On the afternoon of July 3, Prime Minister Pham Minh Chinh chaired the regular Government meeting and the Government's online conference with localities in June 2025.
The conference was connected online from the Government headquarters to 34 provinces and cities and more than 3,300 communes, wards and special economic zones nationwide. Attending the meeting were members of the Politburo , members of the Party Central Committee; Deputy Prime Minister; Deputy Secretary of the Government Party Committee; members of the Government; leaders of ministries, ministerial-level agencies, and agencies under the Government; representatives of committees and agencies of the Party Central Committee, the National Assembly; and leaders of provinces and cities.
The meeting focused on assessing the socio-economic situation in June, the second quarter and the first 6 months of 2025; the allocation and disbursement of public investment capital; the implementation of national target programs; the direction and administration of the Government and the Prime Minister, the results of the implementation of assigned tasks, administrative procedure reform; key tasks and solutions in July 2025 and in the coming time.
The meeting also assessed the operation of the two-level local government apparatus, with opinions from the ministerial, provincial and communal levels. In particular, leaders of some communal-level localities directly reported to the Prime Minister on the implementation of public services, medical examination and treatment for people and project implementation.
8 highlights in leadership and management
Reports and opinions at the meeting unanimously assessed that in June and since the beginning of the year, the Government and the Prime Minister have focused on directing all levels, sectors and localities to grasp the situation and resolutely, flexibly and effectively implement the tasks and solutions set out in all fields; including 8 outstanding points in direction and administration.
Firstly, focus on perfecting institutions and implementing the Party and State's policies and guidelines. Prepare well for the historic 9th session of the National Assembly (presenting 44 draft laws and resolutions, the most ever in one session).
In June 2025, the Government issued 57 resolutions and 53 decrees (including 28 decrees on decentralization, delegation of power, and assignment of authority); the Prime Minister issued 22 dispatches and 5 directives. In the first 6 months, the Government issued 170 decrees and 231 resolutions; the Prime Minister issued 1,505 decisions, 21 directives, and 95 dispatches.
Second , focus on drastically implementing many important, revolutionary, and historical tasks: Reviewing and rearranging the organization of the apparatus and local government at two levels; drastically implementing the "four pillars" of the Politburo (Resolutions 57, 59, 66, 68) and focusing on completing and submitting to the Politburo draft Resolutions on health, education, and culture.
Third, focus on directing economic growth at 8% or more. Strive to disburse public investment capital as high as possible to reach 100% of the plan by the end of the year; complete 3,000 km of expressways and 1,000 km of coastal roads; cut at least 30% of administrative procedures; build 100,000 social housing units... Organize many important conferences on promoting public investment disbursement; implement national key projects; eliminate temporary and dilapidated houses before August 31, 2025, develop social housing; prevent and combat smuggling and trade fraud...

Fourth, proactively and effectively respond to the US reciprocal tariff policy. We have been calm, courageous, proactive in flexible and appropriate response measures (the Prime Minister and the Government Standing Committee have held many meetings, closely directed, and regularly reported to the Politburo); at the same time, we have promoted the diversification of markets, products, and supply chains, and built an independent and self-reliant economy associated with proactive and active international integration, deep, substantive, and effective.
Fifth, carefully prepare and organize many important events of the country (celebrating the 95th anniversary of the Party's founding; 50 years of the Liberation of the South and National Reunification; 135th anniversary of President Ho Chi Minh's birthday; currently focusing on preparing to celebrate the 80th anniversary of the August Revolution and National Day September 2).
Sixth, focus on handling many backlogged and prolonged projects that cause loss and waste of resources.
Seventh, focus on leading and directing the cultural and social fields, building social housing mechanisms and policies, promoting the elimination of temporary and dilapidated houses; research and propose exempting tuition fees for students, using increased revenue and saving expenses to build boarding schools for students in remote, border and island areas, etc., according to the direction of the Politburo and General Secretary To Lam.
