Over the past 5 years, under the leadership and direction of the Central Military Commission, the Ministry of National Defense , the General Department of Politics of the Vietnam People's Army; regularly and directly by the Standing Committee of the Party Committee, the commander of the Artillery Corps Command, Party committees and commanders at all levels; the emulation movement and activities of mass organizations have developed steadily and comprehensively. The activities have been implemented synchronously, with many rich and creative contents and forms, contributing positively to the successful completion of the political tasks of each agency, unit and school, building a strong and clean Party organization, a comprehensively strong unit "Exemplary, typical".

Recognizing and praising the achievements and results of mass organizations in various fields of work, in his speech at the commendation ceremony, Colonel Le Duc Hoe emphasized that in order to further improve the quality of activities and emulation movements of mass organizations in the coming time, leaders and commanders at all levels must fully identify the work of the Youth Union, youth movements, and women's work as part of the Party's work and political work; Party committees and commanders must pay close attention to leadership and direction, creating favorable conditions for mass organizations to operate.

For the Youth Union and Women's Union, Colonel Le Duc Hoe requested to actively innovate the content and form of organizing activities; focus activities on taking care of the material and spiritual life of union members; promote and well implement the emulation movements of their organizations in conjunction with the Emulation Movement for Victory and study and follow the ideology, morality and style of Ho Chi Minh .
