffic safety problems. Of these, 7 locations have been temporarily repaired by the contractor, 2 locations have not been repaired, in addition, in some sections, the contractor has dredged ditches and dumped directly on the roadside...
Mr. Tran Van Tien, construction supervisor of Lam An Construction Investment Company Limited, said: The project progress is slow because the contractor has not focused resources to carry out the project items as committed; since the beginning of May 2025, heavy rain has also affected the contractor's construction progress. The investor has extended the contract implementation period until July 23, 2025.
In addition to slow progress, some completed construction sites have been damaged, and the contractor has not performed well in ensuring traffic safety and environmental sanitation of the project.
Mr. Lam Ngoc Huynh, Khuoi Con village, Minh Khai commune (old), now Hong Phong commune said: The anti-erosion embankment location of the project running through Khuoi Con village was unfinished and stopped construction more than 2 months ago, and until now the contractor has not yet completed the construction, causing traffic safety and environmental problems in the area.
Regarding the slow progress of the project, Mr. Hoang Viet Dong, Deputy Director of the Department of Construction, said: The investor has drawn up a record of the contractor's violations and is reviewing the terms of the contract to impose penalties according to regulations. At the same time, this contractor will not be allowed to participate in bidding for projects invested by the Department of Construction for a period of 3 years. In addition, if the contract extension period expires and the contractor has not completed the work as committed, the investor will consider terminating the contract and adding subcontractors to complete the project.
The project to repair the damaged foundation and road surface of Provincial Road 226 is of great significance to the people in the area. Therefore, the investor needs to promptly have a drastic solution to direct the contractor to organize construction and installation to speed up the progress as well as completely handle the locations that have been completed but have degraded. Thereby, helping the people in the area develop production, promote trade between communes, and gradually improve the people's lives.