Eighth , strengthen and consolidate national defense and security, successfully carry out many high-level foreign affairs activities; Party and State leaders receive many heads of state and leaders of other countries and visit other countries.

Highest 6-month growth in nearly 20 years
Regarding the socio-economic results of June and the first 6 months of 2025, reports and opinions at the assessment meeting assessed that, in general, the situation in the following month is better than the previous month, the following quarter is higher than the previous quarter, and the overall 6 months are better than the same period in 2024 in most areas, with 10 highlights.
Firstly, GDP growth in the following quarter is higher than the previous quarter, the highest in the first 6 months in the same period in nearly 20 years.
According to the report of the Ministry of Finance, it is estimated that in the end of May, GDP in the second quarter of 2025 will reach about 7.7%, and increase by about 7.3% in the first 6 months. Updating the data to date, GDP in the first 6 months may increase by 0.2 - 0.3%, approaching the set target.
The good news is that all three sectors grew well (agriculture 3.85%; industry and construction 8.18%; services 7.83%). Total retail sales of goods and consumer service revenue in June increased by 9.3%.
In particular, the leading growth localities achieved good results. According to the 63 old provinces and cities, Ho Chi Minh City increased by 7.82%, Hanoi increased by 7.63% and 10 localities had double-digit growth (including Bac Giang increased by 14.01%, Quang Ngai 12.4%, Nam Dinh 11.84%, Da Nang 11.7%, Hai Duong 11.59%, Ha Nam 11.09%, Hai Phong 11.04%, Quang Ninh 11.03%, Phu Tho 10.33%, Vinh Phuc 10.07%). According to the 34 new provinces and cities, there were 6 localities with double-digit growth (Quang Ngai increased by 11.51%, Hai Phong 11.2%, Quang Ninh 11.03%, Ninh Binh 10.82%, Bac Ninh 10.47%, Phu Tho 10.09%).
Second, the macro economy is stable, inflation is controlled, major balances are ensured (revenue meets expenditure, export meets import, enough to eat, food security, energy, labor supply and demand are guaranteed).
The average CPI for the first 6 months increased by 3.27%. Import and export in June reached nearly 76.15 billion USD, up 18.1% over the same period; the total for the first 6 months reached over 432 billion USD, up 16.1% (exports increased by 14.4%, imports increased by 17.9%), trade surplus was 7.63 billion USD. State budget revenue for the first 6 months was over 1.33 quadrillion, reaching 67.7% of the yearly estimate, up 28.3% over the same period.
Third, total social investment capital increased quite high ; in the first quarter it increased by 8.3%, in the second quarter it increased by 10.5%, and in the first 6 months it increased by 9.8%. Disbursement of public investment capital was higher than the same period last year. FDI attraction in the first 6 months reached 21.5 billion USD, up 32.5%, the highest in the past 15 years; realized FDI capital was nearly 12 billion USD, up 8.1%.
Fourth, economic and social infrastructure continues to receive investment attention , especially transport infrastructure. Put into operation 6 more North-South expressway component projects in the East, increasing the total length of expressway put into operation to 2,268 km (expected to exceed 3,000 km by the end of the year). On April 19, 2025, 80 major projects nationwide, including both state and private sector projects, were simultaneously started and inaugurated. Actively complete procedures, prepare for site clearance to start construction of the Lao Cai - Hanoi - Hai Phong railway in December 2025, and speed up procedures for the North-South high-speed railway.
Fifth, production and business have shown signs of improvement, especially after the Politburo issued Resolution 68 on private economic development. In June, 24,400 enterprises registered for new establishment and resumption of operation, the highest number ever; the number of newly established business households reached over 124,300, an increase of 118.4%. In total, in the first 6 months, 152,700 enterprises entered and re-entered the market, higher than the number of enterprises withdrawing from the market (127,200 enterprises).
Sixth, international visitors recovered strongly ; in June, the number reached nearly 1.5 million, up 17.1%; in 6 months, it reached over 10.6 million, up 20.7%.
