On the morning of July 9, Prime Minister Pham Minh Chinh , Head of the Steering Committee for key projects and national important projects in the railway sector (Steering Committee), chaired the online conference of the 3rd meeting of the Steering Committee.

In his opening speech, the Prime Minister said that at the conclusion of the second meeting of the Steering Committee, the Prime Minister pointed out 3 key tasks, assigned 48 specific tasks to ministries, branches and localities to focus on implementing, and speed up the progress of project implementation.
Acknowledging the ministries, branches, localities and members of the Steering Committee for their responsibility in implementing assigned tasks, the Prime Minister requested the Ministry of Construction to report and review each assigned task.
The Prime Minister stated that the Resolution of the 13th National Party Congress determined: Paying due attention to the development of railway transport, implementing the construction of a number of North-South high-speed railway sections; Synchronously connecting the transport system with economic zones, industrial parks, airports, and seaports; Speeding up the construction of urban railway lines in Hanoi and Ho Chi Minh City, resolving traffic infrastructure bottlenecks.
Conclusion 49 of the Politburo on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2050, identifies the goal: Developing modern and synchronous railway transport to promote rapid and sustainable socio-economic development, meeting the goal of our country becoming a developed country with high income by 2045. Railway transport plays a key role in the North-South economic corridor, the main East-West transport corridors and passenger transport in major cities.
Recently, the National Assembly issued Resolution No. 172/2024 on the investment policy for the high-speed railway project on the North-South axis; Resolution No. 187/2025 on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project and Resolution No. 188/2025 on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
Notably, at the 9th Session of the 15th National Assembly, the National Assembly passed the Law on Railways (amended) with many outstanding mechanisms and policies to mobilize maximum resources for railway development in the coming period.
According to the Prime Minister, with the characteristics of new railway infrastructure construction projects and works, the scale and total investment are very large, requiring high technical requirements, especially the high-speed railway on the North-South axis, which is being deployed for the first time in Vietnam.
Recognizing that the tasks of the Steering Committee in the coming time are extremely heavy, important and urgent, the Prime Minister requested that the members of the Steering Committee continue to promote a high sense of responsibility, and that the assignment of tasks must ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear product, clear authority"; "far-sighted, think deeply and do great things".
Regarding compensation and resettlement support, the Prime Minister noted that local Party committees and authorities at all levels should carry out site clearance and technical infrastructure relocation. Special attention should be paid to resettlement and production stabilization support so that people can have new places to live, new jobs, and new livelihoods that are at least equal to or better than their old places.
" If the site clearance work is good and the project preparation is good, the implementation will be good. If the site clearance is blocked and resettlement is problematic, the work will be stuck, " the Prime Minister emphasized and requested ministries, branches and localities to focus maximum resources, remove all bottlenecks and bottlenecks, overcome difficulties and challenges to complete assigned tasks.
