Leaner, more efficient and closer to the people

Implementing the Resolution of the National Assembly Standing Committee and the decisions of the Provincial Party Committee and the Provincial Party Committee Standing Committee, today, July 1, Quang Ninh province, together with the whole country, officially put into operation the 2-level local government model in the area - marking a major step forward in streamlining the organizational apparatus, improving the effectiveness and efficiency of government operations at all levels.

This is not just a change in administrative organization, but a profound and unprecedented institutional reform in the history of modern state governance in Vietnam. By abolishing the district level, the new model opens a new era in the management and organization of the state apparatus – more streamlined, more effective and closer to the people. Behind this historic decision is a strong reform vision, an aspiration to create a service-oriented administration and a belief that institutional reform is a strategic lever to promote sustainable development.

Comrade Doan Hong Phong, member of the Party Central Committee, Party Secretary, Government Inspector General, presented the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Quang Ninh province in 2025 and presented flowers to congratulate the Quang Ninh Provincial Party Committee.

As a locality that has always been a pioneer in implementing the Party's policies, as soon as the Central Government directed the summary of Resolution No. 18-NQ/TW on streamlining the organizational apparatus and the policy of building a 2-level local government model, Quang Ninh identified this as a particularly important task, which needs to be given top priority and implemented with the highest political determination in the spirit of "running while queuing". Since the end of 2024, the province has promptly established a Provincial Steering Committee, resolutely directing Party committees, Party organizations, agencies, units and localities to seriously and comprehensively assess the situation, achievements, limitations, difficulties and lessons learned in the process of implementing Resolution 18. At the same time, build and complete plans for merging and streamlining the organizational apparatus. This process is carried out with the spirit of seriousness, proactiveness and creativity of the entire political system, the responsible dedication of many levels, sectors and localities and the consensus and active response of all classes of people.

To date, the province has completed the plan to merge 171 commune-level administrative units into 54 commune-level administrative units (including 2 special economic zones), with a consensus rate of over 99% among voters. This is a clear demonstration of the people's trust and support for the "revolution of streamlining the organizational apparatus of the political system". On June 16, 2025, the National Assembly Standing Committee passed Resolution No. 1679/NQ-UBTVQH15 on the establishment of 52 communes, wards and 2 special economic zones in Quang Ninh province.

Officially operating the 2-level local government model, Quang Ninh also determined to deploy the new 2-level government model within the overall task of building a clean and strong Party and political system; building a local government that is honest, active, creative, serving, operating effectively and efficiently; improving the capacity of social governance, state management, and sustainable local development governance based on the foundation of science, technology, innovation, and digital transformation; promoting administrative reform, openness, transparency, and taking people's satisfaction as a consistent measure. This is also Quang Ninh's determination before the sacred and important moment of the nation - when the whole country officially operates the 2-level local government apparatus in 34 provinces and cities nationwide - a new administrative entity of the Socialist Republic of Vietnam. At the same time, realizing the direction of General Secretary To Lam: The decision to "rearrange the country" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system in a synchronous, streamlined, effective and efficient manner, towards perfecting a modern, constructive, people-friendly, people-serving administrative system, so that all benefits belong to the people.

Faced with new opportunities, all levels, sectors, each cadre, party member and all people in the province will continue to promote the spirit of solidarity, innovation and creativity; maintain discipline, promote the spirit of "Discipline and Unity", improve the efficiency of the state apparatus from the province to communes, wards and special zones, becoming a model in organizing a modern local government apparatus, close to the people, close to the people and for the people.