Seventh, social security is guaranteed, people's lives continue to improve. In the first 6 months, 96.5% of households assessed that their income was stable or higher than the same period; the average income of workers reached 8.3 million VND/month, an increase of 10.1%; social security support was over 41.1 trillion VND; people were supported with over 10.3 thousand tons of rice. The United Nations ranked Vietnam's Happiness Index in 2025 up 8 places, ranking 46th, just behind Singapore in the Southeast Asia region.
Eighth, administrative reform, decentralization, delegation of power, anti-corruption, waste and negativity are promoted.
Ninth, independence, sovereignty, and territorial integrity are maintained; social order and safety are ensured. The crime rate in the first 6 months of 2025 will decrease by 22.55% compared to the same period in 2024. Strengthen the fight against smuggling, counterfeit goods, and goods of unknown origin, especially fake medicines and fake food.
Tenth, foreign affairs and international integration are promoted, maintaining a peaceful and stable environment for national development.
Many prestigious international organizations (such as IMF, WB, WEF, OECD...) continue to positively assess and optimistically forecast Vietnam's economic prospects in the coming time as well as play an increasingly important and clear role in the regional and global economy.

'3 don'ts' when operating 2-level local government
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting and, on behalf of the Government, acknowledged and commended all levels, sectors and localities for focusing on thoroughly grasping and implementing drastically, synchronously and effectively the resolutions and directions of the Central Committee, the Politburo, the Secretariat, General Secretary To Lam, the National Assembly, the Government and the Prime Minister, and for achieving important and comprehensive results in all fields, excellently completing assigned tasks, contributing to creating a foundation of very remarkable achievements, pride in the arrangement, organization of the apparatus and socio-economic development in the first 6 months of the year of the whole country, creating momentum and confidence to successfully complete the goals of the whole year 2025.
In addition to the very basic results, the Prime Minister pointed out some noteworthy points about the shortcomings, limitations, difficulties and challenges. The international situation is changing rapidly, complicatedly and unpredictably, the pressure on macroeconomic management and exchange rates is still high. Production and business activities are still difficult. The implementation of the 8% growth target still faces many difficulties and pressures. Some legal regulations are still not favorable; administrative procedures are still cumbersome and complicated; the provincial and communal apparatus has just come into operation from July 1, 2025, which takes time. Smuggling, origin fraud, counterfeit goods, goods of unknown origin, hoarding, price gouging, market manipulation... and natural disasters, climate change... are still complicated.
The Prime Minister stated that the results achieved were due to the correct and timely leadership of the Central Committee, which was regularly and directly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the efforts and involvement of the entire political system; the support and active participation of the people and the business community, and the cooperation and assistance of international friends.
Regarding the causes of limitations and shortcomings, the world situation is changing rapidly and complicatedly; while Vietnam is a developing country, the economy is in transition, the scale is still modest, the openness is large, and the resilience is not high. In the country, the shortcomings and weaknesses that have accumulated for many years and many terms are more clearly revealed in difficulties. The work of analysis, forecasting, and policy response is sometimes not timely and effective. Some ministries, branches, and localities are not really proactive and creative, and in some places and at times, they are afraid of making mistakes and of responsibility.

The Prime Minister emphasized some important lessons learned.
Firstly, it is necessary to strengthen solidarity, unity, and mobilize the strength of the entire political system and the entire people in carrying out tasks with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, and the Fatherland expects, then we only discuss action, not retreat".
Second, grasp the situation firmly, respond to policies proactively, promptly, flexibly and effectively; do not be hasty, subjective, negligent but also not fearful or timid; look far and wide, think deeply, do big things; promote the role of leaders; must have the mindset of turning nothing into something, turning difficult into easy, turning the impossible into possible to overcome difficulties and challenges with the spirit of "resources originate from thinking; motivation originates from innovation; strength originates from people and businesses".
