On behalf of the Central Military Commission and the leaders of the Ministry of National Defense, General Nguyen Tan Cuong presented a report summarizing military and defense work in the first 6 months of 2025; directions and tasks for the last 6 months of the year.

The report affirmed: In the first 6 months of 2025, with a high sense of responsibility and determination, the Central Military Commission and the Ministry of National Defense focused on leading and directing the entire army to accelerate, make breakthroughs, and comprehensively carry out tasks, achieving many outstanding achievements, some contents reaching the finish line early, leaving a historical mark.

The entire army is constantly on high alert, grasps and accurately forecasts the situation, promptly advises the Party and the State to flexibly and effectively handle situations, avoids being passive or surprised, firmly protects territorial sovereignty, and maintains security and order throughout the country. Actively coordinates with all levels and sectors, promotes the strength of the entire political system and the entire people, builds an increasingly solid national defense, military zone defense, and defense areas at all levels.

Directing tight, high-quality, safe tactical drills to meet the task of protecting the Fatherland in new conditions. Proactively implementing civil defense well; promptly mobilizing more than 50,800 troops, militia, nearly 2,100 ships, boats, helicopters, and all kinds of vehicles to participate in preventing and fighting natural disasters, fires, forest fires, searching, rescuing, and rescuing fishermen and forces operating on land and at sea, protecting the peaceful life of the people. Mobilizing forces, vehicles, and more than 75 tons of materials to help Myanmar overcome the consequences of the earthquake, leaving a good impression in the hearts of international friends.

Implement tight, scientific and timely adjustments to the organization of the force according to Resolution No. 05-NQ/TW of the Politburo and the policies and directions of the Central Committee on streamlining the apparatus; including merging and reorganizing provincial-level commands and military commands, establishing Border Guard commands and regional defense commands under provincial-level military commands.

Synchronously and effectively deploy solutions to build a strong Army Party organization in terms of politics, ideology, ethics, organization and cadres; strictly implement the Central Committee's guidelines and instructions on Party building and rectification. Direct the successful organization of Party congresses at all levels and actively prepare for the 12th Army Party Congress. Propose to supplement Army personnel in the planning of the 14th Central Executive Committee, perfect command and management cadres associated with personnel of Party committees at all levels for the 2025-2030 term and personnel of newly established units.

Regarding the military and defense directions and tasks for the last 6 months of the year, the Central Military Commission and the Ministry of National Defense determined: The entire army proactively reviewed the work program and plan; thoroughly grasped and seriously implemented the "3 focuses" and "3 drastic measures" under the direction of the General Secretary at the 14th Central Military Commission meeting, accelerated, made breakthroughs, and determinedly completed the goals and tasks of 2025 and the Resolution of the 11th Party Congress of the Army.

The focus is on completing with quality the tasks assigned in the 2025 Work Program of the Politburo, Secretariat, National Assembly, Government, and Prime Minister.
