This afternoon, Prime Minister Pham Minh Chinh attended and gave a speech directing the Military-Political Conference of the entire army in the first 6 months of the year organized by the Central Military Commission and the Ministry of National Defense .
At the conference, the Prime Minister emphasized a number of outstanding achievements and results achieved by the entire army.
According to the Prime Minister, the remaining time of this year will have many important events in the context of implementing many policies and strategic decisions, and forecasts of many unpredictable difficulties and challenges, especially the impact from the world and regional situation.
The Prime Minister pointed out that General Secretary To Lam had provided guidance and direction in his speech at the 14th Central Military Commission meeting, especially the direction of "3 focuses, 3 drastic measures".
The Prime Minister requested the Army to continue to perform well its strategic advisory function to the Party and State on military and national defense; to be proactive, sensitive, improve its research capacity, closely forecast developments in the world and region, assess the impact on Vietnam, have flexible and effective response and handling strategies for situations, resolutely not to be passive or surprised in terms of strategy, military and national defense; focus on researching and developing theoretical thinking, military art, successfully responding to all types of war in new conditions; effectively deploy strategies, plans, projects, and legal systems on military and national defense.
Along with that, the Army needs to thoroughly grasp the viewpoint of relying on the people - the people are the root, the center, the subject so that the entire army can well implement the policy of all-people national defense and people's war; continue to play a core role in building and consolidating all-people national defense, "people's hearts and minds"; further promote the participation of the entire political system.
Focus on training and fostering military commanders
Also at the conference, the Prime Minister requested to further improve the policy of combining national defense with the economy; coordinate the implementation of solutions to build solid defense for military regions and defense areas at all levels; focus on training and fostering military commanders, ensuring the operation of commune-level military commands.
Civil defense tasks need to be performed well. The army needs to respond effectively to non-traditional security challenges, especially natural disaster prevention, overcoming consequences, search and rescue; actively and proactively coordinate with the Ministry of Public Security and other forces to prevent and combat crime, smuggling, trade fraud, counterfeit goods, especially fake drugs and fake food, to maintain political security and social order and safety.
The Prime Minister also directed to focus on improving the overall quality and combat strength of the Army; strictly maintain combat readiness, firmly protect the airspace, sea, border, inland, and cyberspace; maintain security and order; promptly and effectively respond to non-traditional security challenges; continue to adjust the organization of the force to be lean, compact, and strong; take care to build a politically strong Army, strengthen the absolute and direct leadership of the Party in all aspects over the Army; successfully organize party congresses at all levels and the 12th Army Party Congress in a truly exemplary and representative manner.
According to the Prime Minister, the Army must build a truly clean, strong, exemplary and representative Party organization in terms of politics, ideology, ethics, organization and personnel; effectively implement the Project "Policy to attract and promote talents in the Army until 2030, with a vision to 2050"; care for the lives of officers and soldiers, especially in remote, border and island areas; focus on developing social housing for soldiers, and actively participate in eliminating temporary and dilapidated houses nationwide.
The Head of Government requested to continue promoting the defense industry; developing science and technology, innovation, and digital transformation. Implementing international integration and defense diplomacy in a synchronous, comprehensive, and effective manner...; coordinating to successfully organize military parades, marches, and activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2.
The Prime Minister stated that the cause of strengthening national defense and firmly protecting the Fatherland is an important, sacred and noble political task of the Army, assigned by the Party, Uncle Ho and the people. This task is posing very new, very heavy and also extremely glorious requirements in the new period.