Third, resolutely not back down in the face of difficulties; firmly adhere to the set goals and focus on implementing them with higher determination, greater effort, and more drastic actions; assign tasks to ensure "6 clarity: clear people, clear work, clear responsibility, clear authority, clear time, and clear results".
Orienting in July, the third quarter and until the end of 2025, the Prime Minister emphasized the guiding and operating viewpoints.
Accordingly, focus on leading and directing the operation of local governments at two levels to ensure smooth, rhythmic and effective operations with 3 "no-nos" including: No people or businesses are left without administrative procedures or have lengthy procedures; no people are left without food or clothing; patients must be examined and treated promptly and effectively; no ongoing projects are interrupted, no one is responsible, no resources are wasted, ensuring the implementation of target programs and major projects.
Along with that, continue to closely follow the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Central Committee, the Politburo, the Secretariat, key leaders, General Secretary To Lam, the resolutions of the National Assembly, the Government, the direction of the Prime Minister, firmly achieve the growth target of 8% or more, associated with maintaining macroeconomic stability, ensuring social security and people's lives; protect a bright, green, clean and beautiful environment; maintain political and social stability; firmly protect independence and sovereignty; strengthen foreign affairs and international integration.
At the same time, grasp the developments in the domestic and international situation; improve analytical and forecasting capacity; respond proactively, promptly, flexibly and effectively with policies; focus on removing difficulties and obstacles, promoting production and business development, creating livelihoods and facilitating people and businesses.
Correcting discipline and order; promoting decentralization and delegation of power associated with resource allocation and inspection and supervision; ministries and branches resolutely focus on state management with key tasks: Building strategies and plans; building institutions; building mechanisms, policies and solutions, especially removing difficulties and creating development breakthroughs; designing tools for monitoring, inspecting, urging, removing difficulties and obstacles; summarizing and drawing conclusions on good models and creative ways of doing things for replication; proposing emulation, rewards and timely and proper discipline.

Consider removing administrative tools on credit limits
Regarding the key tasks and solutions in the coming time, the Prime Minister stated that in the trend of global economic growth decline, we still set a higher economic growth target, striving to reach 8% in 2025, creating momentum, creating position, and creating force for double-digit growth in the following years.
Therefore, the Prime Minister especially emphasized the requirement of 3 accelerations, including: (i) Accelerating and focusing on mobilizing total social investment to increase by 11-12% compared to 2024 to serve the growth target; (ii) accelerating and breaking through to disburse 100% of public investment capital before December 31, 2025; (iii) accelerating and concentrating efforts to complete the elimination of temporary and dilapidated houses for people with meritorious services before July 27, nationwide before August 31, 2025 and exceeding the plan to build 100,000 social housing units before December 31, 2025.
The conference highly agreed on the main tasks and solutions mentioned in the report of the Ministry of Finance and the opinions of the delegates. The Prime Minister emphasized some key contents.
Firstly, strictly implement the resolutions and conclusions of the Politburo, the directions of the Government and the Prime Minister on the implementation of administrative unit arrangement and the two-level local government model.
The Prime Minister requested ministries, branches and localities to speed up progress and promptly resolve policies and regimes for cases of resignation after restructuring the apparatus; arrange and organize working offices, vehicles and public assets, avoid loss, waste and negativity, prioritize arrangements and allocation for healthcare, education, culture and community activities; effectively implement 28 Decrees on decentralization, delegation of authority and division of authority; review and amend planning at all levels in accordance with new administrative units; integrate 100% of online public services on the National Public Service Portal (not maintaining the Provincial Service Portal from July 1, 2025), ensure smooth operation, not affecting businesses and people; effectively organize the Standing Unit at the Ministry and agency (responsible focal point, hotline), receive, guide, answer and handle arising problems of agencies, units and localities.
The Ministry of Home Affairs proactively monitors, urges, and grasps the actual situation; synthesizes difficulties, obstacles, and reflects and recommends during the implementation process to promptly guide, resolve, or report to competent authorities for direction and handling.
Second, focus on proactively and flexibly implementing solutions to adapt to the US reciprocal tax policy. Consider this an opportunity to restructure, build an independent and self-reliant economy associated with proactive, active, deep, substantive and effective international integration; transform the growth model towards green, fast, sustainable and circular growth; further enhance the competitiveness of the economy; further promote market diversification, product diversification and supply chain diversification.

Third, maintain macroeconomic stability, control inflation, and ensure major economic balances.
The State Bank and the Ministry of Finance closely coordinate, proactively, flexibly, promptly and effectively manage monetary policy, harmoniously and synchronously coordinate with a reasonable, focused and key expansionary fiscal policy.
The State Bank of Vietnam ensures reasonable credit growth (about 16%); directs to continue to reduce costs and reduce lending interest rates. Urgently consider removing administrative tools on credit limits, replacing them with credit growth management according to market mechanisms; develop a set of criteria for credit safety control, report to the Prime Minister in July 2025; maintain stability in the monetary and foreign exchange markets; strengthen gold market management; urgently submit amendments to Decree 24 in July 2025; resolutely implement existing preferential credit programs; implement the Loan Program for linking production, processing and consumption of high-quality and low-emission rice products in the Mekong Delta.
The Ministry of Finance strengthens the management of State budget revenue and expenditure; continues to expand the collection base, especially revenue from e-commerce and catering services; deploys electronic invoices generated from cash registers; promotes public investment and effectively implements policies on tax, fee and charge exemption, reduction, extension, postponement and support; thoroughly saves regular expenditure (saving 10% of the regular expenditure estimate according to the Government Resolution) to ensure social security.
Fourth, continue to prioritize promoting growth, focusing on renewing traditional growth drivers (investment, export, consumption), while strongly promoting new growth drivers (digital economy, green economy, circular economy, sharing economy, semiconductor chips, artificial intelligence, internet of things, quantum, biology, underground space, marine space, space, etc.).
The Ministry of Finance urgently completes and submits to the Government an adjustment to Resolution No. 25/NQ-CP on the growth target of 34 new provinces and cities; urges and strives to disburse public investment capital to reach 100% of the plan; develops a mechanism to selectively attract foreign investment; urgently submits a draft Resolution on piloting the crypto asset market in Vietnam before July 15; promptly allocates funds for Resolutions No. 57, 59, 66, 68 of the Politburo and lays off officials due to the rearrangement of administrative units and the implementation of 2-level local government.
The Ministry of Industry and Trade effectively exploits 17 signed FTAs; promotes new FTAs, especially with countries that have recently upgraded diplomatic relations, and regions with potential (Middle East, Africa, Latin America, Central Asia, etc.); prevents shortages of electricity and gasoline for production, business and consumption; promotes the Campaign for Vietnamese people to use Vietnamese goods; promptly submits to the Government and the Prime Minister a draft Strategy for developing the Vietnamese retail market before July 10, 2025, a draft Decree on strategic trade control before July 5, 2025, and a draft Decree on origin of goods before July 15, 2025.
The Ministry of Construction shall take the lead in accelerating progress, ensuring the completion of over 3,000 km of expressways and over 1,000 km of coastal roads in 2025; and immediately implement solutions to the high prices of construction materials according to Official Dispatch No. 85/CD-TTg dated June 10, 2025.
Requesting urgent preparation for implementing railway projects, the Prime Minister directed the Ministry of Construction and relevant agencies to urgently develop and complete standards, criteria and processes; on that basis, consider investors and investment options (including domestic and foreign, both public and private sectors), ensuring science, publicity, transparency, fairness, equality, and whichever option is most beneficial to the country, and be determined to transfer technology to develop the railway industry.

Fifth, continue to focus on effectively handling outstanding and long-standing issues. In particular, the Ministry of Finance and the Government Inspectorate, according to their functions, tasks and authority, will closely coordinate and focus on handling 2,365 stuck and long-standing projects in accordance with Resolution 68 of the Politburo to free up resources and combat waste.
Sixth, continue to promote institutional improvement, decentralization, delegation of power, administrative procedure reform, and digital transformation.
The Prime Minister requested ministries, agencies and localities, according to their functions, tasks and authority, to focus on developing, promulgating or submitting for promulgation guiding documents, implementation plans, and organizing the implementation of Laws and Resolutions; continue to review and propose amendments to legal regulations to remove bottlenecks and unblock resources; summarize specific mechanisms, policies, and pilot models to legalize them in conjunction with promoting decentralization, delegation of authority, and expanding the scope and subjects of application...
The Ministry of Public Security will continue to effectively implement Project 06, promote digital transformation; accelerate data sharing, especially data on population, justice, banking, tax, insurance, land, etc.
The Ministry of Justice shall preside over the submission to the Government for promulgation of Decrees guiding the implementation of Resolutions No. 197 and 206 of the National Assembly on special mechanisms and policies to create breakthroughs in law-making and enforcement and to handle difficulties and obstacles caused by legal provisions.
Seventh, resolutely and effectively implement the Government's Action Program to deploy the "four pillars" of the Politburo.
The Ministry of Science and Technology reviews and urgently completes the tasks in Resolution No. 71 of the Government on implementing Resolution 57 of the Politburo and the tasks assigned by the Central Steering Committee.
The Ministry of Finance shall submit a specific plan to implement Resolution No. 138 of the Government to implement Resolution No. 68 of the Politburo on the private economy; promptly complete and submit to the Politburo the Resolution on state economic development in early July 2025.
The Ministry of Education and Training focuses on completing documents and submitting the draft Resolution of the Politburo on breakthrough development and improving the quality of education and training in early July 2025.
The Ministry of Health focuses on completing documents and submitting the draft Resolution of the Politburo on health protection, care, population work and development in early July 2025; promoting the implementation of Electronic Health Books and Electronic Medical Records nationwide.
The Ministry of Culture, Sports and Tourism urgently completes the Project on culture to submit to the Politburo.

Eighth, focus on cultural, social, environmental protection fields, strengthen disaster prevention and control, and respond to climate change.
The Ministry of Home Affairs, the Ministry of Ethnic Minorities and Religions, and localities organized well the activities of War Invalids and Martyrs Day, July 27.
The Ministry of Ethnic Minorities and Religions, the Ministry of Construction, relevant agencies and localities focus on implementing housing policies for meritorious people and low-income poor people, ensuring that people "settle down and have a happy life"; complete support for eliminating temporary and dilapidated houses for meritorious people before July 27, 2025; complete eliminating temporary and dilapidated houses nationwide before August 31, 2025.
The Ministry of Construction focuses on building at least 1 million social housing apartments; urgently establishing the National Social Housing Fund. The Prime Minister noted that in addition to credit policies, localities must pay attention to planning, land allocation, increasing supply, and controlling social housing prices at reasonable levels.
The Ministry of Culture, Sports and Tourism will strengthen promotion to attract tourists, especially in the summer of 2025; prevent and strictly handle false advertising.
The Ministry of Agriculture and Environment and localities should pay attention to storm and flood prevention work during this rainy season, not to be passive or surprised.
Ninth, in preparation for the 80th anniversary of the August Revolution and National Day September 2, the 80th anniversary of the People's Public Security Tradition Day , the Prime Minister assigned the Ministry of Culture, Sports and Tourism to urgently deploy the work to serve the Exhibition with the theme "80 years of the Journey of Independence - Freedom - Happiness" to celebrate the 80th anniversary of the August Revolution and National Day September 2.
The Ministry of Construction is preparing for the groundbreaking and inauguration ceremony of 80 projects nationwide on the occasion of this particularly important anniversary on August 19, 2025.
Tenth, consolidate and strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration.
